ORDINANCE NO.
AN ORDINANCE PROHIBITING PARKING IN THE FRONT OR REAR YARDS
EXCEPT UPON PERMANENT PARKING AREAS.
WHEREAS, the parking of automobiles, trucks, and other
vehicles concerns the health, safety, and welfare of the com-
munity, in that the placement and movement of said vehicles,
especially in residential areas, frequently occurs at such
times that children and others of diminished capacity are
utilizing yards, streets, and sidewalks; and,
® WHEREAS, the health, safety, and welfare of all citizens
of the community is enhanced and made more certain by designating
certain parking and driveway areas, requiring persons to utilize
said parking and driveway areas, and prohibiting the parking of
vehicles other than on allowed areas;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION 1. Ordinance No. 8177, 92, being §23-104 of the
Code of Ordinances of the City of Jefferson, is hereby amended
by adding the following subsections (d) and (e) :
® (d) PARKING PROHIBITED EXCEPT IN LAWFUL AREAS. No
person shall park or leave standing for a period in
excess of ten (10) hours any motor vehicle on or in
any front, rear, or side yards, or on or in any other
privately or publicly owned property unless such
parking spaces, driveways, or areas have been perma-
nently established and are used for the parking of
motor vehicles.
(e) This ordinance will only be enforced upon com-
plaint of a resident of this City.
SECTION 2. Severability. If any portion of this ordinance
i is held to be unconstitutional or is constitutionally in doubt,
for is invalid for any reason, such will not affect the validity
of the remaining portions of this ordinance.
SECTION 3. Effective Date. This ordinance shall be in
full force and effect from and after its passage and approval.
