HomeMy Public PortalAboutORD07179 . 17 ORDINANCE N0. 7179 AN ORDINANCE REPEALING ORDINANCE NO. 7174 OF THE CITY OF JEFFERSON, MISSOURI, REGULATING THE OPERATION OF MOTOR VEHICLES IN SAID CITY, AND ENACTING A NEW ORDINANCE PERTAINING TO THE SAME SUBJECT, AND PROVIDING A PENALTY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Ordinance No. 7174 of the City of Jefferson, Missouri, be, and the same is hereby, repealed. Section 2. The following regulations shall apply to the operators of all motor vehicles approaching and entering in- to the following intersections within the City of Jefferson, Mo., when electrically operated stop signals are in operation at the intersections of Rex M. Whitton Expressway and Harrison Street (Highway 50 West) , Rex M. Whitton Expressway and Broadway Street, Rex, M. Whitton Expressway and Madison Street, and the Rex M. Whitton Expressway and Monroe Streets: A. Operators of a motor vehicle approaching any of the above named intersections while facing a red light signal shall bring said vehicle to a full and complete stop before entering the nearest crosswalk and keep said vehicle in a stopped position until the operator is directed by a different signal appropriate to his lane of traffic. ® B. Operators of a motor vehicle approaching any of the above named intersections while facing a yellow light shall reduce the speed of said motor vehicle and be directed by the appropriate signal to his lane of traffic following the yellow light. C. Operators of a motor vehicle leaving or entering the Rex M. Whitton Expressway by means of a left turn shall turn said vehicle to the left from the marked left-rurn lane on the oadway when facing the green arrow signal pointing to the left . of the operator. Page Two D. Operators of a motor vehicle facing a green light Ah signal or a green arrow signal applicable to his lane of traffic shall procced straight through or turn right unless a sign or signal at such intersection prohibits either course or direction or indicates by arrow a specific direction to follow. Section 3. The following regulations shall apply to the operators of all motor vehicles approaching and entering into the intersection formed by the Rex M. Whitton and Jefferson Street within the City of Jefferson, Mo., when electrically operated stop signals are in operation at said intersection: A. The operator of a motor vehicle approaching said intersection while facing a red light shall bring said vehicle to a full and complete stop before entering the nearest crosswalk and keep said vehicle in a stopped position until the operator is directed by a different signal appropriate to his lane of traffic. B. The operator of a motor vehicle approaching said intersection while facing a yellow light shall reduce the speed of said vehicle and be directed by the appropriate signal to his lane of traffic following the yellow light. C. The operator of a motor vehicle leaving the Rex M. Whitton Expressway by means of a left turn shall turn said vehi- cle to the left from the marked left turn lane on the roadway when facing the green arrow signal pointing to the left of the operator. D. The operator of a motor vehicle entering the Rex M. Whitton Expressway by means of a left turn shall turn said vehicle to the left from the marked left turn lane on the roadway of Jefferson Street when facing a green .light signal, except that when opposed by traffic moving through said intersection in a southerly or northerly direction, the operator of said vehicle • turning left shall yield the right of way to said vehicle moving through said intersection from the opposite direction. ( Page Three I E. The operator of a motor vehicle facing a green light or a green arrow signal applicable to his lane of traffic shall proceed straight through or turn right, unless intending to make a left turn from the roadway of Jefferson Street to enter into the Rex M. Whitton Expressway under the provisions of Para- graph C of this section, except when a sign or signal at such intersection prohibits either course or direction or indicates by arrow a specific direction to follow. Section 4. The following regulations shall apply to the oper- ators of all motor vehicles approaching and entering into the intersection formed by Highway 50 West and Dunklin Street within the City of Jefferson, Mo., when electrically operated stop signals are in operation at said intersection: A. The operator of a motor vehicle moving in a westerly direction on Dunklin Street upon arriving at Highway 50 West shall: (a) Yield the right of way to motor vehicles being operated in an easterly direction on Highway 50 West before entering into said intersection and operating said vehicle in a northeasterly direction on Highway 50 West. (b) Bring said vehicle to a full and complete stop in the marked left hand turn lane on Dunklin Street when facing a red light and keep said vehicle stopped until directed by a left turn signal to execute a left turn. B. The operator of a motor vehicle moving in an easterly direction on Highway 50 West upon arriving at Dunklin Street shall: (a) If intending to turn right to proceed east • on Dunklin Street shall yield the right of way to any vehicle {entering into Dunklin Street from Highway 50 West on the left side of his vehicle. Page Four (b) Bring said vehicle to a full and complete stop on Highway 50 West when facing a red light and Ask when not turning his vehicle to the right to proceed east on Dunklin Street. !,c) Continue in an easterly or northeasterly di- rection on Highway 50 West through the said intersection when facing a green light or green arrow signal. C. The operator of a motor vehicle moving in a west- erly direction Highway 50 West upon arriving at Dunklin Street shall: (a) Bring his vehicle to a full and complete stop on Highway 50 West when facing a red light and keep said vehicle stopped until directed by a change of signal appropriate to the lane of traffic of said vehicle. (b) Turn said vehicle to the left from the marked left turn lane on Highway 50 West when facing an arrow to the'- left. (c) Continue in a westerly-southwesterly di- rection on Highway 50 West through said intersection when facing a green light or green arrow signal other than a green arrow signal directing a left turn to ® be made. Section 5. No pedestrian shall walkinto or across the roadway surface at any intersection named in this ordinance when a red light or yellow light is displayed by the traffic signal at the corner of said intersection which the pedestrian is ap- proaching, except when pedestrian "walk light" signals are operat- ing and authoriz6- pedestrians to walk across the roadway at said i�atersections. If pedestrian "walk light" signals are not operat- ing at said intersections, pedestrians shall walk into and across the roadway at said intersections only when facing a green arrow or green light displayed by the traffic signal being approached by the pedestrian crossing said roadway. Page Five Section 6. The provisions of Section One, Two and Three of this Ordinance shall be operating only when the elect- rical traffic signals located at the intersections named therein are not being operated on a "flasher signal" operation. When a traffic light signal displays intermittenly a flashing red light or a flashing yellow light, said red light or .yellow light shall be considered to be in operation on a "flasher signal." When the electrical traffic lights at any of the intersections named in Sections One, Two and Three of this Ordi- nance are being operated on a flasher signal, the operator of a motor vehicle approaching and intending to enter said intersection shall: (a) When facing a red light "flasher Signal", bring said motor vehicle to a full and complete stop and keep said vehicle stopped until the operator thereof can enter into the intersecting street without danger of collision with any vehicle being operated on said intersecting street. (b) When facing a yellow light "flasher signal." use normal caution in proceeding through said inter- section. Section 7. Anyone violating any of the terms of this rdinance shall be deemed guilty of a misdemeanor, and upon onviction thereof shall be punished by a fine or not less than ne dollar ($1.00) , nor ,more than one hundred ($100.00).
