ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING AND
DIRECTING THE MAYOR AND CITY CLERK OF SAID CITY TO EXECUTE, ON
BEHALF OF THE CITY, A CONTRACT WITH JEFFERSON ASPHALT COMPANY,
INCORPORATED TO CRACK SEAL, SURFACE SEAL AND MARK RUNWAY 12/30
AT THE JEFFERSON CITY MEMORIAL AIRPORT, LOCATED IN JEFFERSON CITY,
MISSOURI.
BE IT ORDAINED BY THE CITY COUNCIL OF JEFFERSON, MISSOURI , AS
FOLLOWS:
Section 1. The Mayor and City Clerk of the City of Jefferso ,
Missouri, are hereby authorized and directed, for and in behalf
of the City, to execute a written contract with Jefferson Asphalt
Company, Incorporated for the crack sealing, surface sealing and
marking of runway 12/30 at the Jefferson .City Memorial Airport,
as set forth on a copy of said proposed plans, specifications ,
and contract attached hereto and by. reference made a part hereof.
Section 2. This Ordinance shall take effect and be in full
force from and after its passage and approval.

ADVERTISEMENT FOR BIDS j
Sealed proposals will be received at the office of the Purchasing Agent,
240 East High Street, Jefferson City, Missouri , until 1 :30 p.m. , on
Thursday October 8 , 1981 . The bids will
be opened and read aloud in the Council Chambers at 1 :30 p.m. on that
same :day.
The proposed--work includes the following: r
:-Base Bid: Crack Sealing of Asphalt Overlay on Runway 12-30.
Alt. No. 1 : Emulsion Sealer- of Asphalt Overlay on Runway 12-30
® Alt. No. 2: Re-painting and re-striping of Runway 12-10
A certified or cashier's check or bid bond executed by the bidder and an
�r approved Surety Company in the amount of five (5%) percent of the bid shall
be submitted with each Proposal .
Copies of Contract Documents required for bidding purposes may be obtained
from R. F. Verslues and Associates, Inc. , 705 East McCarty Street, P.O. Box
1753, Jefferson City, Missouri 65102. A deposit of $20.00 will be required
for each set.
The City reserves the right to reject any and all bids and to waive infortmal i ties ,
therein, to determine which is the lowest and best bid and .to approve the bond.

1 . The undersigned hereby certifies that he has examined the form of
® contract, plans and specifications for the improvement of the .
Jefferson City Memorial Airport, Crack Sealing, Surface Sealing
and Marking, Runway 12-30, and has examined the site *of the work
and is familiar with local conditions pertaining to the work.
2. The undersigned, in compliance with your Invitation for Bids ,
dated hereby proposes to do the work
called for in said contract and specifications and shown on said
plans, and to furnish all materials, tools, labor, taxes, overhead
and profit, and all appliances and appurtenances necessary for the
said work at the following rates and prices:

The above prices shall include the cost of all labor, materials, shoring,
removals, overhead, profit, insurance, taxes, and all other incidentals
required to cover the completion of each such item of work in accordance
with the plans and specifications.

