ORDINANCE NO. 7344
�. AN ORDINANCE OF THE CITY OF JRFFERSON, MISSOURI, REGULATING THE
OPERATION, PARKING AND EQUIPMENT OF MOTOR VEHICLES, AND REGULATING
THE CONDUCT OF PEDESTRIANS WHILE CROSSING ROADWAYS, WITHIN THE
CITY OF JEFFERSON, MISSOURI, AND PROVIDING A PENALTY FOR VIOLATIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Sections 1.010 through 1.7201 hereinafter
enumerated verbatim, are hereby enacted and declared to be the
regulations of the City of Jefferson, Missouri relating to the
operation, parking and equipment of motor vehicles and the
conduct of pedestrians while crossing roadways within the city.,

DRIVING REGULATIONS
Section 1. 010. Rules of road to be observed. Every person
operating a vehicle upon the roadways of this city shall observe and com-
ply with the following rules of the road.
Section 1. 020. Definitions. The following words and phrases
when used in Sections 1. 010 through 1. 400 shall for the purpose of this
ordinance have the following meanings respectively ascribed to them:
(1) Crosswalk. (a) That part of a roadway at an inter-
section included within the connections of the lateral lines of the side-
walks on opposite sides of the roadway measured from the curbs, or in
the absence of curbs from the edges of the improved portion of the roadway.
(b) Any portion of a roadway at an inter-
section or elsewhere distinctly indicated for pedestrian crossing by lines
or other markings on the surface.
(2) Drive. - To control, direct or operate.
(3) Driver. - Every person who drives and is in physical
control of a vehicle.
(4) Intersection. - The area embraced within the prolong-
ation or connection of the lateral curb lines, or, if none, then the lateral
boundary lines of the roadways of two different roadways which join one
another at or approximately at right angles, or the area within which
Vehicles traveling upon different highways joining at any other angle may
come in conflict.
(5) Operate. - To control, direct or drive.
(6) Operator. : Every person who operates and is in
physical control of a vehicle.
(7) Pedestrian. - Any person afoot.
(8) Person. Every natural person, firm, copartnership,
association or corporation.
• (9) Police officer. - Every officer of the city police depart-
ment or any person authorized by the city marshall, the mayor and the
city council, or an officer of the city police department to assist in the
direction, regulation and control of traffic or to make arrests for violations
of traffic regulations.

(10) Right of Way. - The privilege of the immediate use
of the roadway.
(11) Roadway. - That portion of a street, highway or
alley designed, improved or ordinarily used for vehicular traffic.
(12) Traffic. -Pedestrians, ridden or hearded animals,
vehicles while using any roadway for purposes of travel.
(13) Traffic control device. - All signs, signal, mark-
ings and devices placed or erected by authority of the cit3i br any
employee thereof, having power and jurisdiction, for the purpose of
regulating, controling, warning or guiding traffic.
(14) Traffic control signal. - Any device, whether
manually, electrically or mechanically operated, by which traffic is
alternately directed to stop and to proceed.
(15) Vehicle. - Every device, in, upon or by which any
person or property is or may be transported or drawn upon a roadway,
except devices moved by human power or used exclusively upon
stationary rails or tracks.
Section 1. 030. Manner of operating vehicles; maximum
speed limits. 1. Every person operating a vehicle on the roadways
of this city shall drive the same in a careful and prudent manner, and
shall exercise the highest degree of care, and at a rate of speed so as
not to endanger the property of another or the life or limb of any person.
2. No vehicle shall be operated at a speed in excess of:
A. 70 miles per hour:
On the Whitton Expressway between Vetter's
Lane underpass and the east city limits.
B. 55 miles per hour:
On the Whitton Expressway between Harrison
Street and the Vetter's Lane underpass.
C. 40 miles per hour:
On Industrial Drive between Brooks Street and .
the westerly city limits; on Ellis Drive between
Rosewood Drive and the south city limits; on
Southwest Boulevard between Swift's Highway
and Highway 50; on Highway 50 between a
point located 500 feet west of Heisinger Road
and the west city limits; on Highways 50 and

