Bremer and Dr. W.B.Crawford caused considerable excitement before it was finally extinguished, the volunteer fire department answered the call promptly and did an excellent job of putting it out. The Clerk was instructed to write aletter to the fire department, thank- ing them for their fine co- operation. The regular meeting of Council was held to -day at 4:30 p.m., in the Town office, and was attended by Mayor Righton, who presided, and Councilmen Cann, Lovell, Young, Logan, May, Haar., Town Attorney Dutton.Mrs. Mikowski. The minutes of the meeting of July 7th were read and adopted. - Mrs. Makowski, appearing fort r husband, stated that their place of business which had been rented by them to Frank JRrdon, located at First Street and Fourth Avenue, had beelre- possessed by them, and Mr. Mikowski was requesting haL beJ granted allipenseeterselIbeetto 111,,. Councilman Young moved that he purchase a: new beer license for $50.00 Councilman Haar seconded and the motion passed. A petition was read from Mr. B.J.Carbo compaaining about the nuisance created by the music box across the street drom his place of business. The Mayor informed Council that Major Blun of the Board of Education had told him that Mrs. Willis wolld pay rent for the house occupied by her at the present time. Councilman Cann made a motion that the sign on top of the pergola on Butler Ave at Atlantic Avenue erected by the Seabreeze Hotel be removed, Councilman Logan seconded and the motion passed. Mayor Righton again called attention to the encroachments on the streets of fences, ect. Mayor Righton informed Council that he had been notified by the Cognty Commissioners that they would not geed the mules after September lst. A bill was submitted by Hotel Tybee for feeding some of:the Red Cross life guards at a cost of $1.00 per meal, Mr. Dutton stated that he had agreed on a price with Mr. Brown of .75z per meal. Mayor Righton stated that he thought this too high. ti Mayor Righton informed Council of the difficulty involved in supplying an adequate^amount of sand for the WPA beach protection project, he slated that Mr. Don Nichols had notified him that if the sand was not furnished promptly he would be compelled to stop work as the WPA will not go on private prop- erty to get it without authority.. The Mayor informed Council that he had instructed Mr. Dutton to take the case of Otto Schultz against the Town to the Court of Appeals, judgment having been awated Tyr. Scultz by the City Court of Savannah. Councilman Cann moved that the matter be referred to the Mayor and Town Attorney with power. to act, Councilman Logan seconde& and the motion passed. A petition for refund of several years back licenses paid by Jack Osborne, was presented, and it was the opinion of Council that the petition be denied. Mayor Righton informed Council that in conversation with Co1.t,Badton of Fort Screven, Col. Barton suggested that there should be a reciprocal agreement relative to the use of the water systems, especially so in case of fire. Councilman Cann moved that the matter be referred to the Mayor and the Committee on water and report back.Councilman Haar seconded and thermotion passed. It was called to the attention of Council that benches were neede on the Boardwalk. Mayor Righton informed Council that he had authorized Dr. N.S.Evans, who had built several houses on Second,-Avenue, mut who was unable to get to them, and who agreed that if the Town wbuld buy the shell he would haul and lay them, to purchase,about 200 bushels at not over 115.00. Councilman Cann ttoved that the action of the Mayor be confirmed, Councilman Logan seconded and the motion passed. The Chief of Police was instructed to notify the operators of the Staand Hotel to remove the iron post projecting out of the ground at the corner of Izlar Avenue and the Strand. The Clepk was instructed to notify C.F.Powers of the TWW to move the fire plug located in the middle of the sidewalk by the Carbo House on 16th Street. The Southern Bell Tel Co. requested permission to lay an undegroung cable along Chatham Avenue for a distance of 250 feet between 14th and 15th streets.Councilman Logan moved that permission be granted, Councilman Young seconded and the motion passed. The Est. Mary D.McFadden petitioned for