Ordinance number 6013 of the City of Jefferson, Missouri� ' reating the office of Electrrcal Inspector, providing for the ppointment, term of office, qualifications, bond, powers and duties'` hereof, the issuance of licenses to electricians, examinations I, hereof, creating a Board of Electrical Examiners, regulating all lectrical work and the inspection of the installation and maintenan e n buildings of electrical devices, providing fees to be charged, an' roliding fees to be .charged, and providing a penalty for violations, e, and the same is hereby, repealed. { ECTION 2. Definitions. Whenever any of the following words or hrases are used in this ordinance, they shall have the following aning: II 1 A. Electrical Contractor. An Electrical Contractor is one I` ho has the qualifications as set out under this ordinance who has f een issued a license of competence by the Board of Electrical xaminers as provided under this ordinance, and who makes an atreement ith another to do any kind of electrical work, retaining in fil ontrol of the means, method and manner of producing the results to 4i e accomplished. l B. Journeyman Electrician. A Journeyman Electrician is one if ho has the qualifications as set out under this ordinance and who (! as been issued a license of competence by the Board of Electrical xaminers as provided under this ordinance. Ij C. Helper. A Helper is any person who holds a certificate ssued by the Electrical Inspector to help, assist and aid an lectrical Contractor or a Journeyman Electrician in doing electrical work as defined in this ordinance. I D. Electrical Work. Any work connected with the constructionaI� Installation, alteration, operation, removal or repair of electric 11 Tres, cables, fixtures, switchboards or any other article or appara�us sed to transmit electrical current. {� E. Commercial Building. Any structure of any kind where any 11 ommodity is traded, exchanged, sold, purchased, stored or dealt ith in connection with the operation of. any retail, wholesale, (obber or distributing business or any building within which members' f the public generally are invited for professional, commercial, dustrial or business purposes. !j . i CTION 3. Electrical Inspector. The Office of Electrical inspector; s created. la i! CTION 4. Appointment. The electrical inspector shall be appointed! the Mayor with the consent of a majority of the members of the ty Council. He shall be appointed for a term of two (2) years or !til his successor is duly appointed and qualified. He shall be pointed an or before the second regular meeting of the City it 75 Council after the general city elections in the ye {every two (2) years thereafter. In the event of his death, ,,resignation or removal from office, the Mayor, with the consent of !a majority of the members of the Council, may make an interim i'appointment of a qualifidd person to serve the balance of the two year term. ISECTION 5 Qualifications and Bond. The electrical inspector shall !I be over. & age of twenty-one years, and he shall be a competent i` electrician of good moral character. He shall have had at least six (6) years experience as a journeyman in his trade, or, have I two (2) years training in a recognized college of electrical engineering, and in addition thereto, shall have had at least four years of practical experience in electrical construction. He shall be well versed in approved methods of electrical construction for Idafety to life and property, the National Electtf4iCode, and � supplements thereto, as approved by the American Engineering Standards Committee. He shall give a bond in the sum of One Thousand ($1,000.00) Dollars conditioned upon the faithful performance of his duties. ISECTION 6. Boakd of Electrical Examiners. A Board of Electrical Examiners is hereby created. The Board shall consist of the Electrical Inspector, the Chairman,'of the Water and Light Committee of the City Council, a representative of the local Power and Light Company, and electrical contractor and a journeyman electrician. The last three mentioned members of the Board shall be appointed iby the Mayor, with the consent of a majority of the members of the City Council, for a term of two years and they shall serve until their successors are duly appointed and shall have qualified. Me appointments to the Board of Electrical Examiners shall be made Ion or before the second regular meeting of the city Council after ithe general city elections in the year 1961 and every two years lithereafter. �) SECTION 7. Powers and Duties of Board. The Board of Electrical Examiners shall have the power to give examinations to applicants for an Electrical Contractor' s license or for a Journeyman Electrician' s license. The Board shall issue both of said licenses. They shall have the power to suspend or revoke the license of an