63 between Grant Street and the east city limits;
on Highway 54 between Tanner Bridge Road and
the south city limits.
D. 20 miles ter hour:
On all roadways within any school zone, between
the hours of 7:00 A.M. and 5:00 P. M. on any day
that a school, within the school zone, is attended
by children.
E. 15 miles per hour:
Within any public park in the city.
F. 30 miles per hour:
On all roadways, or portions thereof, at any
time; except where and when a different speed
has been authorized or prescribed in this sub-
section.
3. The limits on speed set by this section do not apply
to the operations of any emergency vehicle as defined in Section 1. 300;
and, nothing in Subsection 2 shall make the speeds prescribed therein
® lawful in a situation requiring a lower speed for compliance with the
basic rule declared in Subsection 1.
Section 1.040. Careless and reckless driving. A vehicle
shall not be operated in a careless and reckless manner. Careless and
reckless manner is defined as such a manner to indicate a disregard
for the safety of persons or property.
Section 1. 050. Intoxicated driving. A vehicle shall not be
operated when the ability of the operator to drive the vehicle is im-
paired by the use of intoxicating beverages.
Section 1. 060. Driving while drugged or medicated. A
vehicle shall not be operated when the ability of the operator to drive
the vehicle is impaired by the use of drugs or medicines.
Section 1. 070. Leaving scene of accident; Report of accidents.
0 A. No person operating a vehicle on a roadway knowing
that an injury has been caused to a person or damage has been caused
to property, due to the culpability of the operator, or to accident,
shall leave the place of said injury, damage or accident without
stopping and giving his name, residence address, motor vehicle number
and chauffeur's or registered operator's number, ffany, to the injured

party or to a police officer, or if no police officer is in the vicinity, then
to the police station.
B. The operator of a vehicle, involved in an accident on
a roadway, resulting in injury to or death of any person or property
damage to an apparent extent of $25. 00 or more, shall immediately by
the quickest means of communication, notify the police department of
such accident.
Section 1. 080. Vehicles to be kept to right. 1. All vehicles
in motion shall be operated on the right half of the roadway, except as
follows:
(A) When overtaking and passing another vehicle
proceeding in the same direction.
(B) When placing a vehicle in position for a left
turn or when such vehicle is lawfully making
a left turn.
(C) When the right half of the roadway is closed
to traffic while under construction or repair.
2. Whenever a roadway has been divided into three or
more clearly marked lanes of traffic, the following rules, in addition
to all other rules in this section consistent herewith, shall apply:
(A) A vehicle shall be operated if possible within
a single lane and shall not be moved from
such lane unless said movement may be made
with safety and without danger of collision
with other vehicles on the roadway.
(B) A vehicle proceeding at less than the maxi-
mum legally authorized speed on the roadway
shall be operated in the right hand lane of
traffic or as close as practicable to the
right-hand edge or curb of the roadway.
(C) Upon a roadway divided into three clearly
marked lanes, a vehicle shall not be operated
in the center lane, except when overtaking
and passing another vehicle or in the prepar-
ation for or execution of a left turn when the
roadway ahead is clearly visible and the
center lane is clear of traffic within a safe
distance in either event.

3. Drivers of vehicles proceeding in opposite directions
shall pass each other to the right, and except when a roadway has been
divided into traffic lanes, each driver shall give to the other at least
® one-half of the main traveled portion of the roadway whenever possible.
Section 1. 090. Following too .closely. The driver of a vehicle
shall not follow another vehicle more closely than is reasonably safe and
prudent having due regard for the speed of the vehicle being followed,
the traffic upon and condition of the roadway, and the amount of pedes-
trian traffic adjacent to the roadway.
Section 1. 100. Passing regulation. 1. The following rules
shall govern the overtaking and passing of vehicles proceeding in the
same direction, subject to the limitations and exceptions hereinafter
stated:
(A) An operator of a vehicle overtaking and desiring
to pass a vehicle shall sound horn before starting to pass the vehicle
ahead.
(B) Except when overtaking and passing on the
right is permitted, the driver of a vehicle overtaking another vehicle
proceeding in the same direction shall pass to the left thereof at a
safe distance and shall not again drive to the right side of the roadway
until such movement may be made with safety to the overtaken vehicle.
(C) Except when overtaking and passing on the
right is permitted, the driver of an overtaken vehicle shall give way
to the right in favor of the overtaking vehicle upon audible signal and
shall not increase the speed of his vehicle until completely passed
by the overtaking vehicle.
(D) A vehicle shall not be operated to the left of
the center of the roadway, or in the center lane of any roadway divided
into three lanes, in overtaking and passing another vehicle, unless
the left side of the roadway, or said center lane, is clearly visible
and free from oncoming traffic for a sufficient distance ahead to permit
such overtaking and passing to be completely made without inter-
ferring with the safe operation of any vehicle approaching from the
opposite direction or any vehicle overtaken.
• (E) A vehicle shall not be operated on the left half
of a roadway or in the center lane of any roadway divided into three
lanes in overtaking and passing another vehicle when approaching
the crest of a grade or upon a curve of the roadway where the oper-
ator's view of the roadway is so obstructed as to create a hazard of

