AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING
ORDINANCES NUMBERED 6012 (BEING SECTIONS 278-286 R. 0. OF THE
CITY OF JEFFERSON, 1956) CREATING THE POSITION OF LICENSE
INSPECTOR, ORDINANCE NUMBERED 7061, CREATING THE POSITION OF
DEPUTY CITY COLLECTOR, AND ORDINANCE NUMBERED 7265, CREATING
THE POSITION OF CLERK IN THE OFFICE OF THE CITY COLLECTOR,
AND ENACTING A NEW ORDINANCE RELATING TO THE SAME SUBJECTS.
BE IT ORDAINED BY T1iE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Ordinances Numbered 6012 (being Sections
278-286 of the R. 0. of the City of Jefferson, 1956 ) , creating
the position of license inspector, Ordinance Numbered 7061,
creating the position of deputy city collector, and Ordinance
Numbered 7265, creating the position of clerk in the office
of the city collector, be, and the same are hereby repealed.
Section 2. Personnel in Office of City Collector. The
office of City Collector shall include the positions of deputy
city collector, 'license inspector and clerktypist.
Section 3. Appointment of Personnel. All employees in
the office of the City Collector shall be appointed by the
City Collector with the advice and consent of a majority of
the members of the City Council. Each employee shall serve
at the pleasure of the City Collector and until his or her
successor shall have been appointed and qualified.
Section 4. Qualifications of Employees. The deputy
city collector, license inspector, and the clerktypist in the
office of the City Collector shall each be at least twenty-one
ears of age, a resident of and a qualified voter of the city,
and a person of good moral character, mentally and physically
apable of performing the duties of their position.
Section 5. Deputy City Collector, duties. The deputy
ity collector shall assist the City Collector in the operation
of his office, and generally perform such duties in the office
as the City Collector may direct. In the absence of the City
ollector, the deputy city collector shall perform the duties
of the City Collector.
Section 6. License Inspector, duties and powers.
(A) It shall be the duty of the License Inspector
to enforce all ordinances of the City regulating:
(1) The licensing of trades, businesses, vocations,
and occupations within the city.
(2) The licensing of peddlers, transient merchants,
solicitors and convassers within the city.
(3) The licensing of the manufacture, distributor
or sale of intoxicating liquor and non-intoxicating beer within
the city.
(B) In the performance of his duties, the License
Inspector shall have the following powers:
(1) To enter any business establishment in. the city
to determine if the ordinances of the city pertaining to the
issuance of licenses are being observed.
(2) To demand presentation to him and inspect
every license required by the ordinances of the city to be issued.
(3) To arrest such persons, firms or corporations
or the manager thereof, when of his own knowledge said person,
firm or corporation is in violation of any ordinance of this
city.
Section 7. Clerk-Typist: duties. The clerk-typist in
the office of the City Collector shall perform such duties as
may be required by the City Collector in the efficient operation
of said office.
Section 8. Supervision of employees. The City Collector
shall supervise the deputy city collector, the license inspector
and the clerk-typist in the performance of their duties.
Section 9. Effective date. This ordinance shall take
effect and be in force and after its passage and approval.
