AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CREATING THE
OFFICE OF DIRECTOR OF PUBLIC WORKS, PRESCRIBING THE METHOD OF
APPOINTMENT, THE TERM OF OFFICE, QUALIFICATIONS, AND DUTIES
OF THE DIRECTOR OF PUBLIC WORKS AND FIXING THE COMPENSATION
FOR SAID OFFICE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Director of Public Works. The office of
Director of Public Works of the City of Jefferson, Missouri,
is hereby created.
Section 2. Appointment, term of office. The Director
of Public Works shall be appointed by the Mayor with the advice
a-nd consent of a majority of the members of the City Council,
and shall serve at the pleasure of the Mayor and a majority
of the members of the Uouncil.
Section 3. Qualifications. The Director of Public Works
shall be a graduate engineer, licensed and registered by the
State of Missouri, or a state with which Missouri is in
reciprocity, as a professional engineer. He shall have such
administrative and construction experience as may be deemed
necessary by the Mayor and a majority of the members of the
Council.
Section 4. Duties. The Director of Public Works shall
generally supervise the work of, consult with, and coordinate
the operations of the City Engineer, Street Commissioner,
Building Commissioner, Heating and Plumbing Inspector and the
Electrical Inspector.
Section 5. Compensation. The Director of Public Works
shall be entitled to such salary as may be prescribed by the
Mayor and a majority of the Members of the City Council, and
the annual salary of said office shall not be less than Ten
Tousand ($10,000. 00) Dollars nor more than Fifteen Thousand
($15,000.00) Dollars.
Section 6. Effective Date. This ordinance shall take
effect and be in force from and after its passage and approval.

I am vetoing the ordinance creating a Public Works Director for three
basic reasons, namely:
1. It should not become a part of our ordinances in its
present wording.
(a) It should show line of succession in case of vacancy
or sickness.
(b) It is not necessary or advisable to require the
Business Mgr. of the City Works Dept. to be a
"Registered Engineer". Federal, State or City
Governments do not require this by law. Therefore,
the man we may want, with necessary City Works
experience, may not be registered. As a matter of
policy, we would prefer he 40t be registered and
he could take the board here after employment.
(c) His duties are not powerful enough for effectiveness.
It says "generally supervise, consult with and advisee,
also limits his actions to only Street Commissioner,
City Engineer and three Inspectors.
(d) Compensation should not be in this ordinance. Each
man knows we will pay $150000.00, and this becomes
his price. Salaries of City Employees belong in
our Salary Ordinance on a graduated pay scale.
2. The money for implementation of this is not in our budget
nor is there current income available to finance this
proposed dept. before our next budget and new tax rate to
be passed by the Council as of July 1, 1963.
3. This Dept. with its secretary, car and other cost will
cost our taxpayers approximately $20,000.00 per year,
requiring a tax rate increase of .05G.
A Director of Public Works may be necessary when and if
the City furnishes revenue producing utilities such as
water, power, transportation, sewerage disposals, garbage
and etc.. I am not opposed to a Director of Public Works
when his duties would exist equal to the responsibilities
and cost of his dept. This does not exist today!
Our Street Dept. is doing an excellent job under the
direction of the Street Committee and the Mayor. When
he needs technical advise, it is available from the
City Engineer or other local civic-minded Engineers. The
Inspection Dept. can be placed, by ordinance, directly
under the supervisionof the City Engineer, who is now
staffed with personel and secretary fully capable to
coordinate and supervise their duties and keep proper
records, with copies going to all parties affected.
This can be accomplished at a negligible cost and should
be implemented immediately.
Therefore, I feel this ordinance should not be passed in its present
form, and at this time, without money being bugetedg I consider it a unnecessary
waste of public tax money and un-business like management for the City to put
itself in a position that it must increase the City Revenue from 85C to 90C
to finance this $20,000.00 annual dept. under the pre a stated circumstance.
