HomeMy Public PortalAboutOrdinance 60-22 Creation of Parks and Recreation CommissionORDINANCE NO, 60 -22 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY PROVIDING FOR THE CREATION AND ORGANIZATION OF A PARK AND RECREATION COMMISSION FOR THE CITY OF TEMPLE CITY THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES ORDAIN AS FOLLOWS; 1. PARKS AND RECREATION COMMISSION CREATED. There is hereby created a Park and Recreation Commission consisting of five members. 2. MEMBERS, Said Park and Recreation Commission shall con- sist of five members who shall be qualified electors of the City of Temple City at the time of their appointment to office. Members shall be appointed by the City Council and serve at the pleasure of the City Council. 3. ORGANIZATION OF THE COMMISSION. Within fifteen days after their appointment, the members of the Commission shall meet in regular session and elect from their members a Chairman and a Vice - Chairman. Their duties shall, respectively, be such as are usually carried on by such officers. Annually thereafter the Commission shall meet in regular session and elect successors to said officers. The Commission shall adopt rules and regulations to govern procedure which shall not be effective until approved by the City Coun- cil, as well as any amendment thereto. The Commission shall, by vote, set a time for regular meetings, which shall be held at least once each month, subject, however, to the approval of the City Manager as tc the time and place for said meetings. 4. MEETINGS: The approved rules and regulations of the Commission aforementioned and Roberts' Rules and Order, where not in- consistent with said rules and regulations, shall govern all meetings of the Commission. Special meetings shall be called in the manner specified in the Government Code of the State of California for the calling of special meetings of Commissions and Boards. A majority of the regular members shall constitute a quorum. Less than a quorum may adjourn any meeting. Minutes of the Commission shall be filed with the City Clerk as well as all reports and recommendations of the Commission. 5. ABSENCE FROM MEETINGS; If a member of the Commission shall be absent from three successive regular meetings of the commissi- on, without cause, the office of such member shall be deemed to be va- cant, and the term of such member ipso facto terminated and the Com- mission shall immediately inform the City Council of such termination. 6. ABSENCE FOR CAUSE. An absence due to illness or an un- avoidable absence from the City because of business or otherwise, and written notice thereof to the Commission on or before the day of any regular meeting of said Commission, shall be deemed absence for cause. 7. TERM OF OFFICE. Of the voting members of the Commission first appointed hereunder, two for the term of four years one for the term of three years one for the term of two years one for the term of one year The sucessors shall be appointed far terms of four years. If vacancies shall occur other than for expiration of term they shall be appointed for the unexpired portion of term. 8. RECORDS. The Commission shall keep a record of all busi- ness, minutes, transactions, findings, determinations, correspondence, 51 Ordinance No. 60 -22 page 2 and other matters coming before it. Such a record shall be maintained as are public records of other bodies and agencies. 9. DUTIES. The duties of the Park and Recreation Commission shall be as follows: (1) To act in an advisory capacity to the City Council in all matters pertaining to parks and public recreation and to cooperate with other governmental agencies and civic groups in the advancement of a sound park and recreation planning and program. (2) To formulate policies on recreation services for ap- proval by the City Council. (3) To advise the City Council and the Director of Parks and Recreation as to the minimum qualifications for all park and re- creation personnel; to assist and advise the Director of Parks and Recreation in formulating job descriptions for each position and re- commending one or more candidates for appointment to said position. (4) To advise and assist the Director of Parks and Recrea- tion in respect to matters of administration, development of park and recreation programs, areas, facilities, and services. (5) To recommend to the Director of Parks and Recreation, as well as the City Council, the adoption of standards on organization, personnel, areas and facilities, programs, and financial support. (6) To make periodic inventories of recreation services that exist or may be needed within the City, County, or Community and to interpret the needs of the public to the Director of Parks and Re- creation and to the City Council. (7) To aid in coordinating the recreation services with the programs of other governmental agencies and voluntary organizations (8) To make periodic appraisals of the effectiveness of the Director and his staff in administering the program. (9) To interpret the policies and functions of the Park and Recreation program to the public. (10) To advise the Director of Parks and Recreation in the preparation of the annual budget and long -range capital improvement program. (11) A complete and efficient park and recreation program being necessary, it shall be the continuing duty of the Park and Recreation Commission to generally supervise the effective administra- tion of the existing park and recreation program and to formulate policy matters directly to the City Council in respect to the adminis- tration of said program, the organization of the park and recreation program under the Director of Parks and Recreation, the development and acquisition of future park sites, and the development, maintenance and general program operation in respect to existing parks and recrea- tion areas and facilities. (12) All actions taken by the Park and Recreation Commission shall be advisory. The City Clerk shall certify to the adoption of this Ordin- ance and shall cause the same to be posted in three public places with- in the City as specified by Ordinance for at least one day within fif- teen days of its final passage and this ordinance shall take effect thirty days following its final passage.
