AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS,
CALLING A SPECIAL ELECTION TO BE HELD ON MAY 4, 2019 RELATING TO THE
ISSUANCE OF BONDS; PROVIDING FOR THE CONDUCT AND THE GIVING NOTICE OF
THE ELECTION; PROVIDING AN EFFECTIVE DATE; AND ENACTING OTHER
PROVISIONS RELATING TO THE SUBJECT
WHEREAS, this City Council finds and determines that it is necessary and advisable to call and
hold an election within said City on the proposition hereinafter set forth; Now, Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS,
TEXAS:
Section 1. Findings.
The statements contained in the preamble of this Ordinance are true and correct and are adopted
as findings of fact and as a part of the operative provisions hereof.
Section 2. Election Ordered• Proposition.
An election shall be held in the City of Richland Hills, Texas (the "City"), on May 4, 2019
("Election Day"), a uniform election date established by V.T.C.A., Election Code, Section 41.001(a), at
which election the following proposition shall be submitted in accordance with law:

Shall the City Council of the City of Richland Hills, Texas, be authorized to issue and sell
the bonds of said City in the aggregate principal amount of $6,670,000, for the purpose of
constructing and equipping fire safety improvements, including a new fire station, and
related furnishings, landscaping, parking and infrastructure; with said bonds to be issued
in one or more series or issues, to mature serially or otherwise not to exceed 40 years
from their date and bear interest at such rate or rates, not to exceed the respective limits
prescribed by law at the time of issuance, and to be sold at such price or prices, as the
City Council in its discretion shall determine; and shall there be levied and pledged,
assessed and collected annually ad valorem taxes on all taxable property in said city in an
amount sufficient, within the limits prescribed by law, to pay the annual interest on said
bonds and provide a sinking fund to pay said bonds at maturity?
Section 3. Official Ballots.
The official ballots for the election shall be prepared in accordance with the Texas Election Code
so as to permit the electors to vote "FOR" or "AGAINST" on the proposition with the ballots to contain
such provisions, markings and language as required by law, and with such proposition to be expressed
substantially as follows.

Section 4. Election Administration.
The Election shall be held and conducted and the returns made in accordance with the Texas
Election Code and all other applicable statutes of the State of Texas and ordinances and resolutions of the
City. Chapter 272, Texas Election Code, applies to the election materials to be printed and furnished at
each polling place on Election Day and for early voting. The election shall be administered by the
Tarrant County Elections Administrator pursuant to an agreement with the Tarrant County Elections
Administrator.
Section 5. Precincts and Pollin Pg_laces.
The election precincts and the polling place for each such precinct on Election Day, are set forth
in Exhibit A attached hereto, which is incorporated herein by reference and made a part hereof for all
purposes. The City Secretary is authorized to modify Exhibit A to include additional or different
Election Day polling places designated by the Elections Administrator and to conform to the election
agreement and the Texas Election Code.
Section 6. Early Voting.
(a) The Early Voting Polling Places for conducting early voting by personal appearance, and
the addresses for early voting by mail, for said election only are set forth in Exhibit A attached hereto.
The City Secretary is authorized to modify Exhibit A to include additional or different early voting
locations designated by the Elections Administrator and to conform to the election agreement and the
Texas Election Code.
Section 7. Election Officers.
(a) The Early Voting Ballot Boards and the election officers designated pursuant to law and
the Joint Election Agreements are hereby appointed and confirmed to hold said election at said polling
places and all early voting places. The early voting clerk for the election shall be G.K. Maenius, Tarrant
County Elections Administrator.
(b) The early voting ballots shall be canvassed by the Early Voting Ballot Boards, which
shall be appointed and designated in accordance with the provisions of the Joint Election Agreements.
Section 8. Voting Hours• Period for Earl~Votin~ by Personal Appearance.
(a) On Election Day the polls shall be open from 7:00 A.M. to 7:00 P.M.