3. It is understood that the wage for the contractor, established by
the Department of Labor' and Industrial Relations, Division of Labor
Standards, State of Missouri , included in the specifications, is to
govern on this project, and the undersigned certifies that he has
examined this Schedule of Wage Rates and that the prices bid are
based on such established wage rates.
4. The undersigned agrees, upon written notice of the acceptance of
this bid, within thirty, (30) days after the opening of bids, that
he will execute the contract in accordance with the bid as accepted
and give contract (Performance and Payment) bond on attached forms
within ten (10) days after the prescribed forms are presented for
signature.
5. The undersigned further agrees that, if awarded the contract, .he will
commence the work within ten (10) .calendar days after the receipt of
a Notice to Proceed and that he will complete the work within forty-five
'(45) working days after the receipt of Notice to Proceed. No work may
be done when the temperature is below 40 degrees F. except at the
® discretion of the Engineer. An extension of time may be allowed when
extra or additional work is ordered by the Engineer. A working day is '
defined as any day on which the major portion of the work may proceed
for not less than six (6 hours during the normal working day (Saturdays
and Sundays not included.
6. As an evidence of good faith in submitting this proposal , the undersigned
encloses a certified check or bid bond made payable to the Owner and in
the amount of $ % . representing five (5%) percent of the
bid which, in case herrefuses or fails to accept an award and to enter
_ into a contract and file the required bonds within the prescribed time,
shall be forfeited to the City of Jefferson City, Missouri , as liquidated
damages.
T. The undersigned hereby declares that the only parties interested in this
proposal are named herein, that this proposal is made without collusion
with any other person, firm, or corporation, that no member of the Council ,
Officer or Agent of the City of Jefferson City, Missouri , is directly or
indirectly financially interested in this bid.

® CONSTRUCTION CONTRACT
THIS AGREEMENT, made and entered into this day of
19 , by and between the City of Jefferson Cf ty, Missou_ri,_ Pnrfy of the
First -Part, hereinafter referred to as the. "OWNER", and
Party of the Second Part, here-
inafter referred to as the "CONTRACTOR", for the Crack Sealing, Surface Sealing
and Marking of Runway 12-30 at the Jefferson City Memorial Airport.
WITNESSETH:
ARTICLE 1 . It is hereby mutually agreed that for and in consideration of the
payments as provided for herein to the Contractor by the Owner, the said
Contractor shall . furnish all labor, equipment and material and shall perform
all work necessary to complete the improvements in a good and substantial manner,
ready for use and in strict accordance with this contract, a copy of which is
filed pursuant to law in the office of the legal representative of the Owner.
ARTICLE 2. It is hereby further agreed that in consideration of the faithful
performance of the work by the Contractor, the Owner shall pay the Contractor
the compensation due him by reason of said faithful. performance of the work, at
stated intervals and in the amount certified by the Engineer, in accordance with
the provisions of this Contract. Based upon information used to evaluate the ,•
total contract price for work included in the Contract is the sum of

ARTICLE 3. It is hereby further agreed that, at the completion of the work
and its acceptance by the Owner, all sums due the Contractor by- reason of this
faithful performance of the work, taking into consideration udditiolls to or
deductions from the contract price by reason of alterations or mudification� of
the original contract or by reason of "Force Account" wort; authurized under this
' contract in accordance with the provisions of this contract, will be paid the
Contractor by the Owner after said completion and acceptance.
ARTICLE A. It is hereby further agreed that any reference herein to the
"Contract" shall include all "Contract Documents", made a part of this agree-
mient as fully as if set out at length herein, and that this C.unti°dCt is limited
to the items in the Proposal , as signed by the "Contractor" and included in the
"Contract Documents".
ARTICLE 5. In conformity with the provisions of these specificatioiis , the
amount of liquidated damages for this contract shall be' $100 por wo rkinq day.

KNOW ALL MEN BY THESE PRESENTS that we, the undersigned JEFFERSON
ASPHALT COMPANY, INC.
of Jefferson City, Missouri hereinafter referred to as
''Contractor", and AMERICAN CASUALTY COMPANY OF READING, PA ,
Corporation organized and existing under the laws of the State of
Pennsylvania and authorized to transact business in the State of
Missouri as Surety, are held and firmly bound unto
the CITY OF JEFFERSON CITY, MISSOURI, hereinafter referred to as "Owner", in
the penal sum of Sixty-four Thousands Hundred & Fi tteen_D0llars anti no 00/100•
Dollars ($ 64,815_no ) , lawful money of the United States of
America, for the payment of which sum, well and truly to be made to the afore-
said Owner, we bind ourselves and our heirs, executors, administrators,
successors and assigns, jointly and severally, by these presents: '
WHEREAS, on the 8th day of _ October 19. 81 ,
the above named Contractor entered into a written contract wfth the aforesaid
Owner for furnishing materials, supplies and equipment not furnished by the
Owner, construction tools, equipment and plant, and the performance of all
necessary labor, for and in connection with the construction of certain improve-
ments designated, defined and described in the said Contract and the Conditions
thereof, and in accordance with the contract drawings and specifications there-
for; a copy of the said Contract being attached hereto and mat-le a ,art her•ecif;