collision in the event another vehicle might approach from the opposite
direction.
(F) A vehicle shall not be passed by an overtaking
vehicle when the vehicle overtaken is being operated within and pro-
ceeding through an intersection.
2. Vehicles may be overtaken and passed on their right
side under the following conditions only.
(A) When the overtaken vehicle is making a left
turn or exhibiting a signal showing the intention of the operator to
make a left turn and there is sufficient unobstructed pavement to the
right of the overtaken vehicle to allow the overtaking vehicle to pass
to the right without leaving the improved portion of the roadway with
safety to all vehicles on the roadway.
(B) Upon any roadway with unobstructed pavement
of sufficiently improved width when clearly marked for four or more
lanes of traffic and with at least two lanes reserved for traffic moving
in opposite directions.
Section 1. 110. Passing school bus prohibited. 1. The
operator of a vehicle upon meeting or overtaking from either direction.
any school bus which has stopped on the roadway for the purpose of
receiving or discharging any school children and whose driver has in
the manner prescribed by law given the signal to stop, shall stop the
vehicle before reaching the school bus and shall not proceed until
such school bus resumes motion, or until signalled by its driver to
proceed.
2. Every bus used to transport school children shall
bear upon the front and rear thereof a plainly visible sign containing
the words "school bus" in letters not less than eight inches in height.
Each bus shall have lettered on the rear in plain and distinct type the
following: "Stop while bus is loading and unloading. " Each school
bus shall be equipped with a mechanical and electrical signalling
device which will display a signal plainly visible from the front and
rear of the bus indicating intention to stop.
3. No driver of a school bus shall take on or discharge •
passengers while the vehicle,is on the improved portion of any road-
way unless the school bus is plainly visible for at least three hundred
feet in each direction to drivers of other vehicles upon the roadway
and then only for such time as is actually necessary to receive and
discharge passengers.

Section 1 . 120. Passing prohibited on U. S. Highway 50. No
motor vehicle shall overtake and pass another vehicle to the left of the
vehicle ahead on U. S. Highway 50 between its intersections with Elm
Street and Delaware Street.
Section 1 . 130. Turning regulations. 1 . The driver of a
vehicle intending to turn at an intersection shall do so in the following
manner:
(A) The approach for a right turn and the execution
of the right turn shall be made from that portion of the roadway as close
as practicable to the right-hand curb or edge of the roadway.
(B) The execution of a left turn shall be made from
the marked left turn lane on the roadway or (b) if there is no marked left
turn lane on the roadway, with the left side of the vehicle on that portion
of the right half of the roadway nearest the center line thereof, or (c) if
the roadway is divided into three clearly marked lanes, from the center
lane of the roadway unless a sign or marker directs the execution of the
left turn from another position on the roadway.
(C) When signs or markings, within or adjacent to
intersections, require and direct that the location of a vehicle for the
approach and execution of a left turn or right turn or that the course of
travel of a vehicle in, during and after the execution of a left or right
turn is different from that prescribed in the preceding paragraphs of this
section, the operator of the vehicle shall execute the turn from the posi-
tion on the roadway and in the manner directed and required by such
signs or markings.
2. The driver of a vehicle shall not turn the vehicle in a
manner to proceed in the opposite direction at any intersection controlled
by a traffic signal or police officer; nor shall such turn be made at any
place unless the movement can be made in safety and without creating a
hazard of collision with any other vehicle.
Section.1.140. Left turn prohibited. Vehicles being operated
on U. S. Highways 54 and 63 shall not be turned to the left at Bolivar
Street between the time of 5:00 P.M. and 5:30 P.M. on any day of the
week between and including Monday through Friday.
• Section 1. 150. Hand and mechanical signals. 1 . No person
shall stop or decrease the speed of or turn a vehicle from a straight
ahead course or operate a vehicle to the right or left upon a roadway
unless and until such movement can be made with reasonable safety
and then only after giving an appropriate signal in the following
manner:

(A) An operator, when stopping or checking the
speed of his vehicle, if the movement or safety of other vehicles may
reasonably be affected by such stopping or checking of speed, shall
extend his arm at an angle below horizontal so that the same may be
seen in the rear of his vehicle.
(B) An operator intending to turn his vehicle to the
right shall extend his arm at an angle above horizontal so that the
same may be seen in front of and in the rear of his vehicle.
(C) An operator intending to turn his vehicle to the
left shall extend his arm in a horizontal position so that the same
may be seen in front of and in the rear of his vehicle.
2. If a vehicle is equipped with a signal light or signal
device in good mechanical operating condition which displays a signal
or light that is plainly visible to the front and rear of the vehicle so
that the intention of the driver to stop, slow, turn to the right, or
turn to the left is clearly indicated, the signals with the arm pre-
scribed and required in this section need not be given.
Section 1. 160. Through roadways; right of way. Where
there is no farm of traffic control device at an intersection, a vehicle
being operated on any roadway hereinafter named, hereby declared to
be "through roadways, " shall have the right of way at any intersection
of a "through roadway" with any other intersecting roadway, and the
operator of a vehicle on any roadway intersecting with a "through
roadway" shall yield the right of way to any vehicle on a "through
roadway" that is entering the intersection or approaching so closely
thereto as to constitute an immediate hazard. The following-named
roadways are hereby declared to be "through roadways":

7. Greenberry Road 14. Main Street 21. Tanner Bridge Road
22. Whitton Expressway
Section 1 . 170. Right of way; specific intersections.
1. In the interpretation and construction of the provisions
of this subsection, only the provisions appearing under Columns A, B
and C, identified by the same number appearing to the left thereof, shall
be related to each other.

A person operating a vehicle in the direction speci-
fied in Column A on the roadway named in Column B when approaching
and.Immediately before entering the intersection formed by the roadways
named in Columns B and C, shall yield the right of way to a vehicle,
being operated on the roadway named in Column C, which is either
entering, or .approaching so closely to, said intersection as to consti-
tute an immediate hazard:

2. A person operating a vehicle from Clark Avenue into
either road giving access to the Whitton Expressway (U. S. Highways
50 and 63), when approaching and immediately before entering the
main traveled portion of the Whitton Expressway, shall yield the right
of way to any vehicle in motion on the Whitton Expressway in such
close proximity to the point where the access road joins the main
traveled portion of the Whitton Expressway as to constitute an immed-
iate hazard.
3. A person operating a vehicle east on U. S. Highway
50, executing a right turn to enter Dunklin Street, shall yield the
right of way to any vehicle, executing or attempting to execute a left
turn off of U. S. Highway 50 to proceed to an easterly direction on
• Dunklin Street, if the failure to so yield the right of way would cause
an immediate hazard of collision between the vehicles.
4. A person operating a vehicle west on Dunklin Street,

executing a right turn to enter and move north on U. S. Highway 50,
shall yield the right of way to any vehicle being operated in an easterly
direction on U. S. Highway 50 and continuing on in a northerly direction
on said highway, if the failure to so yield the right of way would
cause an immediate hazard of collision between the vehicles.
5. The operator of a vehicle moving in a westerly
direction on the Whitton Expressway (U. S. Highway 50, 54 and 63)
intending to execute a right turn to proceed in a northeasterly direction
on U. S. Highway 50 in the direction of McCarty Street, shall yield
the right of way to any vehicle, that has either entered or is about to
enter the intersection formed by the Whitton Expressway (U. S. Highway
50, 54 and 63) and U. S. Highway 50 in response to an electrical
traffic control signal authorizing the vehicle to enter the intersection
and emerge therefrom while moving in a northeasterly direction, if the
failure of the operator of the vehicle to so yield the right of way would
cause an immediate hazard of collision between the vehicles.
6. The operator of a vehicle moving in an easterly
direction on U. S. Highway 54 and 63 intending to execute a right
turn to proceed in a southwesterly direction on U. S. Highway 50 in
the direction of Elm Street, shall yield the right of way to any vehicle,
that has either entered or is about to enter the intersection formed by
U. S. Highway 54 and 63 and U. S. Highway 50 in response to an Aft
electrical traffic control signal authorizing a vehicle to enter the
intersection and emerge therefrom while moving in a southwesterly
direction, if the failure of the operator of the vehicle to so yield
the right of way would cause an immediate hazard of collision between
the vehicles.
Section 1. 180. Right of way regulations, generally.
1. Subject to the provisions of Section 1. 160, when
there is no form of traffic control device at an intersection:
(A) The driver of a vehicle approaching an inter-
section shall yield the right of way to a vehicle which has entered
the intersection from a different street.
(B) When two vehicles are approaching an inter-
section in such a manner that they will enter the intersection from
different streets at approximately the same time, the driver of the
vehicle on the left shall yield the right of way to the driver of the
vehicle on the right.
(C) The driver of a vehicle approaching or within
an intersection intending to turn to the left shall yield the right of