(b) The dates and hours for early voting by personal appearance at the Early Voting Polling
Places shall be as described in Exhibit A hereto.
Section 9. Persons Qualified to Vote.
All resident qualified electors of said City shall be permitted to vote in said election.
Section 10. Required Information.
In accordance with the provisions of Section 3.009(b), Texas Election Code, it is hereby found
and determined that:
(a) The proposition language that will appear on the ballot is set forth in Section 3 hereof.
(b) The purpose for which the bonds are to be authorized is set forth in Section 2 hereof.
(c) The principal amount of the bonds to be authorized is set forth in Sections 2 and 3 hereof.
(d) As set forth in Sections 2 and 3 hereof, if the bonds are approved by the voters, the City
Council will be authorized to levy annual ad valorem taxes on all taxable property in the City, within the
limits prescribed by law, sufficient to pay the annual principal of and interest on the bonds and provide a
sinking fund to pay the bonds at maturity.
(e) Based upon the bond market conditions at the date of adoption of this Ordinance, the
maximum interest rate for any series of the bonds is estimated to be 5.50% as calculated in accordance
with applicable law. Such estimate takes into account a number of factors, including the issuance
schedule, maturity schedule and the expected bond ratings of the proposed bonds. Such estimated
maximum interest rate is provided as a matter of information, but is not a limitation on the interest rate at
which the bonds, or any series thereof, may be sold.
(f) As set forth in Section 2 hereof, if the bonds are approved, they may be issued in one or
more series over a period not to exceed 40 years.
(g) The aggregate amount of the outstanding principal of the City's debt obligations which
are secured by ad valorem taxes as of the beginning of the City's 2018-2019 fiscal year is $22,402,000.
(h) The aggregate amount of the outstanding interest of the City's debt obligations which are
secured by ad valorem taxes as of the beginning of the City's 2018-2019 fiscal year is $8,941,088.
(i) The ad valorem debt service tax rate for the City for the 2018-2019 fiscal year is $0.0911
per $100 of taxable assessed valuation.
Section 11. Notice of Election.
The City Manager and the City Secretary are directed to provide notices of the election in the
manner required by law, including, without limitation, V.T.C.A., Government Code, Section 1251.003
and V.T.C.A., Election Code, Section 4.003.
Section 11. Effective Date.
In accordance with the provisions of V.T.C.A., Government Code, Section 1201.028, this
Ordinance shall be effective immediately upon its adoption by the City Council.

ORDENANZA DEL CONCEJO MUNICIPAL DE LA CIUDAD DE RICHLAND HILLS, TEXAS,
QUE CONVOCA A UNA ELECCION ESPECIAL A REALIZARSE EL PROXIMO 4 DE MAYO
DE 2019 EN RELACION CON LA EMISION DE BONOS. ADEMAS, DETERMINA LA
REALIZACION Y LA NOTIFICACION DE LA ELECCION, ESTABLECE LA FECHA DE
ENTRADA EN VIGENCIA Y PROMULGA OTRAS DISPOSICIONES RELACIONADAS CON
EL TEMA.
POR CUANTO, este Concejo Municipal considera y determina que es necesario y recomendable
convocar y llevar a cabo una Eleccion dentro de dicha Ciudad en relacion con la propuesta establecida a
continuacion; ahora, por to tanto,
EL CONCEJO MUNICIPAL DE LA CIUDAD DE RICHLAND HII.LS, TEXAS, ORDENA LO
SIGUIENTE:
Seccion 1. Conclusiones.
Las declaraciones incluidas en el preambulo de esta Ordenanza son verdaderas y correctas, y son
adoptadas Como conclusiones de hecho y como parte de las disposiciones operativas de la presente.
Seccion 2. Eleccion ordenada v Propuesta.
