BE IT ORDAINED BY T11E CI'T'Y COUNCIL OF THE CI'T'Y OF JEFFERSON,
14ISSOURI, AS FOLLOWS:
Section 1. Repeal clause. Ordinances numbered 7135,
72591 7293, 7310 and 7314 of the City of Jefferson, Missouri
relating to the salaries and compensation of city officials
and employees be, and the same are hereby repealed.
Section 2. Compensation of Elective Officials. Hereafter
the following elective officials of the city of Jefferson City,
Missouri, shall receive the following compensation for the
performance of their duties, and as specifically mentioned
herein, the following amounts as expense accounts to defray
expenses incurred by them in the performance of their official
duties :
Amok (1 ) The Mayor shall receive the sum of '3200. 00 per
month as salary, and in addition thereto, shall receive $75. 00
per month as an expense account.
(2) The City Marshall shall receive the sum of ; 500. 00
per month as salary, and in addition thereto, shall receive
: 70. 00 per month as an expense account.
(3) The City Attorney shall receive the sum of x$500. 00
per month as salary, and in addition thereto, shall receive
$100. 00 per month as an expense account.
(4 ) The Police Judge shall receive the sum of ''280. 00
per month as salary, and in addition thereto, shall receive
320. 00 per month as an expense account.
(5 ) The City Treasurer shall receive the sum of
3100 . 00 per month as salary, and in addition thereto, shall
receive the sum of X25. 00 per month as an expense account.
(6 ) The City Assessor shall receive the sum as salary
that is equal to two-thirds (2/3) of the fees paid to the
County Assessor for returning merchants' and manufacturers'
lists and for making assessments and returns on list of personal

(7 ) The City Collector shall receive the sum of W,7470. 00
per month as salary, and in addition thereto, shall receive on
all delinquent taxes collected a sum equal to two (2°Jo) per
cent of the amount of said delinquent taxes plus the penalty
thereon, which amount shall be added to the amount owed by
the delinquent tax payer and collected from the person paying
said delinquent taxes. In addition, the sum of 4*?'1, 200. 00 shall
be available annually to the office of the City Collector
for payment of such additional part time help as the collector

(8) 4embers of the City Council shall receive the
sum of 375. 00 per month as salary, and in addition thereto,
shall receive J50. 00 per month as an expense account.
Section 3. Definitions. ns used hereafter in this
.y ordinance the following terms shall- have the following meanings :

(1 ) Period 1 - The probationery six months period of
initial employment.
(2 ) Period 2 - The period of employment beginning with
the 7th month and ending with the 18th
month.
(3) Period 3 - The period of employment beginning with
the 19th month and ending with the 30th
month.
(4) Period 4 - The period of employment beginning with
the 31st month and ending with the 42nd
month.
(5) Period 5 - The period of employment beginning with
the Ord month and ending with the 54th
month.
(6) Period 6 - The period of employment beginning with
and continuing on from the 55th month.
Any department head may suggest, at any time, to the
ppropriate committee of the city council that the service period
f the department head, or any employee, be advanced, and if the
ommittee recommends to the city council that such action be
aken, and the council approves the recommendation, the service
riod of the department head, or employee of the department,
hall be changed and the compensation adjusted to the new length
f service.
Section 4. Compensation of appointive officials and
iploy2es. The compensation to be paid to the following-named
ppointive officials and employees of the city for the performance
f all their duties as prescribed by law shall be as follows:

Section 5. Com ensation of Temporary Policemen. Temporary
policemen shall receive as salary the sum of Five and one-half
05. 50) Dollars per day.
Section 6. Street- Department Clerk-Typist. The Street
Department Clerk Typist shall be paid T1. 50 per hour (not to exceed
sixteen hours per week) for each hour of work, which shall be
certified monthly by the Street Commissioner.
Section 7. Part time parking gara2e attendants. Part time
municipal parking garage relief attendants shall be paid x$1.25
per hour for each hour worked.
Section 8. Expense accounts for appointive officials. The
following-named appointive officials shall receive the following
monthly expense accounts :
(1) The Building commissioner and Chief Inspector shall
receive a monthly expense account of 1$50. 00.
(2) The 'Electrical Inspector shall receive a monthly
expense account of x$50. 00.
(3) The Plumbing Inspector shall receive a monthly
expense account of ;$50. 00.
(4 ) The Fire Inspector shall receive a monthly expense
account of 125. 00.
( 5) The Health & License Inspector shall receive a
monthly expense account of w?50. 00.

Section 9. Munici all y owned vehicles. The City Engineer,
the Milk Inspector, the 0-treet 0-tree duper n en ent and the Humane
Officer shall be furnished with a suitable city owned vehicle
for use by them in the performance of their duties.
Section 10. Clothing allowance. (A) All members of the
Police Department shall be api '1ifTeen ('315. 00) Dollars per month
as a clothing and uniform allowance. (B) All municipal parking
garage attendants shall be paid $10. 00 per month as a clothing
and uniform allowance.
Section 11. This ordinance shall take effect and be in
force on April 16, 1963, from and after its passage and
approval.