Electrical Contractor or a Journeyman Electrician. ,, The Board shall review any action or decision of the Electrical I'JInspector when a petition for review is filed with the Board by an Aggrieved party within five days from the time said action is taken, lior decision is made. The Board of Electrical Examiners may suspend or revoke the licens of any Electrical Contractor or any Journeyman Electrician when charges are preferred against them by the Electrical Inspector, and the Board finds that the person charged is incompetent or has willfully violated the provisions of this ordinance. Before any action is taken by the Board, the person charged shall be given at least ten (10) days notice of the time and place of a formal hearing on said charges and the person charged shall be apprised of the nature of the charges preferred against him. Thel ,: person charged shall be given the opportunity to appear, in person (jor with an attorney of his choice, in order that he }nay be heard, and he shall have the burden of showing cause why his said license , should not be suspended or revoked. The Board shall render its 11decision within five (5) days. The decision shall be final. No ', appeal shall be allowed therefrom. The decision of the Board may i1permit the person charged to continue his trade and act as a dismi4a I i1of said charges,, or the Board may suspend the license of the persor J charged for such period as to the Board seems proper under all the , ii , facts and circumstances, or the Board may permanently revoke the �Jl license of the person charged. li i K•6 3 N''�'-. `txam nMiii s ins—arica-I ontra1 ore and Journeyman ectrician.s Applications for examinations for an Electrical Contr tor' s . cense or a Journeyman Electrician' s license shall be made in r sting to the electrical inspector and by him be referred to the Lf and of Electrical Examiners. The application shall state the name e applicant, his business residence and telephone number, the ber of years of experience, and the type of license desired. E c plication for an examination or re-examination shall be accompanfe�j a fee of $5.00. on receipt of the written application requesting an examination for Electrical Contractor' s license or a Journeyman Electrician' s cense, the Board, shall within twenty (20) days give to the plicant an examination at a place and time to be designated by the and of which the applicant shall be notified. The examination shat in two parts: 1. A test of the knowledge of the theory of the trade. 2. A test of skill in the practice of the trade. e examinations shall be of a basic and elementary character but s tficiently strict to test the qualifications of the applicant. Tie Board shall grade said examinations and notify each applicant of tie grade he made within ten (10) days of the taking of the same and i sue the appropriate license concurrently therewith. The grade shall t ncomputed as follows: Each part of the examination shall have a imum grade of one hundred (100%) per cent. The grades on both ts of the examination shall be added and then divided by two. A imum grade of seventy (70%) per cent shall be necessary to pass d examination. Any person failing to pass said examination may a ply for and be given a re-examination after the expiration of one h ndred and eighty (180) days, under the conditions and requirements a plying to an original examination. S CTION 9. Qualifications of Examinees: Any person seeking to take ai examination to secure an Electrical Contractor' s license or a J urneyman Electrician' s license shall possess the following q alifications: i A. Electrical Contractor' s Qualifications. He shall have w rked at the electrical trade for at least eight (8) years or have :" t o (2) years of schooling from a recognized college of electrical e gineering and in addition thereto six (6) years of experience w6rki g a the electrical trade and he shall also be at least twenty (20) y ars of age. B. Journeyman Electrician' s Qualifications. He shall have w rked at the electrical trade for at least four (4) years or have ! MID (2) years of schooling from a recognized college of electrical ! e gineering and in addition thereto two (2) years of experience work- i g at the electrical trade and he shall also be at leas*wenty (20) y ars of age. S CTION 10. Electrical Inspector, Powers and Duties. The Electrical I Spector shall have the powers and duties hereinafter stated: A. Permits. He shall issue permits for the performance of e ectrical work. Applications for such permits, describing the work t be done, shall be made by the person, firm or corporation to perfo s id work on such forms as may be prescribed or approved by the �! E ectrical Inspector. B. Inspections. The inspector shall have the right, during a ,1 reasonable hours, to enter any building in the discharge of