was called to order by Mayor Daniel J. Reiman at approximately 6:00
p.m. on Monday, June 14, 2021, remotely, via telephone call -in.
Upon individual roll call, the following were noted present:

Also noted present were Carmela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director.
The meeting was opened with a moment of silent prayer and the
Pledge of Allegiance led by Councilmember Krum.
The 2021 Annual Notice was emailed to The Home News Tribune,
The Star Ledger and posted on the bulletin board and the doors of the
Memorial Municipal Building on January 6, 2021. Notice was
published in The Home News Tribune and The Star Ledger on January
11, 2021. Notice of tonight's meeting was mailed to the Home News
Tribune, posted on the bulletin board and the doors of the Memorial
Municipal Building on June 4, 2021; it was published in the Home
News Tribune on June 9, 2021. All items being voted on tonight were
posted on the Borough's website, www.carteret.net prior to tonight's
meeting.
Upon MMS &C, by Councilmembers Krum and DiMascio and
unanimous affirmative vote of the full membership present, the
minutes of June 3, 2021 were approved as transcribed and engrossed
by the Clerk.

APPLICATIONS Green Acres Grant Applications, Northern River Walk
a. Urban Parks Application
b. Local Assistance Grant Application
Matthew Zwingraf from CME Associates gave a presentation with
MATTHEW regard to the Green Acres applications that are being made to the
ZWINGRAF, NJDEP's Green Acres program for the northern section of the Arthur
CME ASSOCIATES Dill River Walk project. He spoke about the project summary, project
mapping, existing conditions, concept plans and cost estimates for
these applications. He said the project will facilitate new ADA-
accessible recreational options along the Borough's expanding
waterfront and will directly benefit a densely populated area with
connections to public transportation, walking, and bicycling paths. He
said this project will connect directly to existing Green Acres funded
projects including Veteran's Fishing Pier, the Waterfront Fitness Trial,
and the Carteret Marina. He said when completed, both the northern
and southern river walks will combine to form an unbroken path of
public access along the waterfront once closed off by numerous
industrial developments. He spoke about the NJDEP ONRR funding
and other funding sources which are being sought to minimize the
impact on local taxpayers, which included the applications presented
tonight. He said the applications are due June 30`x' and July 15`x'
respectively and said the Borough welcomes any public input and
comments.
PUBLIC HEARING Upon MMS &C, by Councilmembers Krum and Diaz and unanimous
affirmative vote of the full membership present, the Public Hearing on
the Green Acres applications for the Northern River Walk was open.
HEARING CLOSED There being no continents or objections Mayor Reiman declared the
Public Hearing on the Green Acres applications for the Northern River
Walk to be closed, upon MMS &C, by Councilmembers Diaz and
Krum and unanimous affirmative vote of the full membership present.

A copy of each Resolution was posted on the Borough's website for
public review prior to the meeting in accordance with the Rules of
Council. Upon MMS &C, by Councilmembers Diaz and Bellino and
unanimous affirmative vote of the full membership present, the
meeting was opened for public input on all Resolutions /Agenda items
and new business.
There being no continents or objections to the Resolutions /Agenda
items or new business, upon MMS &C, by Councilmembers Bellino
and Diaz and unanimous affirmative vote of the full membership
present, the meeting was closed.
RESOLUTIONS:
1. #21 -110 Directing the Issuance of a Raffle License to St.
Joseph Church.
2. #21 -111 Directing the Issuance of a Raffle License to St.
Demetrius Church.
3. #21 -112 Directing the Issuance of a Raffle License to

Re: Ferry Terminal.
Mayor Reiman asked for a motion on the Consent Agenda.
Resolutions #21 -110 through #21 -113 were introduced by Mayor
Reiman and referred to the Council for action.

PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Bellino all bills
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
affirmative.
ADJOURNED There being no further comments or discussion, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the full membership present, the meeting was adjourned at
approximately 6:09 p.m.
