City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk; Michelle Groenevelt, Community Development Director; Brian Parker, City Planner; Vlatko Jovanov, Network Administrator; Meredith Todd, Assistant City Planner; Meg Lojek, Library Director; Linda Stokes, City Treasurer Also, in attendance: McCall Planning&Zoning Commission: Robert Lyons, Chair; Ryan Kinzer Valley County Commissioners: Sherry Maupin, Elt Hasbrouck, Dave Bingaman, City of Cascade: Mayor Judy Nissula; Cynda Herrick, City Council & Valley County Planning & Zoning Administrator; Rachel Huckaby, City Council City of Donnelly: Mayor Susan Dorris; Allison Hatzenbuhler, City Planner Other attendees were Elaine Clegg, Idaho Smart Growth; Dylan Martin WCMEDC President; Jill Morris Chapman(WCMEDC Executive Director) WORK SESSION AB 21-262 JOINT WORK SESSION With Valley County Board of Commissioners, Cite of Donnelly, and City of Cascade on regional planning issues On August 28, 2021 the McCall City Council and the Valley County Board of Commissioners held a meeting to learn about Impact Areas and discuss relevant Impact Area topics with each other. Elaine Clegg, from Idaho Smart Growth provided the training and facilitated the discussion related to various topics such as the McCall Impact Area Administration and code enforcement, MCCALL CITY COUNCIL Page 1 of S October 28,2021 Special Meeting Housing,IDL Lands,Land uses around Airports and regional planning concepts.Given the growth pressures and importance of regional collaboration, it was decided that additional joint meetings should occur and include other jurisdictions and agencies. This second meeting included representatives from the governing boards, planning and zoning commission and staff. The purpose of meeting #2 was to set the framework to inform discussion/planning on specific regional planning topics. The work session started with a review of survey responses from the last meeting and provide an opportunity for everyone to provide input. Elaine Clegg was the main facilitator for the meeting. To start the meeting, each attendee introduced themselves and spoke about one experience during their day that makes them glad to live in the greater Valley County area. Answers ranged from scenic drives through the county, to community experiences such as the dedication of the McCall Mill Whistle Project, to having a safe community to raise children, to outdoor opportunities that fit in an average day. 1. Summary of purpose/August Meeting reflection—Elaine Clegg Elaine Clegg,Program Director of Idaho Smart Growth, summarized the reason for the Joint Work Session. After having a compelling conversation in August between the McCall City Council and Valley County Board of Commissioners, both groups wished to continue dialogue and expand discussion on long-range,regional planning,to include representatives from the Cities of Cascade and Donnelly. Members of planning and governing bodies in each community in Valley County were sent surveys to express what development issues they face in their own communities, opportunities we see in planning for the long-term future, and points of most resistance they have witnessed in the area. Ms. Clegg expressed that the survey suggested points of agreement existed among all jurisdictions when it came to: • maintaining development where development is already happening, and focusing on conservation where there is not development • a desire for directed& smart growth • focus on housing that would be accessible to our community workforce • infrastructure, cost challenges, and limited staff personnel. Common strengths expressed in the surveys were: • a willingness to cooperate and collaborate across jurisdictions • talented and passionate staff across the county • valuable opinions among voting constituents Common barriers identified were: • limitations to Land Use Regulation& Budgeting under the Idaho State Legislature • Lack of existing Zoning Overlays • Need for Planning/Public Works staff to execute long term goals • Infrastructure costs and limitations • Housing supply and Affordability MCCALL CITY COUNCIL Page 2 of S October 28,2021 Special Meeting 2. Place-mapping Activity: With these summaries of thoughts among the meeting attendees,there was some discussion about the opportunities faced by the combined group by working together to overcome shared barriers. The group was then divided into 3 working groups according to jurisdiction and region: South Valley County (Round Valley to Cascade), Greater Donnelly and Lake Fork (Smiley Creek to South of McCall), and McCall and the City Area of Impact. Groups took the time to discuss specific locations of recent land-use patterns and successes or concerns associated with those observations. Attendees were asked to ponder: • What places are working in your area?Why do they work?What do they work at doing best? • What places are the biggest opportunities? (to do more;to be