CONTRACT
THIS AGREEMENT made the 23rd day of January in the year
of Nineteen Hundred Sixty-three by and between Leonard Fajen, d/b/a
Leonard Fajen Plumbing and Heating of Cole County, Missouri,
hereinafter called the "Contractor" and the City of Jefferson,
Missouri, a municipal corporation located in Cole County,
Missouri , hereinafter called the Owner.
WITNESSETH, that the Contractor and the Owner for the
consideration stated herein agree as follows :
ARTICLE 1. STATEMENT OF WORK. The Contractor shall furnish
all labor and materials and perform all work required for furnishing
and installing all labor, materials, equipment and transportation
and everything necessarily inferred from the general nature and
tendency of the plans and specifications for the proper execution of
the remodeling of the existing steam piping system, with the alternate,
in the first floor and basement of the City Hall Building, located
at High and Monroe Streets, in Jefferson City, Missouri, in strict
accordance with the Specifications and the Drawings, all of which
are attached hereto and made a part hereof, and shall do everything
required by this agreement, general conditions of the contract,
specifications and drawings and all other contract documents.
ARTICLE 2. TIME OF COMPLETION. The work to be performed under
this contract shall be commenced within five days after written
notice to proceed is received from the Owner, and the work covered by
this contract shall be completed as soon as possible.
ARTICLE 3. CONTRACT DOCUMENT. Contract Documents shall consist
of the following component parts:
® 1. Instructions to Bidders
2. The Drawings
3. The Detailed Specifications
4. The Contract
5. Contractor's Proposal as accepted by the Owner.
6. Performance and payment bond, the premium for which
shall be paid by Owner.
ARTICLE 4. CONTRACT SUM. The Owner shall pay the Contractor
for the prompt, faithful and efficient performance of the conditions
and undertaking of this Contract, subject to additions, and deductions
as provided herein, in current funds the sum of Two Thousand Three
Hundred Thirteen and 45/100 Dollars ($2,313.45) .
Payment may not be started until thirty (30) days after the
Contractor has commenced work and thereafter final payment be made in
accordance with the provisions of the Specifications.
IN WITNESS WHEREOF, the above bounden parties have executed the
within instruments this 23rd day of January, 1963.

KNOW ALL MEN BY THESE PRESENTS, that we Fajen Plumbing and Heating,

The Hanover Insurance Company, as Surety, are held and firmly bound
unto the City of Jefferson, Missouri, in the sum of Twenty Three
Hundred Thirteen and 45/100 Dollars ($2,313.45) , for payment whereof
the Principal and Surety bind themselves, their heirs, executors,
administrators and successors, jointly and severally, firmly by these
presents WHEREAS, the Principal has, by means of a written agreement,
dated the 23rd day of January, 1963, entered into a contract with
the City of Jefferson, Missouri, for the remodeling of the existing
steam piping system, with the alternate, in the first floor and
basement of the City Hall Building, located at High and Monroe Streets,
in Jefferson City, Missouri.
NOW, THEREFORE, if the Principal shall faithfully perform and
fulfill all the undertaking, covenants, terms, conditions and agreements
of said contract during the original term of said contract, and any
extentions thereof that may be granted by the Owner, with or without
notice to the Surety and during the life of any guaranty required
under the contract; and shall also faithfully perform and fulfill
all undertakings, covenants, terms, conditions and agreements of
any and all duly authorized modifications of said contract that may
hereafter be made with or without notice to the Surety; and shall also
promptly make payment for material, equipment and tools, consumed or
used in connection with the work set forth in the contract referred
to above, and all insurance premiums, both compensation and all
other kinds of insurance on said work, and for all labor performed on
such work whether by sub-contractor or otherwise, as provided for in
• said contract and in any and all duly authorized modifications of said
contract that may be hereafter made, with or without notice to the
Surety; then, this obligation shall be void and of no effect, but it
is expressly understood that if the Principal should made default in
or should fail to strictly, faithfully and efficiently do, perform and
comply with any or: more of the covenants, agreements, stipulations,
conditions, requirements or undertakings as specified in or ; by the
terms of said contract and within the time therein named, then this

obligation shall be valid and binding upon each of the parties hereto
and this bond shall remain in full force and effect; and the same may
be sued on at the instance of any material man, laborer, mechanic,
sub-contractor, individual, or otherwise to whom such payment is due,
in the name of the Owner, to the use of any such person.
AND, IT IS FURTHER specifically provided that any modifications
which may hereinafter be made in the terms of the contract or in the
work to be done under it or the giving by the Owner of any extension of
the time for the performance of the contract or any other forbearance
on the part of either the Owner or the Principal to the other, shall
not in any way release the Principal and the Surety or either or any of
them, their heirs, executors, administrators and successors, from
their liability hereunder, notice to the Surety of any such extension,
modifications, or forbearance being hereby waived.
IN WITNESS WHEREOF, the above bounden parties have executed the