WHEREAS, it was a condition of the contract award by the Owner that these
presents be executed by the Contractor and Surety aforesaid;
NOW, TIiEREFORE, if the said Contractor shall dnd will , in all particulars , well ,
• duly and faithfully observe, perform and abide by each and every coverrdnt,
condition and part of the said Contract, the Conditions , Wage Rate Determinations ,
Specifications, Drawings and other Contract Documents thereto attached or, by
reference, made a part thereof, according to the true intent and meaning in each
case, then this obligation shall be null and void; otherwise it shall remain in
full force and effect.

PROVIDED FURTHER, that if the said Contractor shall fail to pay all just
claims and demands.by, or in behalf of, any employee or other person, or
any firm, association or corporation, for labor performed or materials,
supplies or equipment furnished, used or consumed by said Contractor or
his, their or its subcontractor or subcontra�ctBFs in the performance of
the work contracted to be done, then and in that event the aforesaid
Surety will pay the full value of any and all such claims or demands in
any total amount not exceeding the amount of this obligation, together
with interest as provided by law.
THE UNDERSIGNED SURETY, for value received, hereby stipulates and agrees
that no extension of time, change in, addition to, or other modification
of the terms of the Contract or--work to be performed thereunder, or of the
.specifications or other contract document accompanying same, shall in any
wise affect its obligation on this bond and said surety does hereby waive
notice of any such extension of tiem, change, addition or modification. L

SCOPE OF WORK
1 . INTENT OF CONTRACT: The intent of the contract is to provide for •
construction and completion, in every detail , of the work described.
It is further intended that the contractor shall .furnish all labor,
f materials, equipment, tools, transportation, and 'supplies required
r to complete the work in accordance with the plans , specifications, and }
terms of the contract.
2. ALTERATION OF WORK AND QUANTITIES: The owner reserves and shall have
the right to make such alternations in the work as may be necessary
or desirable to complete the work originally intended in an acceptable
manner. Unless otherwise specified herein, the Engineer shall be and
is hereby authorized to make such alterations in the work as may
increase or decrease the originally awarded contract quantities, pro-
® vided that the aggregate of such alterations does not change- the total
contract cost or the total cost of any major contract item by more than
25 percent .(total cost being based on the unit prices and estimated
quantities. in the awarded contract). Alterations which do not exceed
the 25 percent limitation shall not invalidate the contract nor release
the surety, and the contractor agrees to accept payment for such
alterations as if the altered work had been, a part of the original
contract, These alterations which are for work within the general
scope of the contract shall be covered by "Change Orders" issued by
the Engineer: Change orders for altered work sha•11 include extensions
of contract time where, in the Engineer's opinion, such extensions are
cornriiensurate with the amount and difficulty of added work.
Should the aggregate amount of altered work exceed the 25 percent
limitation hereinbefore specified, ;uch excess altered work sisal1 he
covered by supplemental agrei:menc. If the owner and the coi,t:rdctor
are unable to agree on a unit adjusEment for any contract. item that
requires a supplemental agreement, the owner reserves the right to . ,
terminate the contract with respect to the item and make other arrange-
wents for its completion.
All supplemental agreements shall require consent of the con•tractor's
. surety and separate performdnce and payment bonds .
3. OMITTED ITEMS: The Engineer may, in the owner's best interest, omit
from the' work any contract item, except major contract items. Major
contract items may be omitted by a supplemental agreement. Such
omission of contract items shall not invalidate any other contract
provision or requirement.