way to any vehicle approaching from the opposite direction which is
either within the intersection or so close thereto as to constitute an
Immediate hazard.
2. The driver of a vehicle, intending to make a left
® turn into an alley, private road or driveway, shall yield the right of
way to any vehicle approaching from the opposite direction which is
so close to the alley, private road or driveway as to constitute an
immediate hazard.
3. The driver of a vehicle about to enter a roadway
from any alley, private road or driveway shall yield the right of way
to any vehicle or vehicles in motion on the roadway when failure to
do so would create an immediate hazard.
4. The driver of a vehicle, about to be operated from
a position on the roadway customarily used for the parking of vehicles,
shall keep the vehicle motionless and yield the right of way to any
vehicle or vehicles in motion on the portion of the roadway used for
moving traffic if a failure to do so would create an immediate hazard.
5. The driver of a vehicle, stopped in response to a
traffic control device on a roadway at an intersection, intending to
execute a left turn, shall yield the right of way to a vehicle headed
in the opposite direction, stopped in response to a traffic control
device, on the same roadway at the intersection.
Section 1. 190. Right of way, crosswalks. Where there is
no form of traffic control device present or in operation, the driver
of a vehicle shall yield the right of way, by slowing or stopping if
necessary, to (a) any pedestrian crossing the roadway at an inter-
section within any marked or unmarked crosswalk, or (b) any
pedestrian crossing the roadway within a marked crosswalk that has
been established by an ordinance.
Section 1. 200. Electrical traffic control signals. 1. In
addition to all other applicable rules governing the operation of
vehicles, the following rules shall apply on roadways where elec-
trical traffic control signals are in operation at intersections:
(A) Subject to the conditions existing in Paragraph
(B) hereof, the driver of a vehicle:
1. Approaching an intersection while facing
a red light signal shall bring the vehicle to a full and complete stop
before entering the nearest crosswalk and keep the vehicle motionless

until either directed by a different signal, appropriate to his lane of
traffic, or authorized by a sign, appropriate to his lane of traffic, to
proceed.
2. Approaching an intersection while facing
a yellow light shall reduce the speed of the vehicle and be directed
by the signal following the yellow light that is appropriate to his
lane of traffic.
3. Entering an intersection shall turn the
vehicle to the left if either facing a colored arrow signal pointing
to the left of the operator, applicable to his lane of traffic or position
on the roadway, or facing a green light signal, applicable to his lane
of traffic or position on the roadway, and authorized by a sign to
execute a left turn, in either event yielding the right of way to any
pedestrian crossing a roadway at the intersection within any marked
or unmarked crosswalk.
4. Entering an intersection shall proceed
straight through or turn right when facing a green light or green arrow
signal, applicable to his lane of traffic, unless a sign or signal at
the intersection prohibits either course or direction, or indicates by
arrow a specific direction to follow, yielding the right of way to any
pedestrian crossing a roadway at the intersection within any marked AML
or unmarked crosswalk.
(B) Electrical traffic control signals shall be
deemed to be operated on "flasher signal" when the signal displays
in an intermittent sequence a red light signal cr a yellow light
signal. When electrical traffic control signals are operating on
"flasher signal", the driver of a vehicle approaching and intending
to enter an intersection shall:
1. When facing a red light signal bring his
vehicle to a full and complete stop before entering the nearest
crosswalk, and thereafter proceed cautiously, yielding the right of
way to any pedestrian crossing a roadway at the intersection within
any marked or unmarked crosswalk or to any vehicle, not required
to stop, which is either within the intersection or approaching so
closely thereto as to constitute an immediate hazard.
2. When facing a yellow light reduce the
speed of his vehicle, yielding the right of way to any pedestrian
crossing a roadway at the intersection within any marked or unmarked
crosswalk.
2. In addition to all other applicable rules regulating