allowance of discount of 20 o for the years 1937 and 1939 and also be permitted to pay one year's taxes now, Councilman, Cann moved that if both years taxes are paid within five days the discount be allowed. Councilman Young seconded and the motion passed. Councilman Logan moved that the note held by the Town for $500.00 to cover the balance due on back taxes be returned to Mr. C.J. Richards with the request that he pay these taxes in full, als® that the $200.00 reduction applied against the original note of $700.00 be accepted on account for full amount that he owes 194 through 1938, Councilman Lovell seconded and the motion passed. The matter was referred to The Town Attorney for handling. The Town Attorney wa.salso instructed to handle the matter E.J.Haar with request that he pay up note of $100.00 given by him for taxes due prior to May 1, 1939. The attention of Council was called to the large number of commercial boats opeaa.ting within a half mile of shore using power seines catching fish, the Clerk was instructed to request the Div of Wild Life to investigate the matter and send apatrol boat to this section with aview of stopping the violation. Councilman Cann moved that the followiing resolution be passed Councilman Young seconded and the motion passed; RESOTJUTION. BE EMT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled; WHEREAS, the surety bond for theTTreasurer is Ten Thousand ($10,000.00) Dollars; and WHEREAS, it id the opinion of Council that said bond is too high and should be reduced. NOW THEREFORE BE IT RESOLVED that the said bond for the Treasurer of the Town of Savannah Beach, Tybee Island, be and is. hereby set at principal sumof•Five Thousand ($5,000.00) Dollars. Councilmen Cann moved that the following ordinance be adopted, Councilman Haar seconded and the motion passed; ORDINANCE. AN ORDINANCE TO BE ENTITLED,"AN O DINAN CE TO REGUf LATE THE SANITARY CONDITIONS OF ALL PLACES OF BUSINESS WICH MAUNFACTURE, PREPARE, HANDLE, SERVE OR ST: L ANY FOODS AND/OR BERVERAGES; TO PROVIDE FOR ADEQUATE SREENING OF AL'.. KITCHENS OR ROOMS WHERE FOOD AND /OR BEVERAGES ARE PREPARED AND SOLD; TO PROVIDE :FOR THE USE OF METAL GARBAGE CONTAINERS WITH TIGHT FITTING COVERS; TO PROVIDE THAT PAPER CUPS BE DISPENSED FROM GLASS ENCLOSED CONTAINERS; TO PROVIDE THAT*ALL FOOD ON DIS- PLAY BE UNDER DUST -AND* FLY PROFF COVERS; TO PROVIDE FOR THE PROPER STERILIZATION OF ALL GLASSWARE, DISHEB', CORCOKERY; TO PROVIDE THAT ALL GLASSWARE, DISHES, CBBOKERY AND SILVERWARE BE STORED AFTER STERILIZATION IN A PLACE PROTECEED FROM INSECTS; TO PROVIDE ADEQUATE TOILET AND HAND- WASHING FACILITIES; TO FIX A PENALTY FOR SUCH VIOLATIONS; AND FOR OTHER PURPOSES". SECTION 1 Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, and it is hereby enacted by the authorityaforesaid that it shall be unlawful for any person, owner, proprietor, manager in charge or in control of any restaurant, lunch room, soda fountain, milk depOt,bar or any place where food, milk, beverages are sold, served, offered for sale or given away, to violate any of the following provisions of this Ordinance: 195 (a) All places or establishments in the Town of Savannah Beach, Tybee Island, which manufacture, prepare, handle or sell any food and /or beverages, shall have said place of business and /or es- tablishwant thoroughly screened and otherwise protected against Thgress of flies, insects and vermin. (14 -A11 places or establishments in the Town of Savannah Beach Tybee Island, which manufacture, prepare, handle or sell any food and /or beverages, s.a11 have at least one (1) metal garage container with tight fitting cover at said place of business for tie disposal of all wagte and /or garbage, said garbage containers to be closed at all times. Containers shall be of sufficient size to dispose of all waste And /or garbage. (c) All places or establishments in the Town of Savannah Beach, Tybee Island,..Whieh Manufacture, prepare, handle, sell, dispose of or give away in any soda fountain, public drinking stand, or any place of public entertainment, any soft drinks including water3amik, non - intoxicating malt beverages or any ice cream and /or sherberts in paper cups, said paper cups shall be digaensed from glass enclosed co ntainers" and that no paper cups shall be