® Should a contract item a omitted or otherwise ordered to be non- '
performed, the contractor shall be paid for all work performed toward
completion of such item prior to the date of the order to omit such
item.
4. EXTRA WORK: Should acceptable completion of the contract require the
contractor to perform an item of work for which no basis of payment
has been provided in the original contract or previously issued .change
orders or supplemental agreements , the same shall be called Extra Work.
Extra work that is within the general scope of the contract shall be
covered by written change order. Change orders for such extra work shall
contain- agreed unit prices for performing the change order work in
accordariEe with the requirements specified in the order, and shall
contain any adjustment to the contract time that, in the Engineer's
opinion, is necessary for completion of such extra work.
Any claim for payment of extra work that is not covered by written
agreement (change order or supplemental agreement) shall be rejected
by the owner.
5. MAINTENANCE OF TRAFFIC: It is': the explicit intention of the contract
that the safety of aircraft, as well as the contractor's equipment and�
personnel , is the most important consideration. It is understood and
agreed that the contractor shall provide for the free and unpbstructed
movement of aircraft• in the air operations areas of the airport with
respect to his own operations and the operations of all his. subcontrac.tors.
It is further understood and agreed that the contractor shall provide
for the uninterrupted operation of visual and electronic signals (in=
eluding power supplies thereto) u; d in the guidance of aircraft while
operating to, from, and upon the airport.
With respect to his own operations and the operations of gill his sub-
' contractors, the contractor shall provide marking, lighting, and other
acceptable means of identifying: personnel , equipment , vehicles ,
storage areas, and any work area or r:ondition that ni�►.y h..• 11ld1'duu5 to
the operation of aircraft, firE-rescue equipment, or uwinu�lwnce
vehicles at the airport.
± When the contract requires the: m6ito.eiiance of vehicular traffic on an
existing road, street, or highway during the contractor's performance
of work that is otherwise provided "fur in the contract, plans , and
" specifications, the contractor shull keel, such road, street, ar high
way open to all traffic and shall provide such maintenance as may be
required to accommodate traffic. The contractor shall furnish, erect, :
i and maintain barricades, warning signs, flagmen, and others traffic
control devices in reasonable conformity with the manual of Uniform
Traffic Control Devices for Streets and Highways (published by the

United States Government Printing Office) , unless otherwise specified
herein. The contractor shall also construct and maintain in a safe
condition any temporary connections necessary for ingress to and egress .
from abutting property or intersecting roads, streets or highways.
Unless otherwise specified herein, the contractor will not be required
to furnish snow removal for such existing road, street, or highway.
The contractor shall make his own estimate of all labor, materials,
equipment, and incidentals necessary for.-providing the maintenance of
aircraft and vehicular traffic as specified in this subsection.
The cost of •maintaining the aircraft and vehicular traffic specified in
this subsection shall not be measured or paid for directly, but shall be
included in the various contract items.
5. .REMOVAL OF EXISTING STRUCTURES: All existing structures encountered
within the established lines, grades, or grading sections shall be
removed by the contractor, unless such existing structures are other-
wise specified to be relocated, adjusted up or down, salvaged, abandoned .
:® in place, reused in the work or to remain in place. The cost of removing
such existing structures shall not be measured or paid for directly, but
shall be'A ncluded in the various contract items.
Should the contractor encounter an existing structure (above or below
ground) in the work for which the disposition is not indicated on the
plans, the Engineer shall be notified prior to disturbing such structure.
The disposition of' existing structures so encountered shall be im-
mediately determined by the Engineer in accordance with the provisions
of the contract.
Except as provided in the subsection titled RIGHTS IN AND USE OF
MATERIALS FOUND IN THE WORK of .this section, it is intended that all
existing materials or structures that may be encountered (within the
lines, grades, or grading sections c:staLl i .hed fora. comi,lc,t.i(in ur thc!
work) shall be utilized in the work as Gt.rrerwi�e provided iur• ii, the
contract and shal 1 remain the property of the owner when -.0 ere,i 1 i zed
in the work.
7. RIGHTS IN AND USE OF MATERIALS FOUND IN THE WORK: Shuuld the contractor
encounter any material suhas (licit ni t. restricted Lo) sand, sterner, gravel ,
slag, or concrete slabs within thu u,,L ol,l ished lines, grade, or grading
sections, the use of which is intended by the terms of the contract to
be either embankment or waste, he may at his option either:
(a) Use such material in another contract item, providing such use
is approved by the Engineer and is in conformance with the
contract specifications applicable to such use; or,
•

