Present: Chairman Paul Wolff, Councilman Barry Brown, Councilman Monty Parks, Joe, Wilson, Diane Schleicher, Woody Hemphill, George Reese, Doug Roberts (Greenline), Mr. Jimmy Burke & Mr. Patrick Burke, Mr. Davis & Family. Old Business: 14th Street Restrooms Committee and guests discussed cost options with the difference in electrical costs and location of restroom, Burke’s Rental trailer, and ADA parking. Councilman Brown motioned to recommend to council a budget adjustment of $15,213 to relocate the restroom with underground utilities. Chairman Wolff seconded the motion. The motion was unanimously approved. Councilman Brown asked Joe to put cones up to mark the new location of the restrooms. North Beach Restrooms and Showers The committee discussed the bid results from 11.10.15. Chairman Wolff askes for a motion to recommend to council to accept Tippins-Polk Construction’s bid and to continue negotiating alternate options. Councilman Brown motioned and Chairman Wolff seconded. The motion was unanimously approved. The committee discussed leasing out or having a city run concession stand. The committee discussed the Amended Greenline Proposal for Architectural Services for Memorial Park Restrooms Draft Outline for RFP for Shade Elements for Memorial Park, Upgraded Playground ADA Compliant Surfaces for Memorial Park and Jaycee Park was discussed. Draft Outline for RFP for Garbage, Recycling, Yard waste and Bulky Goods was discussed. Councilman Brown motioned to recommend to council to accept this RFP with the condition of options for 64 and 32 gallon carts. Chairman Wolff seconded. The motion was unanimously approved. GEFA Deep Well Project Update George Reese said a start date of December 1, 2015 has been set. Sludge Digester Update George Reese said it is completed and on-line. Hwy 80 Trails Project Update Diane Schleicher received a letter from the Historic Society stating the area is not a historic landmark. Memorial Park Pavilion Plan Update – On 11.12.15 city council agenda for special review Parking Plan was discussed. Vegetative Buffer or fencing was discussed. Update on ongoing and new drainage projects review Joe Wilson updated that they had finished Lovell Ave. and were working on several other areas. New Business: Public Safety Building – Retainage Wall Concerns Diane Schleicher discussed mailings with Elkins Construction, the company which designed the wall, about repairing the fence and displaced soil. We are currently awaiting another response from Elkins. The meeting was adjourned at 6:22 P.M. A quorum of city council members may be present which would constitute a meeting.