Se realizara una Eleccion en la Ciudad de Richland Hills, Texas, (la "Ciudad"), el 4 de mayo de
2019 (el "Dia de la Eleccion"), fecha uniforme de Eleccion establecida por la Seccion 41.001(a) del
Codigo Electoral, V.T.C.A; en dicha Eleccion, se presentara la siguiente propuesta de acuerdo con la ley:
CIUDAD DE RICHLAND HII.LS, TEXAS, PROPUESTA A
~Se autorizara al Concejo Municipal de la Ciudad de Richland Hills, Texas, a emitir y
vender bonos de dicha Ciudad por un monto del capital total de $6,670,000 con el
proposito de construir y equipar mejoras de seguridad contra incendios, to que incluye
una nueva estacion de bomberos y mobiliario, area de paisajismo, estacionamiento e
infraestructura relacionados; dichos bonos seran emitidos en una o mas series o
emisiones, venceran en serie o de alguna otra forma, pero no con posterioridad a los 40
anos de su fecha, y generaran intereses a una tasa o tasas que no excedan los respectivos
limites establecidos por la ley en el momento de su emisi6n; y se venderan al precio o los
precios que el Concejo Municipal determine a su discrecion; y se impondran y
garantizaran, y evaluaran y cobraran anualmente impuestos ad valorem en toda la
propiedad sujeta a impuestos en dicha Ciudad en cantidad suficiente, dentro de los limites
establecidos por la ley, para pagar el interes anual de dichos bonos y proporcionar un
fondo de amortizacion para pagar dichos bonos en el momento de su vencimiento?
Seccion 3. Boletas Oficiales.
Las Boletas oficiales para la Eleccion se prepararan de acuerdo con el Codigo Electoral de Texas,
de modo que los electores pueda votar "A FAVOR" o "EN CONTRA" en la propuesta. Las Boletas
cumpliran con las marcas, el lenguaje y las disposiciones que exija la ley, y la propuesta debera
expresarse sustancialmente conforme a to estipulado a continuacion.

Seccion 4. Administracion de la Eleccion.
Tanto la ejecucion de la Eleccion como el procesamiento de sus resultados se llevaran a cabo de
acuerdo con el Codigo Electoral de Texas, todas las leyes aplicables del Estado de Texas y todas las
ordenanzas y resoluciones de la Ciudad. El capitulo 272 del Codigo Electoral de Texas es aplicable a los
materiales de la Eleccion que se imprimiran y proporcionaran en cada Centro electoral el Dia de la
Eleccion y para la Votacion Anticipada. La Eleccion sera administrada por el Administrador de las
Elecciones del Condado de Tarrant conforme a un acuerdo con dicho Administrador.
Seccion 5. Distritos Electorates v Centros Electorates.
Los distritos electorates y los centros electorates para cada uno de estos distritos en el Dia de la
Eleccion se establecen en el Anexo A adjunto, el cual es incorporado al presente mediante referencia
como si estuviera aqui redactado para todos los fines. La Secretaria de la Ciudad esta autorizada a
modificar el Anexo A para incluir centros electorates para el Dia de la Eleccion diferentes o adicionales
designados por el Administrador de las Elecciones, y para cumplir con el Acuerdo Electoral y el Codigo
Electoral de Texas.
Seccion 6. Votacion Anticipada.
(a) Los centros electorates de Votacion Anticipada para realizar la Votacion Anticipada en
persona y las direcciones para la Votacion Anticipada por con-eo para dicha Eleccion unicamente estan
establecidos en el Anexo A adjunto a la presente. La Secretaria de la Ciudad esta autorizada a modificar
el Anexo A para incluir centros electorates de Votacion Anticipada diferentes o adicionales designados
por el Administrador de las Elecciones, y para cumplir con el acuerdo electoral y el Codigo Electoral de
Texas.
Seccion 7. Funcionarios Electorates.
