AN ORDINANCE AUTHORIZING AND DIRECTING THE INTRODUCTION OF FLUORIDE1
INTO THE PUBLIC WATER SUPPLY SYSTEM OF THE CITY OF JEFFERSON,
.: M17SSOURI, AND TO PROVIDE FOR THE REGULATION OF FLUORIDATION.
WHEREAS , it is the consensusof scientific , medical and dental
opinion tha t the presence of fluoride in drinking water is a
deterent of tooth decay; and,
WHEREAS, the supply of an adequate concentration of such chemicalsi�
is not found in the water supply of water distributed to the c
ditizens of the City of Jefferson, Mo. ; and,
WHEREAS, fluoridation of drinking water has been endore by the
Missouri Dental Association, Jefferson City Dental Society, Miss- i
ouri State Medical Association, Cole County Medical Society,
American Dental Association, American Medical Medical Association,
Missouri Osteopathic Association, Cole County Osteopathic Asso-
ciation, American Osteopathic Association, American Pharmaceuti-
cal Association, Missouri Division of Health, American Water Works
Association, United States Public Health Service, American Feder-
ation of Labor and Congress of Industrial Organization, and
various local civic groups and organizations ; and,
WHEREAS, after the initial reading of this Ordinance at length in '
the prosence of the members of the City Council , City of Jefferson, )
Mo. , hearings have been held by said City Council at which hear- y
ings all persons interested in support of, or in oppositionto
said Ordinance, have been given an opportunity to be heard; and,
WHEREAS, at at the conclusion of these hearings , the City Council 'I
finds the fluoridation of the public water supply of the City of 1
Jefferson, Mo. , would be a dterent to tooth decay, and can be J
introduced into the drinking water supply of the City of Jefferson,
Mo. , as a measure to promote the public health and welfare. -
NOW, THEREFORE , Be it ordained by the City Council, City of
Jefferson, Mo. , as follows :
Section. ). The Capital City Water Company, City of
I' Jefferson� Mo. , is hereby authorized and directed to provide the
means and to proceed with the introduction of the fluoride into
the public water supply of the City of Jefferson, Mo. , in such
quantities as are required to provide throught the pipe distri-
bution system a fluoride concentration of approximately one part
+ fluoride permillions parts of water.
I Section 2 . The Capital City Water Co. , said city,
shall keep an accurate record of the amount of fluoride bearing
chemical applied to the quantities of water treated, and cause sc
such analytical tests to be made for fluoride (in terms of the
element "F" ) in the untreated and treated water supply as it shall
be directed to do by the Missouri Division of Health.
Section 3 . This Ordinance shall take effect and be
in force from and after its passage and approval .
