HomeMy Public PortalAbout2021.08.02 Special Meeting Minutes MINUTES McCall City Council Special Meeting McCall City Hall--Legion Hall VIA TEAMS Virtual August 5,2021 Call to Order and Roll Call Interviews Appointment Adjournment CALL TO ORDER AND ROLL CALL Mayor Giles called the special meeting of the McCall City Council to order at 5:30 p.m. Mayor Giles, Council Member Callan, Council Member Holmes, Council Member Maciaszek, and Council Member Nielsen all answered roll can. City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk; Erin Greaves, Communications Manager; Vlatko Jovanov,Network Administrator Also,in attendance were David Petty; Lyle Nelson; Sean Gould; Ryan Parke; David Simmonds INTERVIEWS AB 21 198 Interview Applicants for the McCall City Council With the resignation of Council Member Holmes,the Council will need to appoint someone to the City Council for a term to expire on January 13, 2022. Applicants must be a qualified elector, at least 18 years of age, a U.S. citizen, and their primary residence must be within the city limits for at least 30 days prior to submitting their application. An ad was submitted to the paper to run the vacancy request for two weeks. The vacancy was also posted on the City's website and Facebook page. There were 5 applications submitted and are attached from David Petty, Lyle Nelson, Sean Gould, Ryan Parke, and David Simmonds. Candidates interviewed: David Petty Lyle Nelson Sean Gould Ryan Parke David Simmonds Mayor Giles asked each applicant to introduce themselves and give a brief overview as to why they would like to serve on the City Council. MC CALL CITY COUNCIL Page 1 of 3 August S,2021 Special Meeting APPOINTMENT AB 21 199 Council Deliberation and Appointment of a New Council Member to fill a Vacancy City Clerk BessieJo Wagner presented Council deliberation and appointment of a new Council Member to fill a Vacancy.McCall City Code 1.8.8:PROCEDURES FOR FILLING VACANCIES ON COUNCIL: In the event a vacancy exists in the membership of the Council,the Council shall adopt a motion to meet as a Committee of the Whole. The Committee of the Whole shall consider the matter of an appointment to fill such vacancy, make a recommendation to the Mayor and adjourn. The Council then having been called back into its session; the Mayor shall appoint such person as was recommended by the Committee of the Whole; the Mayor may vote against confirmation of that appointment if the Mayor chooses to do so. Committee of the Whole Defined: The entire membership of a legislative body, sitting in a deliberative rather than a legislative capacity, for informal debate and preliminary consideration of matters awaiting legislative action. Council Member Nielsen moved to meet as a Committee of the Whole and Council Member Callan seconded the motion. In a roll call vote Council Member Nielsen, Council Member Callan, Mayor Giles, Council Member Holmes, and Council Member Maciaszek all votes yes, and the motion carried. City Clerk Wagner facilitated the process for the Council. She asked each Council Member to make in comments regarding each candidate. She then asked each member of the Council to who would be their top candidate and why. She then asked each Council for a consensus of who they would like to nominate to fill the Council Vacancy. Council Member Callan moved to return to regular session. Council Member Holmes seconded the motion. In a roll call vote Council Member Callan, Council Member Holmes, Mayor Giles, Council Member Maciaszek, and Council Member Nielsen all voted yes, and the motion carried. Once the Council is back into regular session,the Mayor will then call for a motion of appointment and the motion will require a roll call vote. The oath of office to be administered on August 26, 2021, during the regular Council Meeting. Council Member Holmes moved to appoint Lyle Nelson to the McCall City Council to a term to expire January 13,2022. Council Member Nielsen seconded the motion. In a roll can vote Council Member Holmes, Council Member Nielsen, Council Member Callan, Mayor Giles, and Council Member Maciaszek all voted yes, and the motion carried. Council Member Callan expressed her appreciation for each of the candidates and encouraged them all to get involved with the City whether on a committee or some other way to volunteer. She encouraged them all to run for office in November. Council Member Nielsen agreed and also stated that he would like to see all of their names on the ballot.