(a) Las Juntas Electorates de Votacion Anticipada y los funcionarios electorates designados
conforme a la ley y los Acuerdos Electorates Conjuntos, por la presente, son nombrados y confirmados
para Ilevar a cabo dicha Eleccion en dichos centros electorates y en todos los centros de Votacion
Anticipada. El Secretario de la Votacion Anticipada para la Eleccion sera G.K. Maenius, Administrador
de las Elecciones del Condado de Tarrant.
(b) Las boletas electorates de la Votacion Anticipada ser~n escudrinadas por las Juntas
Electorates de Votacion Anticipada, que seran designadas y nombradas de acuerdo con las disposiciones
de los Acuerdos Electorates Conjuntos.
Seccion 8. Horarios de Votaciony Periodo para la Votacion Anticipada en Persona.
(a) El Dia de la Eleccion, las urnas estaran abiertas de 7:00 a.m. a 7:00 p.m.
(b) Las fechas y horarios para la Votacion Anticipada en persona en los centros electorales
de Votacion Anticipada seran los que se describen en el Anexo A adjunto a la presente.
Seccion 9. Personas Calificadas para Votar.
Se permitira a todos los electores calificados residentes de dicha Ciudad que voten en dicha
Elecci6n.
Seccion 10. Information Requerida.
De acuerdo con las disposiciones de la Seccion 3.009(b) del Codigo Electoral de Texas, por la
presente, se concluye y determina que:
(a) El idioma de la propuesta que aparecera en la boleta electoral se establece en la Seccion 3
de la presente.
(b) El proposito para el cual los bonos seran autorizados se establece en la Seccion 2 de la
presente.
(c) El monto del capital de los bonos que se autorizaran se establece en las Secciones 2 y 3
de la presente.
(d) Tal como se establece en las Secciones 2 y 3 de la presente, si los electores aprueban los
bonos, el Concejo Municipal estara autorizado a imponer impuestos ad valorem anuales en toda la
propiedad sujeta a impuestos en la Ciudad, dentro de los limites establecidos por la ley, en cantidad
suficiente para pagar el capital anual y el interes anual de dichos bonos y proporcionar un fondo de
amortization para pagar dichos bonos en el momento de su vencimiento.
(e) En funcion de las condiciones del mercado de bonos en la fecha de adoption de esta
Ordenanza, la tasa de interes maxima correspondiente acualquier serie de bonos se estima en un 5.50%
segdn el calculo realizado de acuerdo con la ley aplicable. Para este calculo, se tienen en cuenta varios
factores, incluidos los cronogramas de envision y vencimiento, y las calificaciones de bonos previstas de
los bonos propuestos. La tasa de interes maxima estimada mencionada se proporciona solo con fines
informativos, pero no implica una limitation en la tasa de interes a la que los bonos, o cualquier serie de
ellos, pueden ser vendidos.
(f) Tal como se establece en la Seccion 2 de la presente, si los bonos se aprueban, podran
emitirse en una o mas series a to largo de un periodo que no exceda los 40 anon.
(g) El monto total del capital pendiente de las obligaciones de deuda de la Ciudad
garantizadas por los impuestos ad valorem a partir del inicio del ano fiscal 2018-2019 de la Ciudad es de
$22,402,000.
(h) El monto total del interes pendiente de las obligaciones de deuda de la Ciudad
garantizadas por los impuestos ad valorem a partir del inicio del ano fiscal 2018-2019 de la Ciudad es de
$8,941,088.
(i) La tasa impositiva de servicio de deudas ad valorem para la Ciudad correspondiente al
ano fisca12018-2019 es de $0.0911 por $100 de la valuation tasada sujeta a impuestos.
Seccion 11. Aviso de Eleccion.
Se ordena al Administrador de la Ciudad y a la Secretaria de la Ciudad a proporcionar avisos de
la Eleccion con la modalidad requerida por la ley, to que incluye, entre otros, la Seccion 1251.003 del
Codigo de Gobierno, V.T.C.A., y la Seccion 4.003 del Codigo Electoral, V.T.C.A.
