I! BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
�j MISSOURI, AS FOLLOWS:

ff1 SECTION 1. The Mayor and the Clerk of the City are hereby

authorized and directed to execute Authorization No. 2 for
+i Engineering Services with Burns and McDonnell for the Jefferson
j! City Resource Recovery Feasibility Study.
!!± SECTION 2. Said authorization shall read in words and
l;
figures substantially as set forth in Exhibit "A" attached hereto
and made a part hereof as though fully set forth herein.

�i SECTION 3. This ordinance shall be in full force and
effect from and after its passage and approval.

AUTHORIZATION NO. 2
For
PROFESSIONAL ENGINEERING SERVICES
To
BURNS & McDONNELL ENGINEERING COMPANY, INC.
Kansas City, Missouri
In accordance with the agreement for PROFESSIONAL ENGINEERING SERVICES dated
October 7, 1981 , between City of Jefferson City, Missouri (hereinafter called
OWNER) and Burns & McDonnell Engineering Company, Inc. (hereinafter called
ENGINEER), OWNER hereby authorizes ENGINEER to proceed with the following
services:
I. SCOPE
The Scope of Services to be provided by ENGINEER, in connection with this
Authorization is as follows:
1 . Provide clarification and answer questions regarding the energy from
Solid Waste Feasibility Study for Jefferson City, Missouri.
Specifically, questions regarding cost of land, net annual costs
(revenue) , inflation assumptions, operation and maintenance costs for
the proposed new conventional boiler plant, and more detailed
description of the conventional boiler plant including the steam and
condensate lines will be provided.
2. Recalculate the economic analysis of the resource recovery project based
upon a natural gas annual escalation rate agreed upon by the OWNER, the
State of Missouri's Division of Design and Construction and the
ENGINEER.
3. Calculate the break-even point with oil as the fuel using published
efficiency rates for oil and with natural gas as the fuel using
published efficiency rates for natural gas.
4. Review the "Report on the Energy Use Analysis and Energy Management
Program for Missouri State Correction Institutions," prepared by
C. J. R. McClure and Associates, Inc. , dated August 15, 1981 and prepare
a written report of comments addressing potential costs and
disadvantages apparently not considered in the energy conservation study
relative to the Missouri State Penitentiary.
5. Calculate the 15 years savings to the State resulting from purchase of
new electric chillers to replace the existing steam-driven chillers that
are approximately 5 years old.

6. Travel to Jefferson City twice to meet with the OWNER and the State of
Missouri to discuss the previously prepared Energy from Solid Waste

Feasibility Study Report and the additional work included under this
authorization.
OWNER will provide, in connection with this Authorization, the following:
1. Assist ENGINEER by placing at his disposal all available information
pertinent to the assignment including reports, maps, and any other data
relative thereto.
2. Designate a person to act as OWNER'S representative with respect to the
services to be performed under this agreement.
3. Examine all reports, sketches, estimates, and other documents presented
by ENGINEER and render in writing decisions thereto within a reasonable
time so as to not delay services of ENGINEER.
4. Assist ENGINEER (where needed) in obtaining data, information and
services from others.
II. TIME OF SERVICE
ENGINEER will proceed with providing the services set forth herein within five
days of this Authorization.

III. COMPENSATION
OWNER shall compensate ENGINEER for providing the services set forth herein
in accordance with the terms of the existing agreement. Direct labor costs
shall be paid at the rate of $1£3/hr for Senior Engineering Staff, $14/hr for
Junior Engineering Staff, and $6/hr for Clerical Staff. The total fee for
these services shall not exceed $6,000.

professional engineering services dated August 17, 1982. We appreciate
this opportunity to continue our association in providing engineering
services to Jefferson City.
Our project number 81-121-4-002 has been assigned to this new project.