(b) Remove such material from the site, upon written approval of
the Engineer; or,
(c) Use such material for his uvin temporary construction on site; or,
(d) Use such material as intended by the terms of� the contract.
Should the contractor wish to exercise option (a) , (b) , or (c) , he shall
request the Engineer's approval in advance of such use.
Should the En ineer approve the contractor's request to exercise option
(a), (b), or ?c), the contractor shall be paid for the excavation or
removal of such material at the applicable contract price. The contractor
shall replace, at his own expense, such removed or'excavated material with,
an agreed equal volume of material that 'is acceptable for use in con-
structing embankment, backfills, or otherwise to the extent that such
, replacement material is needed to complete the contract work. The
contractor shall not be charged for his use of such material so used" in
the work or removed from the site.
Should the Engineer approve the contractor's exercise of option (a) , the
contractor shall be paid, at the applicable contract price, for furnishing
and installing such material in accordance with requirements of the
contract item in ;which the material is used.
At is understood and agreed that the contractor shall make no claim for
delays by reason of his exercise of option (a)-, (b) , or (c) .
The. contractor shall not excavate, remove, or otherwise disturb any
material , structure, or part of a structure which is located outside the
lines, grades, or grading sections established for the work , except where
such excavation or removal is provided for in the contract, plans , or
specifications.
8: FINAL CLEANING UP: Upon complecio►l of the work and before dcceptance and
final payment will be made, the contractor shall remove from the site all
machinery, equipment, surplus and discarded materials , rubbish, temporary
structures, and stumps or portions of. trees. He shall cut all brush and
woods within the limits indicated -arid shall leave the site in a neat and `
presentable condition. Material cleared from the site and deposited on '
adjacent property will not be considered as having been disposed of
satisfactorily, unless the contractor has obtained tho w ritton permission
of such property owner.

CRACK AND JOINT SEALING
1 . SCOPE OF WORK:
A. Work Included: Furnish all labor, materials, and equipment
necessary to complete the routing, cleaning, and sealing of
cracks and joints in existing asphalt overlay. +
2. MATERIALS:
A. Crack and joint sealant shall be an asphalt-vulcanized rubber
material , similar to "Over-flex MS", as manufactured by Crafco,
Inc. , or approved equal .
B. The asphalt to be used shall have a maximum penetration of 150
when tested in accordance with procedures outlined by the American
Association of State Highway Officials.
C. The granulated erum rubber (100 percent vul mall canized) s meet
i the following requirements:

The sieves shall comply with the requirements of AASHTO 92. The
specific gravity -of the material shall be 1 .15 + or - 0.02 and
shall be free of fabric, wire -or other contaminating materials,
except that up to four (4%) percent of calcium carbonate may be
included to prevent particles from,-sticking together.
D. The proportions of the two materials, by weight, shal i be 15.:, ±
2% asphalt and 25% + 2% rubber.;
E.. The asphalt-rubber shall be heated to a minimum tenlper'ature of
300°F. The material shall be held in heating tank at Lipplicatiun
temperature until very little separation of the rubber and asphalt
• occurs when a bead of sealant material is placed on 'the pavement.
Sealant material may be added to the mix as long as the minimum
temperature of 300°F. is maintained.