Seccion 11. Fecha de Entrada en Vigencia.
De acuerdo con las disposiciones de la Seccion 1201.028 del Codigo de Gobierno, V.T.C.A, esta
Ordenanza entrara en vigencia de inmediato a partir de su adopcion por parte del Concejo Municipal.

sung hoac khac nhau vao Ngay Bau Cir do Quan Tri Vien Phu Trach Bau Cir chi dinh va tuan thu thoa
thuan bau cir va Bo Luat Tuyen Cir Texas.
Muc 7. Vien Chirc Phu Trach Bau Cir.
(a) Cac Ban Phu Trach Bo Phieu So•m va cac vien chirc phu track bau cir duoc chi dinh theo
luat va Cac Thoa Thuan Bau Cu Chung theo day dugc bo nhiem va xac nhau nhiem vu to chirc cuoc bau
cir not tren tai cac dia diem bo phieu vita neu va tat ca cac dia diem bo phieu som. Thu ky phu track bo
phieu som cho cuoc bau cu se la G.K. Maenius, Quan Tri Vien Phu Trach Bau Cir Quan Tarrant.
(b) Cac la phieu bau cir som se thuoc quyen kiem phieu cua Cac Ban Phu Trach Bo Phieu
Som von duoc bo nhiem va chi dinh theo guy dinh cua Cac Thoa Thuan Bau Cir Chung.

Muc 10. Thong Tin Yeu Cau.
Theo quy dinh cua Muc 3.009 (b), Bo Luat Tuyen Cu Texas, theo day no dugc phap thay va
quyet dinh rang:
(a) Ngon ngir cua ke hoach de nghi xuat hien tren la phieu se duoc neu ro trong Muc 3 cua
tai lieu nay.
(b) Muc dick ma trai phieu dugc phep phat hanh se dugc neu ro trong Muc 2 cua tai lieu nay.
(c) So lien goc cua trai phieu dugc phep phat hanh se dugc neu ro trong Muc 2 va Muc 3 cua
tai lieu nay.
(d) Nhu da neu ro trong Muc 2 va Muc 3 cua tai lieu nay, neu trai phieu dugc cac cu• tri chap
thaan, Hoi Dong Thanh Pho se duo~c phep dank thug gia tri tai san hang nam doi vo'i tat ca moi tai san
chin thug tai Thanh Pho voi so lien - trong gi~i han theo quy dinh cua luat phap - du de tra lien goc va lien
1si hang nam cua cac trai phieu not tren va lap quy du phong de thank town cac trai phieu not tren khi dao
han.
(e) Dua tren cac dieu kien thi truong trai phieu vao ngay thong qua Sac Lenh nay, muc lai

(g) Tong so lien goc con ng cua cac khoan ng du•gc bao dam bang cac khoan thug gia tri tai
san cua Thanh Pho ke ti:r dau nam tai khoa 2018-20191a $22,402,000.
(h) Tong so lien lai con ng cua cac khoan ng dugc bao dam bang cac khoan thug gia tri tai
san cua Thanh Pho link den dau nam tai khoa 2018-20191a $8,941,088.
(i) Mixc thug gia tri tai san de tra ng cho nam tai khoa 2018-2019 cua Thanh Pho 1a $0.0911
tren moi $100 gia tri dugc dinh gia cua tai san chiu thug.
Muc 11. Thong Bao Bau Cix.
Quan Ly va Thu Ky Thanh Pho dugc giao nhiem vu cung cap cac thong bao ve cuoc bau cu• theo
yeu cau cua luat phap, bao gom nhung khong gio•i han o, Ban Tu Chink Bo Tong Luat Texas (V.T.C.A.),
Bo Luat Chink Quyen, Muc 1251.003 va Ban Tu Chink Bo Tong Luat (V.T.C.A.), Bo Luat Tuyen Cu•,