exposed on counters or beneath counters or in any place not. protected from glies, insects and vermin. (d) All places or establishments in the Town of Savannah Beach, Tybee Island, which manufacture, prepare, handle or sell any food which is kept on display shall at all times keep food on di play under dust -proof and fly -proof covers or wrapped in waxed paper or co /eyed by sterilized covers. (e) All places or establishments in the Town of Savannah Beach, Tybee Island, which manufacture, prepare, handle or sell food and /or beverages, shall keep on hand a supply of boiling, water for the proper sterilization of glassware, dishes, crockery and silverware or use proper facilities for chemical sterilization with a chlorine solution. (f)- All places or establishments in the Town of Savannah 9each, Tybee Island, which manufaature, prepare, handle or sell food and /or beverages, shall keep all glassware, dishes, crockery and silverware, whic4 is not in use and after ster- ilization and before use, in a place protected from flies, roaches,insects and /or vermin. (g) All places or establishments in the Town of Savannah Beach, Tybee Island, which manufacture, prepare, handle or seel food and /or beverages, shall have adequate toilet and haneL- washing facilities for all of their employees and /or people who work in or about said places or-establishments. Said toilets shall not open directly into any room where food is stored, handles, prepared or served; and said toilet shall at all times be kept in a sanitary condition. (h) All places or establishments in the Town.of Savannah Beach, Tybee Island, which manufacture, prepare, handle or seel food and /or beverages. shall require all of their employees who handle, prepare or serve any food or beverages to wash their hands thoroughly with warm water.and soap after visiting the toilet before handling. preparing or serving any foods and /or beverages. 196 SECTION 2 Any person, firm or corporation violating any of the provisions of this Ordinance shall upon convicion before the Recorders Court of said Town of Savannah Beach, Tybee Island be subject to fine in the sum of not more than One Hundred Dollars ($100.00) or to be imprisoned for not more than thirty days (30), either or both or any part of either or both -in the discretion of said Court.. SECTION 3 All ordinances or parts of ordinances conflicting with the provisions of this ordinance are hereby repealed. Savannah Beach, Tybee Island August 14th, 1939. A special meeting of Council was held to -day a :30 p.m., * in the Town office, and was attended by Mayor, fill8sided, and Councilmen Cann, May, Lovell, Young, Haar, Town Attorney Dutton, and Mr Joe Daniels. Mr. Daniels stated that he had been authorized to erect the sign on the pergola aeveral years ago at the corner of Butler and Atlantic Avenues, and assuumed teat it was alright when he recently had itrepaint‘d and bracced. Mayor Righton called his attention to the old building on his property that has been in bad condition for several years and and whhth he promised to take down and has never done so, Mr. Daniels was asked to give a definite date as to when he would remove the building and he started that he would do something by September 15th. Mayor Righton informed Council that the keys to tie new Town Hall building had been turned over to him on August 9th, the building is not entirely com_leted,Major Wallace told him that if t_e Town would get the shells he would have the paving done, as the sand and rock was already on the ground, the heating system is not finished, and chairs for the auditorium were needed, the use of Tybrisa Pavilion had been extended for use without charge to the Town for one night, for the giving od a dance to raise funds for equiping the auditorium. It was decided to open the Town Hall at S :00 p.m., on Monday, August 21st,and give a dance on Tybrisa Pavilion on Thursday, August 24th. Roland R.Jones was made Chairman of putting on the affair with the following committee; J.Gordon Miller, A.F.Solms, J.A.Browne,L.H.Haar. Mr. O.B.Strong requested that Butler Avenue leading to his proprtY near the old CRR right of way be paved. The Clerk was instructed to write Mr. Strong that due to the failure of others to pay their taxes the Town could not do it.
