AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING
ORDINANCE NUMBER 7261 OF THE CITY RELATING TO THE LEVY AND
COLLECTION OF A MOTOR VEHICLE TAX FROM THE OWNERS OF AND
DEALERS IN MOTOR VEHICLES OPERATED WITHIN SAID CITY, AND THE
ISSUANCE OF A LICENSE FOR SUCH MOTOR VEHICLES, AND ENACTING A
NEW ORDINANCE PERTAINING TO THE SAME SUBJECT, AND PROVIDING A
PENALTY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Motor Vehicle Tax. Every resident of this
city owning a motor vehicle Mch all be driven or operated
upon any street, alley, roadway or highway within said city
shall register said motor vehicle with the city collector and
purchase a city license on or before the first day of July of
each year, to receive the privilege of operating said motor
vehicle within said city for all or any portion of the twelve
month period beginning on the 1st day of July in the year in
which said license is required, and the cost of said city
license shall be as follows:
(a) For motor vehicles other than commercial
motor vehicles:
Less than 12 horsepower . 2. 50
12 horsepower and less than 24 horsepower . . . 3.50
24 horsepower and less than 36 horsepower . 5.50
36 horsepower and less than 48 horsepower , , , 7. 50
48 horsepower and less than 60 horsepower . . . 8. 50
60 horsepower and less than 72 horsepower . . . 10. 50
72 horsepower and more 12. 50
Motorcycles . 2. 00
Motortricycles . . . . 2.50
(b) For commercial motor vehicles having a
manufacturer's rated capacity of :
Less than 2 tons . . 3.50
2 tons and less than 5 tons 6.00
5 tons and less than 6 tons . 9. 00
6 tons and less than 7 tons . . . . . . . . . . 10.00
7 tons and less than 8 tons . . . . . . . . . . 12. 00
And for every ton or major fraction thereof in
excess of 8 tons, $5. 00 per ton.
Section 2. Exemptions: vehicles operated exclusively
outside of the city: service commission icenses. The
prece ing sec ion of s ordinance sriall not apply to:
(a) A resident of this city owning a motor vehicle
which is used exclusively outside of said city, and
(b) To any motor vehicle,, to which is attached an annual
license issued by the Public Service Commission of
Missouri, operated by either a common carrier or a
contract carrier regulated by said commission.
Section 3. Delinquent licenses penalty. All licenses
issued after the first day of u y shall a considered delinquen
and the applicant therefor shall incur a penalty in the amount
of Two ($2.00) Dollars per month for each month, or portion
thereof, expiring between the first day of July and the date
the license is issued; provided that a license issued for a
motor vehicle, to which title has recently been obtained and
which is being licensed by the owner thereof for the first
•� time, shall be considered delinquent on the first day of the FIR-Tr
month subsequent to the date on which title to said motor
vehicle was obtained, and the applicant therefor shall incur a
(P 9Ilk penalty in the amount of Two (32.00) Dollars for each thirty
day period, or portion thereof, expiring between the date

All penalties for delinquent licenses and the
appropriate license fee stated above shall be paid to and
collected by the city collector from the person, firm or
corporation to whom the license is issued.

qP Section 4. Resident dealers tax. Every resident dealer
of motor vehicles w o, under trie mo or vehicle laws of the
State of Missouri, shall have obtained a dealer's general
distinctive number, may instead of registering each motor
vehicle dealt in as provided hereinbefore, register with the
Collector of the City of Jefferson on or before the first day
of January of each year, such distinctive number so awarded
by the State, the name of the person, association or corporation
to whom assigned and the business address thereof, and on
payment of the registration fee of Five ($5. 00) Dollars, may
receive from the City Collector a certificate of registration,
bearing thereon the date of issue and the year for which issued
and also five license plates. Such person, association of
corporation may obtain as many additional license plates as
may be desired by presenting to the City Collector the certi-
ficate of registration and paying not less than Five ($5. 00) Dollars
for each additional set of five license plates. It shall be
the duty of the City Collector to endorse, both on the certificate
of registration and on the records retained in his office,
all of the city license plate numbers issued under the certificate
Amok of registration. License plates so issued shall be placed
and used only on motor vehicles bearing a state dealer's license
plate. Those qualifying and registering under this section
shall be subject to all of the regulations imposed by ordinance
or other registrants and liable under the penalties prescribed.
Section 5. Issuance of license; conditions. The City
Collector shall issue a motor vehicle license sticker to the
registered owner thereof upon payment of the amount designated
in this ordinance and presentation to the collector of proper
evidence of (a) title to the motor vehicle from the Department
of Revenue of Missouri, Division of Motor Vehicle Registration,
and (b) payment of all personal property taxes by the resident
owner of said motor vehicle for all previous tax years.
Section 6. Horsepower rating. The horsepower of all
motor vehicles for the purpose of determining the cost of the
license sticker thereupon shall be determined according to the
rating provided and established by the laws of the State of
Missouri for ascertaining the cost of State license plates.
Section 7. License Sticker Renewal. License stickers
shall be renewed annually in the same manner and upon payment
of the same fees as set out in this ordinance, said license
sticker to take effect on the first day of July of each year
and said license sticker shall expire on succeeding thirtieth
day of June.
Section 8. Semi-annual or Quarterly Registration. If
the application for a icense s is er on a motor vehicle is
made during the period beginning January 1st and ending
March 31st, one-half of the annual license fee shall be paid.
If the application is made during the period from April 1st to
June 30th, one-fourth of the annual license fee shall be paid.
Section 9. New residents• delinquent license penalty.
New residents of is ci y shall ave thirty days from the
date of acquisition of residency within this city in which to
purchase a motor vehicle license sticker, and at the expiration
of said thirty day period, any license issued to a new resident
of the citx shall be deemed delinquent and bear a penalty of
Two ($2. 00) Dollars for each thirty day period, or any portion
thereof, expiring between the date that the license becomes
delinquent and the date the license is issued.
Section 10. Displav of license sticker. The owner of a
motor vehicle subject o the prow s ons o is ordinance
shall conspicuously display and affix such license sticker on the
lower right hand corner of the windshield of said motor vehicle.

Section 11. Duplicate stickers obtainable. duplicate
copies of motor ve c e cense stickers may a obtained from
the City Collector upon satisfactory proof of the destruction
or loss of the original license sticker and upon payment of
the sum of twenty-five (25) cents.
Whenever the original sticker is destroyed,
or the windshield upon which said sticker was placed is broken,
or upon the sale of the motor vehicle carrying a city license,
the City Collector, upon satisfactory proof, may issue a
duplicate license sticker. Satisfactory proof shall be deemed
to be the exhibiting to the City Collector of a sufficient
portion of the license sticker as will disclose that the
original license sticker is destroyed to such a degree as to be
no longer useable.
Section 12. License stickers non-transferable. City

may only be used on automobiles actually owned by the purchaser
of the license.
Section 13. Penalty. Every person, firm, or corporation,
or manager, agent or employee thereof violating the provisions
of this ordinance shall be deemed guilty of a misdemeanor,
and upon conviction thereof shall be fined not less than

imprisoned in jail for not more than ninety (90) days, or
shall be both so fined and imprisoned.
Section 14. Repeal Clause. Ordinance Number 7261,
relating to the same suVject be, and the same is hereby
repealed.
Section 15. Effective date. This ordinance shall be in
force and take effect from and a ter its passage and approval.