® 3. WORKMANSHIP:
A. Work shall be performed only br aprkmen• thoroughly familiar with
and experienced in this sysie111 of crack and Joint sealing.
4. PREPARATION:
A. Cracks `less than 3/8" wide shall be routed to 1/2" wide by 1"
deep. Cracks wider than 3/8" will not require routing unless ;
they are shallower than 3/4" deep.
B. Blow cracks clean using a portable blower or air compressor.
Cracks wider than 3/8" shall be cleaned to the entire depth' of
the crack. Gouging or plowing may he necessary to remove wedged=:
in non.-compressible materials which are not readily removed by air.
Cracks less than 3/8" wide need to be cleaned only to the routed
depth,
5. SEALING:
A. Cracks shall be free of all .dust, dirt, •moisture, or-foreign.
material before sealing them. Uacks --shall be sealed from- the
(` bottom up so no voids will be present in the sealant material .
Tips of the caulking gun shall be selected to reach the bottom of
the deepest cracks, and shall be filled flush with the surface.
B. Cracks of 3" or no re in depth, care in filling must be t,iken. If
sealant material settles, topping off will be done betore finishing.

TAR EMULSION SEAL COAT
1 . SCOPE OF WORK:
A. Furnish all labor, materials, and equipment necessary to apply
two coats of coal-ta'r pitch emulsion seal coat, without'' mineral
aggregate, applied on the existing bituminous runway surface,
in accordance with these specifications for the areas shown on
the plans.
2. MATERIALS:
A. Material shall be coal-tar ;pitch emulsion prepared from high-
temperature coal-tar :.pit,Wconforming to the requirements of
Fed. Spec. R-T-143.
® B. Oil and, water gas tars shall -not-be used.

r: C. The coal-tar pitch emulsion shall conform to all requirements of y
Im. Fed. Spec. R-P-355.

3. QUANTITIES PER SQUARE YARD:
A. The approximate amounts of material per square yard for first
application sha•11 be 0.10 to 0.15 gals. Second application shall
be 0.08 to 0:12 gals. per square yard. Total for two coats shall
be 0.20 to 0.26 gals. per square yard.

4. WATER:
A. The water used for mixing ami clamin'lling the J)dV01u0►►ts shh► Il he clear,
fresh water having a temperature of 50"F. or higher, the amu w►t of
water added to the coal-tar pitch emulsion shall not exceed 10''.. of
the 'coal=tar pitch emulsion.
5. WEATHER LIMITATIONS:
A. The tar emulsion seal coat shall not be applied when, the weather is �
e foggy or when rain threatens, nor- when the atmospheric or pavement
temperature is below 50°F. , unless otherwise directed by the Engineer.

® 6. PREPARATION OF SURFACE:
A. Prior to placing seal coat, the surface of the pavement shall be
clean and free from dust, dirt, or other loose foreign matter,
grease, oil , or any type of objectionable surface film.
B. When directed by the Engineer, the surface shall be swept with
hand brooms or with power sweepers or cleaned with a power blower.
When required, pavement shall be•" flushed with a hose.
C. Crack and joint sealing shall be cpmpieted before seal coat
applications.
7. APPLICATION OF EMULSION:
A. After the pavement surface has been inspected, and approved by the
Engineer, the emulsion shall be applied over the dampened pavement,
free from standing water, in two coatings in accordance with the
method described below in paragraph 8-A Distributor or Applicator.
Due to. the settling that may take place in transit, the emulsion shall
be thoroughly agitated before use by power mixers so that -a homogeneous
consistency is assured for proper and uniform application.