his o ficial duties, or, for the purpose of making an inspection, or to t st new installations of electrical wiring, devices or materials 77 i. contained therein. I!I { II '1 C. Disconnection. The Electrical Inspector shall have the j! authority to cause the turning off of all electrical current, and hi� iimay cut or disconnect, in cases of emergency, any wires where such 1 electrical current is dangerous to life or property or where said �jwires may interfere with the work of the fire department. D. Certificates of Inspection and Approval. Upon the completion liof the installation of the wiring and/or electrical equipment, for ,which a permit is required, it shall be the duty of the person, firm or corporation installing the same to notify the electrical inspector who shall inspect the installation within twenty four (24! 4hours of the time such notice is given; and if it is found to be fully in compliance with this ordinance and does not constitute a hazard to life and property, then upon the payment of the proper fees as hereinafter designated, the electrical inspector shall issu� to such person, firm or corporation for delivery to the owner of the premises a Certificate of Inspection and Approval that authorizes connection to the electrical service and turning on the current. All wires which are to be hidden from view shall be inspected befor concealment, and any person, firm or corporation installing such ( wires will notify the electrical inspector, allowing him twenty fou (24) hours in which to make the required inspection, before such wires are concealed. E. Commercial Buildings, Change of Occupancy, Procedure. The + electrical inspector shall make a thorough inspection or reinspecti n of the installation in any commercial buildings, where a change of occupancy takes place, of all of the electrical wiring, devices, and/or materials and issue a Certificate of Inspection and Approval to the new occupant (s) authorizing connection to the electrical service and turning on of the current. When the installation of an such wiring, devices, and/or materials if found to be in an unsafe +ior dangerous condition, the person, firm or corporation, using or operating the same shall be notified and shall make the necessary j repairs or changes required to place such wiring, devices, and/or materials in a safe condition and they shall have such work completed within fifteen (15) days, or any longer period that may be prescribed in the notice of the Electrical Inspector. The inspector is hereby empowered to disconnect or order the discontinu- ance of electrical service to such wiring, devices and/or materialsi until the installation of such wiring, devices and/or materials hash been made safe as directed by the electrical inspector. F. Records_ The electrical inspector shall keep complete recor of ali permits issued and inspections made and other official work { performed under the terms of this ordinance. G. Helper' s Certificates. The electrical inspector shall issue a helper s certificate to each person making written application therefor upon payment of a fee of $1.00. H. Fe es_ The electrical inspector shall collect such fees for 11licenses, certificates and inspections as may be prescribed by jithis ordinance. (' SECTION 11. Electrical Work. Performance of. It shall be unlawful ' for any person, firm or corporation to perform any electrical work i1to light, heat or supply power to any building, artifice, structure or premise within the corporate limits of this city without first having secured an Electrical Contractor' s license or a Journayman fElectirician' s license in effect at the time performance of said w ' k is undertaken, except as follows: t (1) one helper may be permitted to aid and assist an Electrica ! Contractor or a Journeyman Electrician while working on any single job when said helper is working under the supervision of said Electrical Contractor or Journeyman Electrician in the performance of electrical work, and (2) any non-residential electrical contractor may be authorized to perform electrical work in this city, without first securing an Electrical Contractor' s license from the Board of Electrical Examiners, for such temporary period of time as may be necessary to perform and complete the electrical work on any single and particular job by paying the electrical inspector a fee in the amount of not less than Twenty Five ($25.00) Dolars nor more than Seventy Five (475.00) Dollars as shall be determined by the Electrical Inspector after considering the work to be done and the time necessary to do such work if said non- residential electrical contractor has a currently effective Electrical Contractor' s license issued by the City County or State licensing board or agency of his residence. SECTION 12. Permits. No alterations or additions shall be made