AN ORDINANCE OF THE CITY OF JEFFERSON, IMISSOURI, REPELLING
SECTIONS 2 THROUGH 16 INCLUSIVE OF ORDINANCE NUM13t,R 5933 and
ORDINANCES NUMBERED 6072, 6257, 641.4, 6415, 6433, 6467, 6468,
6492, 6493, 6711, 6771, 6912, 69130 6968 6969, 7043 and 7044
OF THE CITY OF JEFFERSON, MISSOURI, REGULATING THE PARKING OF
MOTOR VEHICLES, AND ENACTING 1i NEW ORDINANCE RELA`.PING TO THE
SAME SUBJECT, AND PROVIDING A PENALTY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Sections 2 through 16 of Ordinance Number 5933
and Ordinances Numbered 6072, 6257, 6414, 6415, 6433, 6467,
6468, 6492, 6493, 6711, 67710 6912, 6913, 6968, 6969, 7043 and
7044 of the City of Jefferson, Missouri, regulating the parking
of motor vehicles be, and the same are hereby, repealed.
Section 2. Definitions. For the purpose of this ordinance
the following words s i 1 a� 1 have the following meaning:
(a) The word 'vehicle' shall mean any device in,
upon or by which any person or property is or
may be transported 'upon a highway, except a device
which is operated upon .rails or tracks.
(b) The word 'street ' shall mean any public street
avenue, road, alley, highway, lane, path or other
public place located in the City of Jefferson,
Missouri and established for the use of vehicles.
(c) The word 'person' shall mean and include any
individual, firm, co-partnership, association
or corporation.
(d) The word 'owner' shall mean every person in whose
name the title of said vehicle is registered.
(e) The words 'park' or 'parking' shall mean the
standing of a vehicle, whether occupied or not,
upon a street, otherwise than temporarily while
engaged in receiving or discharging passengers,
loading or unloading merchandise, in obedience
to traffic signs or signals, or an involuntary
r stopping of the vehicle for a cause beyond the
control of the operator of the vehicle.
(f) The words 'parking meter' shall mean and include
any mechanical device or meter not inconsistent
with this ordinance placed or erected for the regu-
lation of parking by authority of this ordinance.
Each parking meter that is installed shall indicate
the legal parking time that is permitted and when
operated shall at all times indicate the balance of
legal parking time, and at the expiration of such
period shall indicate illegal or overtime parking.
(g) The words 'parking meter zone' shall mean and
include any street, or portion thereof, upon which
parking meters are installed and in operation.
(h) The words 'parking meter space' shall mean any
space within a parking meter zone, adjacent to al
parking meter and which is duly designated for the
parking of a single vehicle by lines painted or
otherwise durably marked on the curb or on the
surface of the street adjacent to or adjoining the
parking meters.
Section 3. Parking meter zones; areas. The following
named streets, within the areas designated, are declared to be
parking meter zones :
(a) Parking Meter Zone "A"
The north side of High Street between Washington
Street and Adams Street.
The south side of High Street between a point
located 200 feet east of Washington Street and
Adams Street.
The north side of Capitol Avenue between a point
located 220 feet west of the west curb of Jefferson
Street and Adams Street.
The south side of Capitol Avenue between a point
located 220 feet west of the west curb of Jefferson
Street and Adams Street.
The west side of Jefferson Street between Capitol
Avenue and McCarty Street.
The east side of Jefferson Street between Capitol
Avenue and McCarty Street.
The west side of Madison Street between State
Street and McCarty Street.
The east side of Madison Street between State
Street and Capitol Avenue, and between the
public alley known as Commercial Avenue and
McCarty Street.
The west side of Monroe Street between Capitol
Avenue and McCarty Street.
The east side of Monroe Street between Capitol
Avenue and McCarty Street.
The west side of Adams Street between Capitol
Avenue and High Street
The east side of Adams Street between Capitol
Avenue and McCarty Street.
(b) Parking Deter Zone "B"
The south side of State Street between Madison
Street and Monroe Street.
The South side of High Street between Adams
Street and Lafayette Street
The north side of High Street between Adams .
Street and Lafayette Street.
The east side of Madison Street between t-tcarty
Street and tfiller Street.
'7rhe south side of McCarty Street between Jefferson
Street and Madison Street.
(c) Parking Meter Zone "C"
The southerly twenty ( 20) feet of Inlot No. 484
in the city, extending a distance of 104 feet
east of the east curb line of Monroe Street.
Section 4. Parking s aces• improper parking. The street
commissioner is hereby directed and authorized to mark off
individual parking spaces in the parkindj zones designated and
described in Section 3 of this ordinance and in such other zones
as may be hereafter established, said parking spaces to be
designated by lines painted or durably marked on the curbing
or surface of the street. At each space so marked it shall be
unlawful to park any vehicle in such a way that said vehicle
shall not be entirely within the limits of the space so designated.
Section 5. Installation of Rarking meters. Parking meters
shall be installed in said parking meter zone upon the curb or
sidewalk immediately adjacent to the parking spaces provided for
in Section 4 of this ordinance, said installation to be placed
not more than two (2) feet from the curb nor more than four (4)
feet from the front line of the parking space as indicated, and
the Chief of Police shall be responsible for the regulation,
control, operation maintenance and use of such parking meters.
Each device shall f)e so located as to show the time of legal
parking upon the deposit of the appropriate coin or coins,
lawful money of the United States of Amer{ca. Each device shall
be so constructed that upon the expiration of the lawful time
limit, it will indicate by a proper visible signal that the
lawful parking period has expired and in such cases the right of
such vehicle to occupy such space shall cease.
