AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING
! AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE ON BEHALF
OF THE CITY A CONTRACT WITH RAPE AND ABUSE CRISIS SERVICE
RELATING TO PROVISION OF COUNSELING SERVICES . '
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI , AS FOLLOWS :
Section 1. The Mayor and Clerk of the City are hereby
jauthorized and directed to execute a contract with Rape and
Abuse Crisis Service providing for counsling services and
assistance to victims of rape and domestic violence.
ISection 2. The contract shall be substantially the same
in form and content as the contract attached hereto as "Exhibit
A" and made a part of this ordinance.
® Section 3. This ordinance shall take effect from and
lafter its passage and approval.

CONTRACT
This agreement is entered into this 7 day of 2&4et""
1982, by and between the City of Jefferson, Missouri, hereinafter
referred to as "City", and the Rape and Abuse Crisis Service, herein-
after referred to as "RACS". The parties agree as follows:
1. RACS shall provide services for rape victims, educate the public
in the prevention of rape, and offer assistance to victims of domestic
violence.
2. RACS shall establish the position of counselor-coordinator, who
shall be responsible for the day-to-day operation of the service and
shall have duties which will include scheduling of hotline, scheduling
training of volunteers, public relations, counseling of victims and
families, and carrying out policies established by the Executive Commit-
tee of RACS.
3. The specific services to be provided by RACS are contained in
the proposal attached hereto as Attachment 1 , which is incorporated
herein and made a part of this. contract.
4. City shall pay RACS a maximum of $5,000 for the services
rendered through October 31 , 1983. Payment for the services shall be
made monthly upon receipt of a bill from RACS. Monthly payments shall
not exceed $416.67 (1/12 of $5,000) , in accordance with the invoicing pro-
cedure listed in the proposal.
5. RACS will provide to the City a copy of each quarterly
Statement of Income and Expenses.
6. City shall have the right to suspend or terminate this contract
upon failure of RACS to comply with the terms of this agreement. Written
notice of failure to comply shall be sent to RACS, and the City shall
allow RACS five (5) days in which to cure the default before terminating
the contract.
7. Neither RACS nor any of its employees shall be considered to be
employees of the City.
In witness whereof the parties have caused this agreement to be
executed on the day first above written.