in the existing wiring of any building, nor shall any building be wired for the placing of electric lights, motors, heating devices, or any apparatus requiring the use of electrical, current, nor shall any alterations be made in the wiring of any building after inspection, without first notifying the electrical inspector and securing a permit therefor from said inspector, except minor repair work such as repairing flush and snap switches, replacing fuses, chanting lamp sockets and receptacles, taping bare joints and repairing drop cords. SECTION 13. Standards of Work. No Certificate of Inspection and Approval shall be issued unless the electric light, power and heating installations are in strict conformity with the provisions ilf this ordinance, and unless they are in conformity with the most approved methods of construction for safety to life and property and upon payment of the proper fees as hereinafter designated. The regulations as laid down in the National Electrical Code and supplements theret , , as approved by the American Engineering Standards Committee, shall be prima facie evidence of such most approved methods. SECTION 14. Disapproval of Work, Procedure. When the electrical inspector shall condemn all or part of any electrical installation, the owner thereof, may, within five (5) days after receipt of written notice thereof, from the inspector, file a petition in writing for a review of said action with the Board of Electrical Examiners of Jefferson City, upon receipt of which and after giving notice to all of- the interested parties, the Board shall proceed to determine at a hearing, at which all interested parties may be present in person and with an attorney, if the said electrical installation does comply with the provisions of this ordinance. Th Board shall render its decision in writing within three (3) days. Said decision shall be final and unappealable. When the action or decision of the Electrical Inspector is being reviewed, the Inspector shall have no vote on the Board, and in the event the remaining four members of the Board are evenly divided on the issue before them, the decision of the Inspector shall be deemed affirmed. SECTION 15. Licenses and Certificates, Cost and Renewal. A. Upon the original issuance of a license to an Electrical ontractor by the Board of Electrical Examiners, the licensee shall ) ay a license fee of Seventy Five ($75.00) Dollars and said license ! hall be renewed during January of the following year, and in each II ucceeding year, upon payment of a fee of Seventy Five ($75.00) ollars to the Electrical Inspector without any further examination,'� xcept as hereinafter provided. 1 79 B. Upon the original issuance of a license to a Journeyman , Electrician by the Board of Electrical Examiners, the licensee ! shall pay a license fee of Five ($5.00) Dollars and said license 1Ishall be renewed during January of the following year, and in each 11succeeding year, upon payment of a fee of Five ($5.00) Dollars to the Electrical Inspector without any further examination, as hereinafter provided. C. Upon the original issuance of a Certificate to a Helper by the E'l.ectrical Inspector, the helper shall pay a fee of One ($1.00) Dollar and said certificate shall be renewed during January of the following year, and in each succeeding year, upon payment of a fee of One ($1.00) Dollar to the Electrical Inspector. D. In the event any Electrical Contractor or Journeyman Electrician to whom a license has been issued by the Board of Electrical Examiners fails to renew his license in January of each year, then upon application to renew said license by payment of the prescribed license fee, the Board of Electrical Examiners shall investigate and determine the reason for the failure to renew said license during the preceding year or years, and unless the applican shall show good cause why said license was not renewed annually in preceeding years, the Board of Electrical Examiners may require ' the applicant to be re-examined as provided in Section 8 of this ordinance. SECTION 16. Fees for Inspections. The City of Jefferson shall receive the following fees for inspections made by the Electrical Inspector: Service Connectors: Service Connectors up to and including 200 amperes $3.00 Service Connectors 201 amperes and over 5.00 Circuits: One Circuit 1.00 Each additional circuit .50 Electric Fixtures: One to Ten fixtures 1.00 Each Unit of ten fixtures or less per unit .50 Motor Generator: All size Generators 1.00 Motors: One horse power and over 1.00 Furnaces 1.00 Air. Conditioner three to five tons 2.00 Air Conditioner over five tons 4.00 Electric Signs 1.00 Each Transformer in Sign 1.00 Non Electric Sign 1.00 All fees required by this ordinance shall be made payable to the City Treasurer and assigned to the General Revenue fund of the City.
