AN ORDINANCE OF THE CITY OF JEFFERSON, AMENDING THE CODE OF
THE CITY OF JEFFERSON, 1978, BY REPEALING SECTIONS 23-5 THROUGH
23-14 REGARDING CREATING A PARKING AND TRAFFIC AUTHORITY AND
ENACTING NEW SEC'T'IONS 23-5 ThiROUGI-I 23-10 CREATING A PARKING AND
TRAFFIC COMMISSION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Sections 23-5 throught 23-14 are hereby repealed and
new Sections 23-5 through 23-10 are enacted in lieu thereof to read as
follows:
Section 23-5. Created.
There is hereby created a Parking and Traffic Commission for the
City of Jefferson.
Section 23.6. Composition, Term of Office,
Appointment, Removal, and Vacancies.
A. The Parking and Traffic Commission shall consist of ten
members. Of the ten members:
1. Four shall be ex officio members
without a vote. These shall be:
a. Director of Transportation
b. Director of Public Works or his delegate
C. Chief of Police or his delegate
d. Representative from appropriate State agency.
2. Six shall be residents of the City.
B. The term of office shall be three years with one-third of the
positions being available for appointment each year. Upon the creation
of this Commission, the Mayor shall name two members for three year
appointments, two members for two year appointments, and two members
for one year appointments. Thereafter, all Commission members shall
serve full three year terms.
C. The Mayor shall nominate persons to serve on the Parking and
Traffic Commission, and the appointments shall be confirmed by the City
Council. The Mayor shall name the Chairman of the Commission from
those persons confirmed as members by the City Council. The appoint-
ment of Chairman is for a one year term.

remove any member of the Commission for failure or inability to attend
meetings or for other good cause shown.
E. A vacancy on the Commission shall be filled by appointment
and approval in like manner for the unexpired portion of the term. All
members shall continue to serve until their successors shall have been
appointed and qualified.
Section 23-7. Meetings, Quorums, Rules, and Procedures.
A. The Commission shall hold a regular business meeting at least
once each month at such time and place as shall be established by the
rules of the Commission. The Commission may hold additional business
meetings from time to time as it feels necessary.
B. A majority of the Commission's voting members shall constitute
a quorum for the transaction of its business.
C. The Commission may establish such rules and procedures as it.
believes are reasonably necessary for expeditious transaction of its
business affairs.
D. All meetings shall be open and public, and the date, time,
and location of same shall be posted and be public information at least
twenty-four hours prior to the meeting.
Section 23-8. Duties Generally.
The duties of the Parking and Traffic Commission shall generally
include, but not be limited to, the following:
A. To consider and recommend the establishment and regulation of
speed zones; one-way streets; loading zones; reserved or restricted
parking zones; limited period parking zones; nonparking zones; taxicab
stands; delivery and service vehicles; crosswalks; parking meter zones,
whether on-street or off-street; and stop signs, whether electrical or
nonelectrical.
B. To consider and recommend the location, type, timing, and
specifications of all traffic control devices including, but not limited to,
electrical signals, signs, markers, pavement and curb painting and
parking meters.
C. To consider and recommend the establishment of any motor
vehicle, traffic or parking regulations which, in the opinion of the

Commission, promotes traffic safety or decreases traffic congestion within

the City.
qu i). To review and make recommendations on the Parking Division
budget proposals.
E. To call upon and receive the cooperation and assistance of all
departments, officers, and employees of the City, and to promote
cooperation and coordination with other governmental agencies.
T. To provide for the attendance of one of its members at traffic
and parking forums, seminars or institutions where special instruction
courses in the field of traffic and parking may be offered.
G. To recommend the employment of a qualified consultant, or
seek internal assistance, when the need for trained technical assistance
on parking and traffic matters arise.
H. To recommend to the City Council rates for parking facilities
owned by the City.
I. To monitor collections and the financial status of the Parking
Division fund.
J. To review all proposed contracts and leases in accordance with
the applicable provisions of Code and the general purchasing ordinances
of the City, and to recommend City Council action thereon.
K. To review and recommend master plan for traffic control and
parking.
L. To review as necessary present City laws ordinances relating
to traffic control and parking of motor vehicles.
M. To consider all requests, petitions, or suggestions concerning
the regulation of traffic and parking, and upon study and consideration
of such requests, petitions, or suggestions, to . make a recommendation to
the City Council.
N. To provide the City Council with minutes of all its meetings
and reports of specific recommendations.
Section 23-9. Reports — Action by City Council.
The City Council, following receipt of the report and minutes of
the Commission, shall review and consider all recommendations and
request the preparation of bills to implement the recommendations which

have Council support. All ordinances passed to implement the recom-
mendations of the Commission shall remain in force and effect for a
minimum period of ninety days; provided, that the City Council may
amend or repeal such ordinances prior to that time, if so requested by
the Parking and Traffic Commission.
Section 23-10. Officers.
In addition to the Chairperson appointed by the Mayor, the
Commission may pick a Vice-Chairperson and any other officers they
deem necessary. The Secretary to the Director of Transportation shall
serve as the recording secretary for the Commission and record the
minutes.
Section 2. Repealer. All ordinances or parts of ordinances in
conflict with this ordinance are hereby repealed.
Section 3. This ordinance shall take effect and be in force from
and after its passage and approval.