SPECIFICATIONS FOR REMODELING EXISTING STEAM
PIPING SYSTEM IN FIRST FLOOR AND BASEMENT OF
® THE CITY HALL BUILDING LOCATED AT MONROE AND
EAST HIGH STREETS, JEFFERSON CITY, MISSOURI.
SCOPE OF WORK
Contractor shall make changes and alterations to the existing system as per
plan and specifications including furnishing and installing all necessary pipe,
fittings, strainers, traps, valves, etc.
Furnish and install condensate receiver and pump complete with controls,
piping and wiring.
Furnish and install.thermostatic control for first floor unit heaters.
Removal of portions of system.
Under Alternate install two cabinet.type unit heaters with necessary traps,.
pipe, fittings, electrical work, etc. State price of alternate installation
separately on bid.
PIPING PLAN
The piping plan shows both existing and new piping arrangement and is
substantially complete in all essential details and it is assumed that the con-
tractor, his subcontractor and employees have sufficient knowledge in their
respective trades to properly interpret them and furnish all labor and materials
necessary and appropriate to a complete and first class installation in all
.respects.
Bidders shall carefully examine the plan and specifications and visit.the
building to acquaint themselves with conditions under which the work must be
conducted and before commencing work or ordering materials shall call the
Engineer's attention to any conditions that may prevent the.installation as
designed and receive instructions before proceeding further. All measurements
• for working.materials shall be taken from the building and not from the drawing
except as specifically noted.
SPECIAL CONDITIONS
The contractor shall provide protective coverings to protect merchandise
in the area of work and shall notify the management of the Herman Clo. Co.
when work is to be done.
Contractor shall submit three copies of equipment to be furnished for
approval by the Engineer.
LAWS, ORDINANCES, RULES, ETC.
All work shall be done in full accordance with the National Board of Fire
Underwriters Rules, state and local ordinances, state and local Heating and
Ventilating Laws and Codes.
Contractor shall obtain all and necessary permits for installation of the
.work.
WORKMANSHIP
First class workmanship will be demanded in all cases and work shall be
erected not only with a view to proper construction and operation, but also the
appearance.

IP WORK AND MATERIAL
. All pipe, fittings, valves, traps and apparatus shall be new, free from
material defects, perfect in operation and installed as shown on-plan. Each
piece shall be properly set to proper lines and elevations, and be securely
supported. All apparatus shall be complete with all parts, accessories,
trimmings, connections, etc. , as shown in manufacturers catalog or necessary
for its proper performance.
All apparatus shall be properly cleaned, adjusted, lubricated and put in
complete working order with all accessories, trimmings, etc. , attached and
adjusted.
TESTS
After completion of work, before final payment is made, contractor shall
run a test of the system to prove to the satisfaction of the Engineer, the capacity
and proper performance of new piping, traps, pumps, etc.
The contractor shall deliver to the Owner all printed instructions issued
by the manufacturer for the proper care and operation of the equipment.
Leaks occurring during test shall be repaired upon completion of test and
rechecked.

CHIMNEY & BREECHING
Contractor shall thoroughly clean soot and debris from chimney and
breeching.
Clean, lubricate and adjust existing barometric draft regulator.
CLEANING AND REPAIRING OLD EQUIPMENT
Disconnect two unit heaters and thoroughly clean motors , fan blades, and
finned heat exchangers. Replace heaters as shown. Check unit heater at east
wall for loose bearings or loose fan blades. Repair as required.
REMOVAL OF EXISTING EQUIPMENT
As required by plan and specification, remove equipment and store in
boiler room.
Pipe and fittings indicated to be removed shall become the property of the.
contractor and shall be removed from the premises. Radiator traps or valves in
good condition may be re-used.
PUMP
Furnish and install one (1) Hoffman, Aurora, Skidmore, Dunham, or equal
Condens ate.Return-Pump with a minimum capacity of 9 GPM and 20 lb. dis-
charge pressure at pump. Unit to have minimum of 1/3 H.P. 1750 RPM
115 Volt, 60 Cycle single phase motor.
Unit to have cast iron receiver with minimum of 15 gallon capacity and
controlled by automatic control switch.
Install pump at rear of boiler.
PIPE, FITTINGS, ETC.
All pipe shall be black schedule 40 and fittings to be.screwed black
cast iron.
Pipe shall be supported at intervals not to exceed 8'-0" center to
center.
Piping to be hung to pitch as shown on plan or as required for drainage or
air elimination.

