HomeMy Public PortalAbout07-08-21 agendaThe Agenda Meeting of the Mayor and Council of the Borough of Carteret, preceding the Regular Meeting July 22, 2021, was held July 81 2021, at approximately 6:00 p.m, remotely, via telephone call -in. The following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Susan Naples. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. The 2021 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and the doors of the Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.cartefet.net prior to tonight's meeting. Councilmember Naples was noted present at approximately 6:02 p.m Upon MMS &C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the full membership present, the minutes of June 14, 2021 and June 18, 2021were approved as transcribed and engrossed by the Clerk. JULY 8, 2021 AGENDA MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE NOTED PRESENT APPROVAL OF MINUTES JULY 8, 2021 (continued) ORDINANCE #21 -10 ORDINANCE #21 -10 was introduced and adopted on First Reading CANNABIS and the Clerk authorized and directed to advertise same for Public LICENSING & Hearing, upon MMS &C, by Councilmembers Krum and Bellino. REGULATIONS Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #21 -10 "AN ORDINANCE TO AMEND AND SUPPLEMENT THE REVISED GENERAL ORDINANCE OF THE BOROUGH OF CARTERET TO ADD A NEW CHAPTER ENTITLED "CANNABIS LICENSING AND REGULATION" ORDINANCE #21 -11 ORDINANCE 421 -11 was introduced and adopted on First Reading CAPITAL and the Clerk authorized and directed to advertise same for Public IMPROVEMENT Hearing, upon MMS &C, by Councilmembers Krum and Bellino. ORDINANCE, RE: Upon individual roll call vote, Councilmembers Bellino, Diaz, PERFORMING ARTS DiMascio, Johal, Krum and Naples voted in the affirmative. CENTER ORDINANCE #21 -11 "BOND ORDINANCE PROVIDING FOR AID TO THE PERFORMING ARTS CENTER REDEVELOPMENT PROJECT LOCATED IN "THE COOKE AVENUE MIXED -USE REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $2,070,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,370,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" Mayor Reiman said this appropriates redevelopment fees toward the Performing Arts Center. fr] ORDINANCE #21 -12 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #21 -12 "BOND ORDINANCE PROVIDING FOR AID TO THE WATERFRONT REDEVELOPMENT PROJECT LOCATED WITHIN THE WATERFRONT REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $3,250,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $3,250,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" Mayor Reiman said this appropriates Crowe Holdings redevelopment fees toward future waterfront growth like the ferry terminal, boardwalk, etc. ORDINANCE #21 -13 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Krum and Bellino. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE 421 -13 "BOND ORDINANCE PROVIDING FOR THE FEDERAL BOULEVARD AND BLAIR ROAD PROJECT IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,450,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,450,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE THE COST THEREOF" 3 JULY 8, 2021 (continued) ORDINANCE #21 -12 CAPITAL IMPROVEMENT ORDINANCE, RE: WATERFRONT REDEVELOPMENT ORDINANCE #21 -13 CAPITAL IMPROVEMENT ORDINANCE, RE: FEDERAL BLVD. / BLAIR ROAD JULY 8, 2021 (continued) Mayor Reiman said this is part of the NJDOT project improvements in West Carteret — Federal Blvd/Blair Rd. He said it is part of Local Freight Infrastructure and appropriates those fiords towards the project. PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS Council. Upon MMS &C, by Councilmembers Diaz and Bellino and & NEW BUSINESS unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business. PUBLIC HEARING There being no comments or objections to the Resolutions /Agenda CLOSED items or new business, upon MMS &C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the full membership present, the meeting was closed. Mayor Reiman asked for a motion on the Consent Agenda. Resolution #21 -118 through #21 -129 were introduced by Mayor Reiman and referred to the Council for action. Upon individual Roll Call Vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Bellino all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reports: REPORTS 1. Board of Health —May 2021 2. Clerk's Office — June 2021 3. Inspection of Buildings — June 2021 Upon MMS &C, by Councilmembers Diaz and Bellino and affirmative vote of the fall membership present, all reports were ordered to be received and placed on file. Mayor Reiman said he filed his appointment to the Planning Board Clerk's Note: Alternate 41 open seat with Clerk's Office. For continuity's sake, Mayor Reiman's Planning Board Alt. #1 appointment was listed with other Resolutions. 7 July 8, 2021 (Continued) Mayor Reiman said when opening to the public he said anyone 1AAYOR RE,IMAN wishing to address the council should press *5 but it should have actually been 5* and asked for a motion to reopen for any comments or questions from the public. RE -OPEN Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous PUBLIC PORTION affirmative vote of the frill membership present, the meeting was RESOLUTIONS/ opened for public input on all Resolutions/Agenda items and new AGENDA ITEMS & NEW BUSINESS business. PUBLIC HEARING There being no comments or objections to the Resolutions /Agenda CLOSED / MEETING items or new business, Mayor Reiman asked for a motion to close the ADJOURNED public portion and adjourn the meeting.
