Roll Call: 2. Approval of Agenda: Minutes of June 26, 2013 Commissioner Soles moved, and Commissioner Hodsdon seconded the motion to approve the Agenda. Motion carried: 4-0. 3. Open Forum: 4. Discussion and Possible Action Regarding: a. Sign Code There was more discussion on the proposed amendments to the Fraser Sign Code. At the last meeting we discussed some off-premise sign criteria borrowed from Glenwood Springs. Based on the PC direction, the language was modified to the following: Off-premise signs may be permitted if the business street frontage is not on U.S. 40. Property owner's permission is required and off-premise signs must be approved by the Board of Trustees on a case-by-case basis. The off-premise sign request will be analyzed by the Board for compliance with the following criteria: 1. The off-premises sign permit requested would not harm the public and would not impair the intent or purposes of the Municipal Code, and/or purpose and intent of the sign code; 2. The subject business is in an obscure location, not directly visible from US40, such that the off-premise sign is necessary to direct the public to the business; 3. The subject business must be located in the Town of Fraser; 4. The off-premise sign is directional in nature; 5. The off-premise sign would be subject to all business sign requirements, such as size, height, placement and number; Page 2 of 2 6. The off-premise sign is counted against the sign allowance on the parcel on which it is displayed and against the parcel/business applying for the sign; and 7. The off-premise sign is limited to 20 square feet. Additional criteria were discussed as it relates to item #6 above, off-premise signage on vacant land, special events vs. temporary off-premise signage and new business way- finding directional signage. PC gave direction to staff to make some more changes to the regulations. b. Zoning Regulations During the Byers Peak Ranch annexation process, it was discussed with the Annexation Committee and the applicant that there appears to be some duplication in the Town's regulations relating to zoning requirements. We discussed some minimal revisions to the Business Zone and PDD regulations to address the duplication of process concerns. The revisions were in the packet. Accessory Dwelling Units (ADU There is Planning Commission consensus to change the regulations to state that an ADU can't exceed 1000 SF and incorporate a sliding Single Family Equivalent (SFE) based upon the size of the ADU. 200-500 SF .35 SFE 500-750 SF .5 750-1000 SF .75 PC directed staff to incorporate other amendments into the ADU regulations. We discussed the existing Business Zone regulations relating to temporary vendor regulations. Staff will make proposed changes that would limit the space a temporary vendor could use for the display of merchandise. 5.