206-209 R. 0. Of the City of Jefferson, 1956 ) AND SECTIONS
2, 3, 49 5 AND 6 OF ORDINANCE NUMBER 6177 ( BEING SECTIONS
lb 287-291 R. 0. OF THE CITY OF JEFFERSON, 1956 ) CREATING THE
OFFICE OF CITY PHYSICIAN AND RELATEING TO THE QUALIFICATIONS ,
POWERS AND DUTIES OF THE OFFICE, AND CREATING THE OFFICE OF
HEALTH OFFICER, AND RELATING TO THE APPOINTMENT, QUALIFICATIONS,
POWERS AND DUTIES OF THAT OFFICE, AND ENACTING A NEW ORDINANCE
ESTABLISHING THE DEPARTMENT OF PUBLIC HEALTH, PRESCRIBING THE
PERSONNEL THEREIN, AND PROVIDING FOR THEIR QUALIFICATIONS,
APPOINTMENT, DUTIES AND POWERS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS :
Section 1. Ordinance Number 2701 of the City of Jefferson,
Missouri ( being Sections 206-209 of the Revised Ordinances of
the City of Jefferson, 1956 ) relating to the office of the City
Physician, and prescribing the qualifications, powers and duties
of said office, and Sections 2 through 6 of Ordinance Number
6177 of the City of Jefferson, Missouri, ( being Sections 287-
291 of the Revised Ordinances of the City of Jefferson, 1956 )
resting the office of Health Officer, and relating to the
qualifications, appointment, powers and duties of that office,
e, and the same are hereby, repealed.
Section 2. Department of Public Health. There is hereby
established a Department of Public Health of the City of
Jefferson, Missouri.
Section 3. Commissioner of Public Health, appointment. At the
first regular meeting of the council after each annual city
election, or as soon thereafter as practicable, the Mayor, with
he consent of a majority of the members elected to the City

ouncil, shall appoint a competent man to the office of
ommissioner of Public Health. The person so appointed shall hold
he office until his successor shall have been appointed and shall
have qualified. If a vacancy occur in the office for any reason,
he Mayor shall appoint a suitable person to discharge the duties
of the office until the first regular meeting of the city council
ccurin after the vacancy, at which time the vacancy shall be

illed for the unexpired term in the manner above prescribed.
Section 4. Oath and qualifications. The person appointed to

the office of Commissioner of Public Health shall, before entering
upon the duties of that office, take the oath required by the
city charter for city officers. No person shall be appointed
to the office who is less than 25 years old and the person to
be appointed must be a graduate of a reputable medical college
or osteopathic college, as prescribed by Section 334.031 R. S.
Mo. , 1961, and must be a practicing physician and surgeon in
good standing with the State Board of Registration for the
Healing Arts of the State of Missouri.
Section 5. Duties. The Commissioner of Public Health shall
report to the board of health of the city the outbreak: of any
epidemic of malignant, infectious or contagious diseases, after
investigating the nature thereof, and thereafter, he shall take
such action as, in his judgment, the public safety may require.
He shall report to the board of health the existence of any
unsanitary condition that may affect the health and welfare of
the citizens of the community. He shall administer to such
sick or dideased persons confined in the jail of the city and
to such other indigent persons as may be designated by the
board of health of the city.
PUBLIC HEALTH AND RESTAURANT INSPECTOR
® Section 6. Public Health and Restaurant Inspector. The
office of Public Health and Restaurant Inspector is hereby
created.
Section 7. Appointment. The public health and restaurant
inspector shall be appointed by the Mayor with the consent of
the majority of the elected memberd of the city council. He
shall be appointed on or before the second regular meeting of
the city council after the general election in the year 1961
and every two years thereafter and he shall serve until his
let successor shall have been appointed and shall have qualified.
In the event of a vacancy in said office, the Mayor shall appoint
a suitable person to discharge the duties of said office until
the first regular meeting of the c ity'council occuring after the

vacancy, at which time the vacancy shall be filled for the
unexpired term in the above prescribed manner.
Section 8. Oath and qualifications. The Public Health and
Restaurant Inspector shall, before entering upon the duties of
his office, take the oath required by the city charter for city
officers. The Public Health and Restaurant Inspector shall be
at least twenty one years of age, sober, reliable and physically
and mentally able to discharge the duties of the office. He shat
give a bond in the amount of One Thousand ($1,000.00) Dollars.

Section 9 . Duties. The Public Health and Restaurant
Inspector shall enforce the restaurant code of the city, known
as Sections 1107-1120 R. G. of the City of Jefferson, Missouri
(being Sections 7 through 21 of Ordinance Number 6177 of said
city ) , and he shall investigate all complaints relating to the
creation, maintenance or existence of any condition of public
nuisance and make a report thereof to the board of health 'of
f the city and to the city attorney.
— Section 10. Powers. In the performance of his duties, the
Public Health and Restaurant Inspector shall have the right to
enter restaurant, itinerant restaurant, public property or
private property for the purpose of making an inspection to
determine if the provisions of the restaurant code of the city
are being observed and complied with and to determine if any
unsanitary condition of nuisance is maintained or existing within
the city. He may call upon the Commissioner of Public Health
for expert assistance or guidance in classifying a condition as
a nuisance or menace to the public health, welfare and safety.
Section 11. Effective Date. This ordinance shall take effect
