AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH SPECIALTY SEWER
SERVICES, INC. FOR CONDUCTING A PHYSICAL SURVEY AND INFLOW STUDY
OF SEWERS ALONG MISSOURI BOULEVARD.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The Mayor and Clerk of the City are hereby authorized
and directed to execute a contract with Specialty Sewer Services, Inc.
for conducting a physical survey and inflow study of sanitary sewers
along Missouri Boulevard.
Section 2. The contract shall be substantially the same in form
and content as the contract attached hereto as Exhibit A.
Section 3. This Ordinance shall be in full force and effect from
and after its passage and approval.

AGREEMENT
This Agreement is made and entered into by and between Specialty
Sewer Services, Inc. (hereinafter referred to as "Specialty") and the
City of Jefferson, Missouri, a mun cipal corporation (hereinafter
referred to as "City") on this as day of -`�_ 1983. The
parties hereby agree as follows: _�
1. This Agreement is entered into for the purpose of providing a
physical survey and inflow study of approximately 20,000 linear feet
of eight-inch and ten-inch sewer mains in the area of Missouri
Boulevard in Jefferson City, Missouri.
2. Specialty shall provide trained field technicians and the necessary
equipment, vehicles and supplies to perform, in a workmanlike
manner, the physical survey and inflow study described in the Field
Procedures and Cost Estimates and the Scope of Services attached
hereto as Exhibit A.
3. The task listed as Task No. 8, TV inspection, $880 - $1 ,100 will
not be performed by Specialty, and the City shall not pay any
amount therefor.
4. The project will begin in February, 1983, and will be completed
by April 30, 1983, if possible, but in no case later than June 30,
1983.
5. The City agrees to pay Specialty for the services provided under
this Agreement in accordance with the terms set forth in Exhibit A,
the maximum cost of which shall not exceed $9,750.
6. In addition to the requirements listed in Exhibit A, the City shall
provide copies of maps as required by Specialty.
7. No alterations or changes in the work or services to be provided
under this contract shall be made unless agreed to by both parties,
in writing, prior to the performance of such modified service or
work.
8. The date of completion provided in this contract is approximate
and is based upon prompt receipt by Specialty of all information and
data required to be supplied by the City, and is subject to weather,
ground water conditions and unforeseen site conditions. Specialty will
use all reasonable efforts to meet the stipulated completion date and
completion within a reasonable time shall constitute compliance with
this contract.
9. City shall be liable to Specialty for all damages, or loss
including loss of reasonable profits, and for costs and expenses,
including attorneys' fees, sustained by Specialty and arising from
City's default under, or breach of any of the terms and conditions of
this contract. In the even of any such default or breach, Specialty
may, without any obligation or liability to City, terminate this
contract forthwith by written notice to City and such action by
Specialty shall not be deemed to waive any right or remedy with
respect to si..ich default or breach. If Specialty, in the event of such
default or breach, has substantially completed the work specified in
the contract, Specialty's damages shall be no less than the price
specified in this contract.
10. Specialty shall be excused for delay in completion and may
suspend performance of this contract without liability to City in the
event and to the extent of "force majeure" which shall include the
occurrence or existence of: acts of God, war, the public enemy,
mobilization, riots, strikes, lockouts, work stoppage or other labor
difficulties, fire, flood, explosion, accident, embargoes, the acts of
governments or political subdivisions thereof, weather, governmental
priorities, or any other abnormality, contingency or cause beyond the
control of Specialty which adversely affects its ability to perform. In
the event of an excusable delay, Specialty shall be entitled to a time
extension for completion of the work equal to the time of delay.
Specialty shall not be entitled to reimbursement for any expenses for
any delays except those delays caused by the City. In the event that
the project is not resumed within thirty (30) days after any delay
begins, either party shall be entitled to terminate this contract upon
written notice to the other party.
11. Specialty agrees to indemnify and save the City harmless from
and against all suits and actions of every description brought
against the City, and from all damage and costs, by reason or on
account of any injuries or damages received or sustained by any
person or persons, or their property, by Specialty, its servants, or
its agents, or by any negligence or carelessness in the performance
of the services under this contract.
12. Specialty shall procure and maintain a general liability insurance
policy and an automobile policy with limits not less than $100,000 per
individual and $800,000 per occurrence, and the policies shall list
the City as an additional insured party thereunder.
IN WITNESS WHEREOF, the parties have caused this Agreement to be
executed the day and year first above written.

