The remlar meeting of Council was held to -day at 4 :30 p.m., in the Council_c:hamber, and was attended by Mayor Righton, wh o presided and Councilmen Logan, Lovell, Ypung and Haar. Also by a committee consisting of Mrs. J.E.McMillan, Mrs. P.A. Stovall, Miss Susie Phillips, Mrs. Randall Winburn, Mrs. Chas Ellis, Mrs. W.W.Sprague, Mrs. W.S.Blun, Mrs. M.W.Dixon, Mrs. Beecher, Mrs. Eugenia Willis, Mrs. R.L.Goodwin, Mrs. B.B. Cub'_bedge, who appeared in the interest of the Public Library - Another committee consisting of J.G.7iller, J.A.Brown, appeared for the S.B.0 of C., The committee. for the Library read a report of the activities of the Library atd stated that as Mrs Greeno, the present Librarian, was to be let out under the WPA rules, they were requesting that she be retained in the interim that is re- quired under WPA until she could be re- certified, and that the Town assist in paying Mrs. Greeno for the time she was working until she could get re- instated with the WPA. After some discussion the committee was informed that the Town would do everything possible to help the Library, after which the committee was excused. Mr. Miller of the S.B.0 of C., requested the balance of the money due to the C of C by the Taman, he stated that their creditors were pressing them and they didnt have the money - the beauty pageant did not come up to expectations, and it was very necessary to gat it from the Town. Mayor Righton informed them that he would take the matter up with Chair- Mann Cann of the Finance Committee to see what could be done toward making payment. The minutes of the meetings of August 4th and 14th were read and approved. Mayor Righton informed Council that the County had stopped feeding the mules, he had spoken to Judgee.Uoulihaa and also Judge Cubbedge in an effort to have the feeding continued but to no avail, it was necessary for the town to buy feed for the stock. Mayor Righton stated that he had stopped work being done by the convicts on private property, that several property owners had been promised to have some tress planted but that when th's work was finished thatbwould be all - he stated that where a property owner was planing to build and hed a lot that mi-ht contain a mound of sand that it was necessary to 198 grade he did not object to that as it would help building of more homes and would allow the use of the surplus sand to fill in low spots elsewhere. Discussion was had as to whether the heating unit at the new Town Hall building shola_ be completed, the Mayor stated that he would handle the ma Ater with Mr. Howden of the Howden Coal Co, to see what could be done about it. Councilman Young moved that Mrs. Eugenia Willis be charged $15.00 per month, by th4 month, with 60 days notice of re- moval allowed, from Sept 1, 1939, payable Oct lst, 1939, and so on, Councilman Lovell seconded and the motion passed. Councilman Haar moved that the petitions of Mrs. C.T.Schwarz, Mrs. Belle Gorfain, George J.Dieter, and J.J.Doolan for allow ance of 20% discount on 1939 taxes, not be granted, Councilman Young seconded and the motion passed. Councilman Lovell stated that the WPA had requested to be advised what width was wanted on the drive west of the parking area between 17th and 18th streets, the opinion of Council was that it be 15 feet wide without sidealks. Some discussion was had as to whether the parking space charge should continue during thw winter months. Councilman Haar moved that no charge be made for use of any of the park- ing areas from October lst to March 1st, 1940, Councilman Young seconded and the motion passed. In the matter of the distribution of the insurance carried by the Town Councilman Logan moved that the Clerk handle' with Mr. Joe Espy, the Town's insurance adjuster, with a viewto placing some of the insurancE with the Robinson Insurance Agency, Councilman Haar seconded and the motion passe.. Councilman Haar moved that the following resolution be adopted, Councilman Logan seconded and the motion passed; RESOLUTION. BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled; WHEREAS, on the llth day of July, 1938, and election was held for the purpose of authorizing the issuance of bonds to be known as Town Hall bonds in the sum of Two Thousand. Dollars ($2000.00) for the er4ction of a new Town Hall in said municipality; and, WHEREAS, the Honroable Donalg G.Nichols, Area Engineer, drew up and proposed a project whereby the Works Progress Ininistmation would build said Town Hall for thernunicipality provided the said municipality would put up the sum of Two Thousand Dollars ($2000.00); and, WHEREAS, the Mayor and Councilmen of said municipality in Council assembled did approve said plans, and: WHEREAS, said project was sent to Miss Gay Shepperson, State Administrator, who lent her every effort to see that said p project was approved and work begun; and, WHEREAS, on December 21, 1938, ground was broken acrd work begun on the neleTown Hall by the Works Progress Admin- istration; and, WHEREAS, during the nine months time which said Town Hall was being built, Major H.U.Wallace,supervised the con- struction of said building and from time to time trade neces- sary changes at the wishes of the Mayor and Councilmen of the Town o1 Savannah Beach, Tybee Island; and, WHEREAS, said Town Hall project was completed and de- livered to the Mayor and Councilmen of the Tosco of Savannah Beach, Tybee Island, on August 21, 1939, at a total cost to the Works Progress Administration and the Town of Savannah Beach, Tybee Islam. of Twenty -two Thousand Two Hundred Seven Dollars,(PL,207.00). NOW THEREFORE BE IT RESOLVED that the Mayor and Council- men of the Town of Savannah Beach, Tybee Island, for and on be- half of the citizens of the said municipality wish to express by this Resolution their sincere thanks and appreciation for the splendid work done by Miss Gay S .epperson, the Honorable Donald G. Nichols, Major H.U.Wa_ lace, and all of the employees of the Works Progress Administration in the building of the beautiful Town Hall. Councilman Logan moved that the following resolution be adopted Councilan - toun seconded and the motion passed; RESOLUTION BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled; WHEREAS, on the 16th day of August, 1939, the Works Progress Administration deliver&d the keys to the new Town Hall to the Mayor and Councilmen of_::said Town; and, WHEREAS, due to the Town:1s financial condition it was impossible to buy furnishings for the Town Hall; and, WHEREAS, it was decided to have a Town Hall Night concert and dance on Tycrisa Pavilion August 24th, 1939, and that the receipts from said Town Hall NigiLt'would be usedLtoward furnishing the Town Hall; and, WHEREAS, Mr. Roland R.Jones, one of our outstanding citizens', a man ever readyto help the upbuilding of our town, took over the task of being'General Chairman for Town Hall Night; and, WHEREAS, said Roland R.Jones, Chairman, through his untiring efforts and hard work, raised a substantial sum of money towards furnishing the new Town Hall; NOW THEREFORE BE IT RESOLVED that the Mayor and Council- men of the Town of Savannah Beach, Tybee Island, in Council assembled, for and on behalf of the citizens if said community wish to express by this resolution their sincere thankk to Roland R.Jones for his untiring leadership and work in acting as Chairman for the Town Hall Night which was held on Tybrisa Pavilion August 24th, 1939.