Section 6. Parkin2 meters to be observed. Except in a
period of emergency determined by an of ice- o the police or
fire department, or in compliance with the directions of a
police officer or traffic control signal or sign, when any vehicle
shall be parked in any parking space alongside or next to a parkin
meter, the operator of said vehicle, upon entering the parking
meter space immediately deposit or cause to be deposited in said
SN`�✓ meter sucI� proper coin of the United States as is required by
such parking meter and as is designated by directions on the
parking meter. Upon the deposit of such coin the parking space
may be lawfully occupied by such vehicle during the period of
time which has been prescribed for that part of the street in
which said parking space is located., provided that any person
placing a vehicle in a parking meter space adjacent to a parking
meter which indicates that unused time has been left in the meter
by the previous occupant of the space, shall not be required to
deposit a coin so long as his occupancy of said space does not
exceed the indicated unused parking time.
Section 7. 0 eration of parking meters. Parking meters
shall be operated in the parking meter zones every day between
the hours of 9:00 A.14. and 6?00 P.M. excepting Sundays and
Holidays, and on Fridays from 9 :00 A.M. until 9:00 P.14. The
word 'Holidays' shall include only the following days: January is ,
February 12th and 22nd, April 13th, May 30th, July 4th, the first
Monday in September, October 12th, November 11th, Thanksgiving
Day, December 25th, any State primary election day or State
general election day.
Section 8. Parking time eriod• cost. Parking meter spaces
within the parking meter zones hereinablve established may be
used for the parking of a vehicle for the time period hereinafter
established upon the deposit of the sum of money hereinafter
prescribed:
A. Parking meter spaces within arking meter zone
A may be used for thirty (30) minute parking
upon deposit of five (. 05¢) cents, or, sixty
(60) minute parking, upon deposit of ten ( .10¢)
cents.
B. Parking meter spaces within parking meter zone
B may be used for sixty (60) minute parking upon
deposit of cents, or two hour parking
upon deposi of ( . 20¢) cents.
C: Parking meter spaces within parking meter zone
X C may be used for thirty (30) minute parking
upon deposit of five ( . 05¢) cents, or, sixty
(60) minute parking, upon deposit of ten ( .10¢)
cents.
Section 9. Parkinci meter violations. (A) . It shall be
unlawful and a violation of ordinance for any person:
(a) To fail to deposit the correct coin in a parking
meter upon parking a vehicle in the parking space
adjacent thereto where there is no unused time
• remaining bn the meter.
(b) To cause, allow, permit or suffer any vehicle
registered in the name of or operated by such person,
to be parked overtime or beyond the period of legal
parking time that is established for any parking meter.

(c) To park.. within any parking meter space for a period
of time in excess of that allowed by the parking
meter, and parking for successive periods of time
within the same parking meter space is prohibited.
(d) `.Co deface, injure, tamper with, open or break, destroy
or impair the usefulness of any parking meter.
(e) To deposit or cause to be deposited in any parking
meter any slugs, devices or metal substances, or
any other substitute for lawful money.
(B) In any prosecution charging a violation of this
ordinance, proof that the vehicle described in the complaint
was parked in violation of the ordinance, together with proof
that the defendant named in the complaint was at the time of
such parking the registered owner of the vehicle, shall constitute
in evidence a prima facie presumption that the registered owner
of the vehicle was the person who parked or placed such vehicle
at the point where, and for the time during which, such violation
occurred.
Section 9. Collection of meter money. It shall be the
duty of the Chief of Police, or any policemen icemen designated by him,
to make regular collections of the money deposited in said parking
meters by removing from the parking meters the sealed containers
therein containing the coins deposited in said meters, and to
deliver such sealed containers with the seals unbroken to the
Chief of Police who shall count the coins contained therein and
deposit such funds with the City Treasurer.
Section 10. bloney into traffic and vehicle fund. The
coins deposited in parking meters shall be deposited in the
Traffic and Vehicle Fund and shall be used to defray the expenses
of proper regulation of traffic upon the public streets, alleys
and highways of the City of Jefferson, and to provide for the
cost of supervision, regulation and control of the parking of
vehicles in parking meter zones, and to cover the cost of
purchase, supervision, protection, inspection, installation,
operation, maintenance, control and use of the parking meters. ,
Section 11. Violations; penalties. Any person who shall
violate or fail to comply -with any of the provisions of this
ordinance, or who shall counsel, aid or abet any such violation
or failure to comply with the provisions of this ordinance,
shall be deemed guilty of a misdemeanor, and shall be punished
by a fine not to exceed $100. 00 pr by imprisonment not to exceed
ninety (90) days, either or both penalties to be imposed at the
discretion of the court.
Section 12. Restricted Parking in parking meter zones.
All bus stops, taxicab stands, unloading zones, non-metered
reserved or restricted- parking areas, and no-parking zones
presently existing on any street within any parking meter zone
established by this ordinance shall continue in effect and not
subject to the provisions of this ordinance.
Section 13. Unconstitutionality clause. If any section
or provision�Eof this ordinance, or parts there-of, shall be
adjudged invalid or unconstitutional, such invalidity or
unconstitutionality shall not affect the validity of the
ordinance as a whole or of any other section or provision thereof.
Section 14. Effective date. This ordinance shall take
effect and be in force from and after its passage and approval.