improved,to change from what they are today; to remain the same?) • What places are not working? Why? 3. Reflections & Results of Activity: After completing the activity, each group was asked to share what they came up with and the following observations and ideas were expressed: Round Valley to Cascade: What is working? • Leisure time—high density • Frost Property • Parks • 500 Acre KWP (with annexed sewer access) • High water table • Industrial Plan to Gold Dust Where and what are some opportunities? • Recreation options • School capacity • Hwy 55 Bypass Route • Pathways • River District • Duke& Allen Properties • Large private land ownership surrounding, rather than federal or state land What is not working? • Lack of housing for locals across the workforce/income levels • Annual presence of toxic algae blooms in lake/waterways • No City Planning staff,partially due to housing unavailability MCCALL CITY COUNCIL Page 3 of S October 28, 2021 Special Meeting Council Member Nielsen brought up conversation during the Cascade area discussion on the importance and potential to finding space in the County for a college campusibranch campus for public universities and the benefits that could provide the county community - from better paid workforce opportunities to higher education opportunities, attainable for local-residents. It was noted that this has long been a hope of many Valley County communities. Greater Donnelly to Lake Fork What is working? • Strong Elementary School • Well (H2o) Capacity • New Apartments in area are clean and occupied • Recently upgraded technology Where and what are some opportunities? • Designated opportunity(investment) zone • Expanding Donnelly Impact Area • Re-visiting highway bypass conversation What is not working? • Communication & collaboration with the Valley County Planning & Zoning Commission o Disconnect in understanding what Donnelly needs/envisions for land use. • North Lake Sewer capacity and planning is hard to work with Idaho Transportation Department goals and Highway bypass routes came up as a discussion for the Donnelly Area due to the loss of safety for pedestrians to be able to cross the highway and visit Lake Cascade. Each jurisdiction mentioned the positives and negatives to a highways bypass being a combination of costs of rerouting the highway, loss of economic opportunity for businesses, improvements to safety for community members, specifically children, and the need to maintain low speed limits on the existing roads through towns to keep citizens safe. Ms. Clegg mentioned that the Manual used to determine the protocol for selecting speed limits is in the middle of being updated, likely to include an opportunity for speed limits to be kept at low speeds in pass-through and small cities for the same reasons. City of McCall& Impact Area What is working? • The Springs, Thompson Place, McCall Avenue housing developments • Joint Impact Area/City Planning&Zoning Commission • Parks &Pathways • Bluebird Express Bus, Mountain Community Transit Where and what are some opportunities? • Deinhard to Boydstun Hwy Bypass MCCALL CITY COUNCIL Page 4 of 5 October 28,2021 Special Meeting • Remaining, Large Zoned Development Parcels • Transportation flow/improvements • IDL Lands & Collaboration with IDL/USFS • Local Housing Program • Parks Master Plan What is not working? • Current development market/disinterest in developing&preserving local housing • Planning beyond the existing impact area(Ranchettes b/w Airport & Lake Fork) • Current transportation flow during peak tourist season • Sewage capacity and planning not meeting local-housing proposal needs. • Public Transportation isn't accessible to non-centralized neighborhoods. 4. Conclusion & Debrief With each of the three groups place-based issues, successes, and opportunities better identified, there was discussion about furthering the conversation and teamwork between cities and the county to achieve shared goals, but an emphasized need to determine individual and localized solutions to those shared struggles rather than a cookie-cutter/one-size-fits all approach. Mayor Nissula, Cascade Commissioner Herrick, and County Commissioner Hasbrouck expressed their prediction that the Cascade area could be all-but reinvented in 15-20 years' time, and the same was expressed on a 25-40 year timeline by Mayor Dorris. County Commissioner Maupin expressed her hope to have constructive conversations with ITD moving forward and hoped to work with Donnelly and Cascade to better meet the needs and goals of each city through County Planning and Zoning. Commissioner Hasbrouck emphasized his willingness to work on providing some financial support to continued, county-wide planning collaborative planning efforts with the assistance of Ms. Clegg, and all jurisdictions offered interest and agreement to continue discussions on regional land-use planning topics moving forward(not-yet date specific).