All radiator traps shall be Hoffman, Webster Dunham or Illinois
Engineering.
Float and thermostatic traps shall be "Series G" as manufactured by
Illinois Engineering Co. of Chicago, Illinois. Traps shall be protected by line
strainers suitable for low pressure steam work.
Valves shall be 125 lb. W.S.P. , gate type.
Provide nickel plated ceiling, wall and floor plates at all openings.
CONTROLS
Install one low voltage thermostat MHT88E for each unit heater on the first
floor. Thermostats shall have a range of 550 F to 850 F.
Mount the thermostat for the heater near the front door on the east facing
of the northwest furred support post near the front entrance of the store.
Thermostats shall control power input into unit heater control boxes
through double pole single throw relays - MHRA832A having low voltage
pilot control.
One.set of relay contacts shall be wired to start gas burner on the boiler
and shall be in parallel with the upstairs thermostat.
Thermostat on second floor at present is the only control to start gas
burner in boiler.
INSULATION
. All new and' altered piping shall have 1" thick fiberglass type insulation,
snap-on premolded such as Gustin Bacon, or equal, with 8 oz. canvas jacket.
All fittings shall be covered with 1" thick asbestos and covered with 8 oz.
canvas.
• CUT PATCH & PAINT
Any cutting or patching required shall be performed by the Contractor.
Painting shall match adjoining surfaces.
Painting of pipe insulation not included in this work.

WIRING
® All necessary electrical work shall comply with the latest edition of the
National Electrical Code, State, City and Utility Regulations.
Contractor to furnish and install fused disconnect and power circuit for
condensate.pump.
Furnish and install thermostats and control circuits in thin wall conduit
to two unit heaters on first floor.
All materials shall be new and listed by Underwriters Laboratories, Inc.
GUARANTY
The Contractor shall guarantee the complete erection of the work in
accordance with the plan.and specifications and guarantee satisfactory
operation of all new equipment installed by him for a period of one year.
All parts installed under this contract shall be guaranteed for one
year against defect of workmanship or material.
Free.service for one year shall be rendered on all equipment furnished
and installed.
PAYMENT
Upon approval by the Engineer and acceptance by the Owner full pay-
ment of the Contract sum will be made within 30 days.
COMMENCEMENT OF WORK
The successful bidder shall begin work within 5 days after signing of
contract and shall complete all work within 30 days.
e ALTERNATE
Furnish and install two Modine or equal, cabinet unit heaters on ceiling
of basement. One unit to be installed at northwest stair to discharge toward
north wall shall be Model C 250 Type BF with air flow arrangement No. 3.
This unit shall have a capacity of 20,000 BTU when operating on 2 lb.
steam at 600 entering air and 240 C.F.M.

One unit to be installed at east side of east beam 20 ft. from north
wall to discharge toward south wall shall be Model C 375 Type BF with air
flow arrangement No. 3.
This unit shall have.a capacity of 30,150 BTU when operating on
2 lb, steam at 600 entering air and 375 C.F.M.
Units shall have three speed motors mounted on vibration-reducing
rubber pads.
Furnish and install line voltage thermostats, one at each unit.
Furnish and install all necessary steam supply and return-pipe, fittings,
unions, etc.
Radiator .traps shall be 3/4" minimum. All pipes shall be insulated
with.1" thick Gastin-Bacon.Snap On insulation with canvas cover.
Furnish and install necessary power and control wiring for each .unit.
Remove existing fin-pipe radiation on east side of beam in basement.
Fin-pipe radiation and fittings to become property of the Contractor
and.shall be removed from the premises.
Extend supply main from point of entrance into old finpipe radiator
along beam to supply new ceiling cabinet unit heater.
Extend return as shown on plan.