8. DISTRIBUTOR OR APPLICATOR:
A. When applied by distributor or approved type of applicator, the
emulsion shall be applied uniformly to the surface of tiie pavement
at the prescribed pressures and in the amounts per square yard as
specified in paragraph 3-A. The emulsion shall be thoroughly mixed
before use. When it is necessary to dilute the emulsion in order to
aid proper application, the emulsion may be diluted with the minimum
amount of clean, fresh water necessary to produce the desired application,
but not exceeding 10%. The rate of application of the diluted emulsion f
shall be increased to provide the amount of undiluted . emulsion specified
in paragraph 3-A.
B. The first application shall be cured sufficiently to uriv6 over without
damage before the second application is applied. When conditions i
permit, the second application shall *be spread crosswise to the first j
application: During the application, surfaces of adjacent structures
shall be protected to prevent them from being spattered or marred.
In areas inaccessible to the distributor, application way- be by the
hand method; upon approval by Engineer.
9. CURING:
A. The applied emulsion seal coat shall be allowed to cure for not less
than 24 hours, during which time all traffic shall be excluded from
l the area that has been sealed.

10. HANDLING:,

A. The emulsion shall be continuously circulated or agitated from the
time it has been mixed until its application on the pavement surface..
The distributor 'or applicator, pumps, and all tools' shall be main
tained in satisfactory working condition. Spray bar nozzles, pumps,
or other equipment can be cleaned with coal-tar toluene or xylene.
11 . EMULSION MATERIAL CONTRACTOR'S RESPONSIBILITY:
A., Samples of the emulsion that the contractor proposed to use,, together
with, a statement as to its source, must be submitted and approved
before use of-such material begins. The contractor shall furnish
manufacturer's certification that each Consignment of the emulsion
shipped 4or the work meets the requirements of 'Fed. Spec. R-P-355.
The report -shall be delivered to the Engineer: The manufacturer's
, certification for the emulsion shall. not be interpreted as ,a basis
fpr final •ecceptance. All such reports shall be subject to verifi-
cation by testing samples of the emulsion received for use on the
project,
12. MEASUREMENT:
t A. The unit of measurement of coal-tar pitch emulsion shall bd 'the U.S
gallon. The gallonage to be paid for sahll be the number of gallons
of undiluted emulsion used as ordered in the accepted work. .

RUNWAY PAINTING
1 . SCOPE '.OF WORK:
A. This item shall consist of the painting of nuipbers, markings, and
stripes on the surface of runways and taxiways applied in accordance'
with these specifications and at the locations shown on the plans,
or as directed by the Engineer.
2. MATERIALS:
A. The paint shall meet the requirements of Fed. Spec. TT-P-001952,
Paint, Traffic and Airfield Marking,, Acrylic Emulsion. The paint
will be used without reflective media.
B. When reflective paint is specified, this feature will be provided
® by the addition of glass spheres to the surface- of the pigmented
binder. The reflective media shall conform to Fed. Spec. TT-B 71325,
r ' Type III.
3. WEATHER LIMITATIONS:
A. The painting shall be performed only when the existing surface is
dry and clean, when the atmospheric temperature is above 40 0F. , and
when. the weather is not excessively windy, dusty .or foggy. The
suitability of the weather will be determined by the Engineer.
4. EQUIPMENT:
A. All equipment for the work shall be approved by the Engineer and shall
include the apparatus necessary to properly clean the existing
surface, a mechanical marking machine, and such auxiliary hand paint-
ing equipment as may be necessary to satisfactorily complete the job.
B. The mechanical marker shall be an approved atomizing spray-type marking;
machine suitable for application of traffic paint. It shall produce
an even and uniform film thickness at the required coverage and shall
be designed so as to apply markings of uniform cross sections and
Oclear-cut edges without running or spattering and within the limits
for straightness set forth herein. When needed, a dispenser shall ,be
furnished which is properly designed for attachment to the mechanical .
marker and suitable for dispensing the required quantity of reflective
media.

