Chair Bebrin read the meeting participation statement and Clerk Karl Fryzel read the recording statement. Chair Bebrin announced all members of the committee who were present, a quorum was declared. There were no public announcements or comments. Public Announcements and Comments None Review Updated Draft Presentation Materials and Committee Outreach Activities Town Manager Peter Lombardi explained that the bay property tours would take place on Wednesday 17 April from 10.00am-2.00pm and Saturday April 27 from 1.00pm-5.00pm. Mr. Lombardi noted that the Town is trying to maximize the number of people who will be there so as many buildings as possible can be opened up. Chair Bebrin did her best to reconcile everyone's availability with specific dates. Selectperson Chaffee asked if the committee members would be docents, or if Town staff would be involved as well. Mr. Lombardi responded that he was not certain about this yet, but Town staff would be there on the Wednesday, and possibly the Saturday if required. Mr. Lombardi said that the presentation dates and times for outreach activities have been finalized. Housing 101 will be on April 11, and Municipal Finance 101 is April 18. These are not Sea Camps specific presentations, but they are related. The info session regarding the Sea Camps warrant articles is on April 30. The recording of the roundtable in advance of Town Meeting is being recorded on April 25, so this will be released at least a week and a half in advance of Town Meeting. The Select Board has voted on the articles for the plans, and they have decided it will be two separate articles — one for the pond, and one for the bay. It is not yet known which article will be voted on first. Mr. Lombardi responded that staff will be clear in their opening remarks and in the commentary that there is no option to amend the plans. The information sessions will also be clear about this. Karl Fryzel asked if a "no" vote would result in the plans needing to be revised. Mr. Lombardi responded that this is correct. Mr. Lombardi said that the language of the warrant articles and the maps would be very straightforward. Mr. Lombardi said that the Finance Committee would be taking up these articles next Wednesday. A presentation will occur at the Brewster Men's Club on April 11. John Phillips said that the executive committee of the Men's Club would vote to allow the Garden Club and Pickleball Club to attend this presentation. The Brewster Historical Society has expressed an interest in hearing a presentation —the date and time is unclear for this. Vice -Chair Jacobus is working on securing a date for presenting to the PTO. The presentation to the Democratic Town Committee will take place on April 13. Mr. Lombardi said that the Brewster Chamber of Commerce is meeting at LCTV in Orleans on Thursday April 18 —they do not need a formal presentation. This will be a short opportunity to speak and answer questions informally. However, someone from the committee should attend the meeting. Chair Bebrin will determine attendees for this meeting based on their availability. Mr. Lombardi said that, in terms of outreach, staff are waiting to hear back from Our Lady of the Cape and Bible Alliance. A visit to the First Parish Unitarian Universalist Church on Sunday April 14 has been confirmed for informal, post -service outreach. The Brewster in Bloom Craft Fair is on Saturday April 4 and Sunday April 5. The Bloom Run registration is also on Saturday April 4 from 8:30am to 11pm. The Beautify Brewster Lunch will happen from 12.00pm to 2.00pm on April 27. The Brewster Cultural Council are having an Earth Day event at the Arts Center on April 20. Volunteers from the committee will also spend two days at the Recycling Center, on April 14 and April 20, and two days at the Dog Park on April 28 and May 1. Finally, they will visit the Library on April 9 and April 13. Mr. Lombardi reviewed the updated presentation, and the changes that have been made to it since it was last reviewed. For instance, "Guiding Principles" have been added to Slide 5. Slide 6 has been updated to reflect the fact there will now be two articles at Town Meeting. Similarly, language in Slides 28 and 29 has been changed to "Community Center Area". Mr. Fryzel asked for clarification that, even though the bike loop is not shown on these slides, it remains part of the plans. Mr. Lombardi confirmed that this was correct. Slide 44 now includes additional foundational information. Slide 48 now clarifies that the Community Center is conceptual and a feasibility study will occur. Slide 49 provides more information to clarify that the Eddy School will not be a viable solution for housing a community center. Slides on the overall cost estimation, funding sources, in addition to the phasing, have also been updated. The final slide at the end of the presentation has also been updated with information about tours of the pond and bay properties. Selectperson Chaffee suggested a title change on the slide pertaining to the financing information —Slide 60 —to make it clearer for residents to understand. There is also a lot of information and text on this page. Mr. Lombardi responded that he would see if it could slimmed down further. PeterJohnson asked if hard copies of these slides are available. Mr. Lombardi responded that he would provide them. Mr. Fryzel closed by noting that the version of this presentation is much improved from two weeks previously. Pat Hughes asked who would be making the presentation at Town Meeting. Mr. Lombardi responded that it has not yet been decided if there will be a formal presentation or not — generally speaking, formal presentations have not been done in recent years at Town Meeting. Review Upcoming Approved Interim Uses and Vote on Proposed New Interim Uses Mike Gradone announced that he was proposing to hold kite flying events at the bay property on Wednesday, July 10 at 9.00am, Thursday, July 25 at 9.00am, Monday, August 19 at 5.00pm. Anyone attending will need a beach sticker, and Mr. Gradone will be handling preregistration. Mr. Fryzel moved to approve the kite flying event at the bay property. Ms. Hughes second.