SCOPE OF SERVICES

PHYSICAL SURVEY & INFLOW STUDY
(20,000 lineal ft, of 8" and 10" mains)
I. GENERAL DESCRIPTION OF WORK
The purpose and extent of the services to be provided shall
include a systematic inspection of two major sanitary sewer lines
serving a sub-area of Jefferson City's entire system to determine,
locate, and define sources of inflow or maintenance deficiencies ,
to those lines which may be contributing to basement flooding in
times of wet weather. The system consists of approximately 19 ,000
ft, of 8 inch vitrified clay sewer lines , 600 ft. of 10 inch VCP
and 100 manholes ; the average depth of the system is approximately
8 to 10 feet.
The results of this survey/study should allow the City to pro-
gram repairs or corrections on a priority basis with documented
costs for each. In addition, recommendations for additional services
shall be made if the initial investigation so indicates ; this could
include such things as flow monitoring; television inspection, clean-
ing, analysis of receiving trunk sewers.
II. SERVICES AND NATURE OF SPECIFIC TASKS TO BE PERFORMED
1, The contractor shall provide adequate,qualified and experienced
field personnel with all necessary equipment to accomplish the work in
the most expeditious manner possible,
2, An above ground survey shall be performed to locate obvious
inflow defects and to aid in directing subsequent field tasks , Data
acquired during this phase shall be documented in the form of readable
field notes and sketches to include, but not limited to :
a) Location of manholes and approximate line fovtages ;
b) Approximate location and type of structures connected to
the sewer including residential and commercial users ;
c) Approximate location of storm sewers including line sizes
and configurations , where attainable ;
d) Location and description of.known and suspect inflow and
infiltration defects ;
e) Notation of errors or omissions from locations shown on
City maps to actual field conditions .
This information should be intended to show where immediate
repairs can be made and to select the best approach for continuing
the study.

3. A below ground survey, or manhole inspection , shall be
performed at each accessible manhole. Each manhole shall be phy-
sically inspected for I/I defects and structual integrity with
comments as to condition of inverts which may impede, restrict or
adversly affect flow through the structure, All incoming and out-
going lines shall be lamped using high intensity lighting devices
and mirrors to determine structural conditions , quantities of debris ,
visible leakage and root intrusions . Detailed manhole investigation
reports shall be completed for each manhole as part of this task,
4. Smoke testing shall be conducted in areas and selected por-
tions of the lines to locate and define inflow sources which would
not normally be obvious during physical inspection. This would include;
but not be limited to, sources such as roof leaders , ground leaks ,
storm sewer interconnects , and broken creek crossings , Any data or
locations found during this operation shall be noted, sketched, and
incorporated onto the field sheets but not to the extent that they
become cluttered or unusable. All defects found should be photo-
graphed and organized to correspond with the field sheets .
The contractor shall be responsible for supplying the equipment
and non-toxic/non-staining smoke devices to perform the work, He
shall likewise be responsible for notifying any and all property owners,
verbally or by written notice, which may reasonably be expected to
be affected by such operation, as'' well as , the fire department, police
department and local newspapers well in advance of such operation to
minimize alarm or confusion in the area affected.
5, Dyed-water flooding shall be utilized where the previously
found defects require quantification, location or type of defect. It
shall also be employed where suspect I/I sources cannot be detected
with smoke testing. Dyed-water shall be induced into suspect or known
defects such as surface depressions , roof leaders ; ditches , area drains ,
dry creek beds and storm sewers with surveillance maintained at the
downstream manhole for detection of the dye. If necessary ; TV inspec-
tion to determine actual point of entry shall be performed.
6. Throughout the course of the entire study, a listing of lines
and locations in need of cleaning, root intrusion, and/or maintenance
shall be maintained for purposes of increasing carrying capacity and
diminishing surcharged lines and flow stoppages .
7 , The contractor shall supply to the City at the completion of
the investigation three (3) copies of the final report , The project
report shall include at a minimum:
a) A compilation of all field notes , sketches , logs , photo-
graphs and documentation developed during the study ;
b) An assessment of attributable maintenance costs on these
lines ;

c) A listing of all recommended major and minor repairs
® along with associated cost estimates for such repairs ;
d) A discussion and recommendation for additional or
future investigations along with the reasoning and
cost-effectiveness of additional work/study.
8. Meet with City officials and/or representatives to thoroughly
discuss, explain and clarify any elements of the report as may be re-
quired. This shall be restricted to one formal meeting after receipt
of the report.
III. ASSISTANCE BY CITY
The City Department of Public Works shall make available copies
of all maps , as requested, and provide opportunity and assistance for
review and location of maps , plans and files as may be available. In
addition, one person within the Sanitary Sewer Division will be pro-
vided to assist, at the Contractor's direction, in locating, exposing;
and uncovering manholes, locating *sources of smoke, help in providing
access to and from manholes , operating flushing equipment and to ob,
serve and learn competent methods in performing various tasks asso'r
ciated with this type of study.
IV. TIME FRAME FOR COMPLETION
This type of work, being dependent on weather conditions to a
great extent, shall be carried out- in an expeditious and prudent
manner. The time frame will be determined by the contractor and ap-
proved by the City. It is the City's desire to have the work com-
pleted by April 30, 1983; however, if due to weather conditions , the
time may be extended to have such report due no later than June 30 ,
1983.