C. Suitable adjustments shall be provided on the sprayer(s) of a single
machine or by furnishing additional equipment for painting the width
required.
�. .PREPARATION:
A. - Immediately before application of the paint, 'the existing surface
shall be dry and entirely free from dirt, grease, oil , acids,
laitance, or other foreign matter which would reduce the bond
between the coat of paint and the pavement. The surface shall be
thoroughly cleaned by sweeping and blowing as required to remove
all dirt, laitance, and loose.•materials. Areas which cannot be
satisfactorily cleaned by brooming and blowing shall be scrubbed as '
directed with a water solution of trisodium phosphate (10% Na Po by
weight) or an approved equal solution. After scrubbing, the ?Ation
shall be rinsed off and the surface dried prior to painting.
6. LAYOUTS AND ALIGNMENT:
A. On those sections of pavements where no previously applied figures,
® markings, or -stripes are available to serve as a guide, suitable
layouts and lines of proposed stripes shall be spotted in advance
of the paint application. Control points shall be spaced. at such
intervals as will insure accurate location of all markings.
B. The contractor shall provide an experienced technician to supervise
the .location, alignment, layout, dimensions, and application of the
paint.
C. Single stripes shall be applied wholly on one side of the longitudinal
pavement joints. Double or multiple stripes shall be centered over
similar. joints.
7. APPLICATION;
A. Markings shall be applied at the locations and to the, dimensions and
spacing indicated on the plans or as specified. Paint shall not, be
applied until the layouts, indicated alignment, and the condition of
the existing surface have been approved by the Engineer.

B. The paint shall be mixed in accordance with the manufacturer's
instructions before application. • The paint shall be thoroughly mixed
and applied to the surface of the pavement with the marking machine
at its original consistency without the addition of thinner. If the
paint it applied by brush, the surface shall receive two coats,, the
first coat shall be thoroughly dry before the second coat is applied.

C. When reflectorized markings are applied, the reflective media shall
be distributed to the surface of the pigmented binder immediately
and imbedded at the rate and depth'as required to provide adhesion
and reflection.
D. A period of several weeks shall elapse between application of the
bituminous seal coat or the placement of the bituminous surface
course and the marking of the pavement. The paint shall not bleed
excessively, curl , or. discolor when applied to bituminous surfaces.
E. In the application of straight stripes, any deviation in the edges
exceeding 1/'2 inch in 50 feet shall be obliterated and the marking
corrected. The width of the markings shall be .as designated within
a tolerance of 5%. All painting shall be performed to the satis-
faction of the Engineer.by competent and experienced equipment
operators, laborers, and artisans in a neat and workmanlike manner.
F. Paint shall be applied uniformly by suitable equipment at a rate of
not less than 105 nor more than 115 square feet per gallon. Glass
spheres shall be applied at the rate of 10 pounds per gallon of
paint. High-intensity granules shall be applied at the rate of
1 .7 pounds per gallon of paint.
G. The contractor shall furnish a certified report on the quality of
mate0 als ordered for the work. This report shall not be interpreted
as a basis for final acceptance. The Engineer shall be notified upon
arrival of shipment for inspecting and sampling of the materials. When
required, all .emptied containers shall be returned to the paint
material storage or made available for tallying by the Engineer. The
containers shall not be removed from"'the airport or destroyed without
permission'. The contractor shall make an accurate accounting of the
paint materials used in the accepted work.
8. PROTECTION:
A. After application of the paint, all markings shall be protected while
the paint is drying. The fresh paint shall be protected from injury
or damage of any kind. The contractor shall be directly responsible
and shall erect or place suitable warning signs, flags, or barricades,
protective screens, or coverings as required. All surfaces shall be
® protected from disfiguration by spatter, splashes, spillage, drippings
of paint, or other materials.

', DEFECTIVE WOR KMANSHIP OR MATERIAL:
9.
A. When any material not conforming to the requirements of the sped
-
fications or plans has been delivered to the project or incorporated
in the work or any work performed is of inferior quality, such material
or work shall be considered defective and shall be corrected as
directed by the Engineer, at the expense of the contractor.
