I BE IT ORDAINED BY THE CITY OF JEFFERSON, MISSOURI, as follows: li SECTION 1. Chapter 23, Motor Vehicles and Traffic, is hereby amended—'By enacting one new article thereto, Article XII, Snow and Other Emergencies, containing five new sections, numbered 23-168 through 23-172, which shall read as follows: i� Section 23-168. Snow Routes. !� A. Snow Route Designation. The following streets or por- tions of streets within the City of Jefferson are hereby designated snow routes. These streets shall receive priority treatment during normal snow operations and/or during a snow emergency. These streets shall be readily identifiable by sign designation and shall be as follows: STREET FROM TO Southwest Missouri Ellis Ellis Southwest Seven Hills Rd. S. Country Club U.S. 50 City Limits N. McCarty Bald Hill Road B. Interference with Snow Removal Operations. No person shall impede or interfere in any way with a snow plow or other snow removal vehicle or equipment during operation. C. Stalled or Abandoned Vehicles - Snow Routes. No person shall stop, stand, park, or abandon a vehicle in a manner which obstructs or impedes traffic on a snow route during a snow emergency. Any vehicle obstructing or impeding traffic in violation of this section, and any vehicle parked in violation of Section 23-169(c) , may be removed from the snow route to a service station, garage, or other place of safety, and shall be considered an abandoned motor vehicle. The provisions and procedures contain- ed in Section 23-102 shall apply to the further disposition of the vehicle. 1 , �) t Section 23-169. Snow Emergency. A. Authorityto�Designate. Whenever the Chief of Police through information— gathered from the Department of Public Works, the Missouri Highway and Transportation Department, and through the U.S. Weather Service, or on the basis of falling snow or freezing rain finds that it will be necessary that motor vehicle traffic be expedited and that parking on all or a portion of some City streets be prohibited, he shall have the power to declare a "snow emergency." B. Declaration - Publi6 Notice and Duration. In the event the Chief of Police deems it necessary to declare a snow emergency, it shall be announced and broadcast publicly for a period of two (2) hours prior to enactment, if possible. Such announcement shall be in a form designated by the Police Depart- ment and distributed to all public news agencies for broadcast. No such emergency shall begin between the hours of 10:30 p.m. and 6:30 a.m. of any day. The time the snow emergency shall be in effect shall be designated by the Chief of Police and shall be contained in the declaration. Termination or extension of the original time shall be at the discretion of the Chief of Police. C. Parking Prohibited - Snow Emergency. Whenever a snow emergency is declared, parking shall be prohibited on a portion of the snow routes as listed below. The signing shall be a regular no parking sign with the addition of the words "Snow Emergency." Parking in these areas shall be restricted only for the duration of the "snow emergency." The following streets shall have parking prohibited during a snow emergency: East McCarty - the south side from Lafayette to Clark West Main - the south side from High St. to Jordon St. Stadium Blvd. - the north side from Jefferson to Southwest Madison St. - the west side from Atchison to Dunklin Section 23-170. Enforcement. Any Police Officer, Environmental Sanitarian employed by the Department of Planning and Code Enforcement, or employee of the Parking Division who has the authority to issue tickets for parking violations shall have authority to issue tickets, citations, and summons for violations of this article. Section 23-171. General Emergency. Snow routes shall also serve as emergency routes and will receive priority service for clearing and opening during any disaster or general emergency. Section 23-172. Minimum Penalty and Towing Costs. Any person who violates any provision of this article shall be assessed a fine of at least $25 and shall be assessed the applicable costs of towing and storage, which shall be in addition to the regular court costs.