the operation of vehicles , the following rules shall apply on roadways
where electrical traffic control signals are operating within or immed-
iately adjacent to any marked school crosswalk established by an
ordinance of the city:
(A) The driver of a vehicle approaching a marked
school crosswalk while.facing a red light signal shall bring his
vehicle to a full and complete stop, with the front end thereof at
least two feet from the closest line of the crosswalk, and keep the
vehicle motionless until directed by a different signal or a police
officer to proceed.
(B) The driver of a vehicle approaching a marked
school crosswalk when facing a yellow light signal shall yield the
right of way, by slowing or stopping if necessary, to any pedestrian
crossing the roadway within the marked crosswalk.
Section 1.210 Stop signs. 1. When electrical traffic con-
trol signals are not present or in operation at intersections, the driver
of a vehicle in motion on the first named roadway, in the following
numbered paragraphs, shall bring the vehicle to a full and complete
stop before entering the nearest crosswalk at the intersection with
the roadway last named, in the same numbered paragraphs, and
thereafter proceed cautiously, yielding the right of way to any pedes-
trian crossing a roadway at the intersection within any marked or
unmarked crosswalk or to any vehicle, not required to stop, which
is either within the intersection or approaching so closely thereto
as to constitute an immediate hazard.

proceed cautiously yielding the right of way to any pedestrian cross-
ing a roadway at the intersection within any marked or unmarked

• 3. The operator of a vehicle in motion on a roadway,
when facing a portable non electrical sign marked "STOP" located
immediately adjacent to or within any marked crosswalk established
by an ordinance, shall bring the vehicle to a full and complete stop,
with the front end of the vehicle at least two feet from the nearest

by any police officer to proceed or, if no police officer is so directing

Section 1 . 220. Blocking crosswalks prohibited. The driver
of a vehicle shall not atop the same on any roadway in such manner
or position as to partially or completely obstruct any marked or un-
marked crosswalk.
Section :1 . 230. One way streets., The operator of a vehicle
shall operate the same, within the limits described on the following
named roadways, only in the direction specified hereafter:

Section 1. 240. Gasoline carriers; routes. No vehicle with
a tank having a capacity of one thousand gallons or more, when con-
taining gasoline, kerosene, oil or any other inflammable or explosive
liquid, shall be operated, pulled or propelled except on U. S. High-
ways 50, 54 or 63; provided that such vehicle may depart from the
heretofore named roadways to load, unload or secure repairs between
the hours of sunrise and sunset by using the most direct route to and
from the place where the loading or unloading is done or the repairs
obtained. Should it be necessary for such a vehicle to depart from
the above named roadways at any other time or for any other purpose
than hereinabove provided, the operator of the vehicle shall first
obtain the permission from the city police department before making
such departure.
Section 1.250. Weight restrictions; named roadways and
bridges. The operator of a vehicle:
1. Having a gross weight, when loaded, in excess of
18, 000 pounds shall not operate the same without first obtaining
a permit from the city engineer within the limits specified on the
following named roadways:
A. Stadium Boulevard between U. S. Highway 54 and
the west corporate limits of the city.
B. Southwest Boulevard between the south corporate
limits of the city and a point on Southwest
Boulevard located eleven hundred feetsouth of
U. S. Highway 50.
2. Having a gross weight in excess of 16, 000 pounds,
when loaded, shall not operate the same upon or over the bridge
located at the south end of the 700 Block of Ohio Street.
3. Licensed by the state of Missouri for a gross weight
In excess of 6, 000 pounds shall not operate the same on Dixon
Drive unless the vehicle is moving from, or destined to, a point on
Dixon Drive.

4. Having a manufacturer's rated capacity in excess of
one ton shall not operate the same upon or over the alley lying between,
and extending parallel to, Cottage Lane and Dunklin Street.
Section 1 . 260. Driving on new roadways and sidewalks. A
person shall not operate a vehicle upon any newly improved or sur-
faced roadway or sidewalk where a barricade has been erected to pro-
tect the roadway or sidewalk, or where a sign has been erected
either warning against such operation or advising that the roadway
or sidewalk has been closed to traffic; provided however, in an emer-
gency, a vehicle may be operated over a newly improved sidewalk,
to the abutting property, if the owner of the property or the operator
of the vehicle shall beforehand place boards or metal across and upon
the newly improved sidewalk to protect the same from the weight of
the vehicle.
Section 1. 270. Driving through processions. A person
shall not operate a vehicle between, or pass the vehicles compris-
ing, a funeral or other authorized procession, except at intersections
where traffic is controlled by traffic control signals or at any place
where traffic is controlled by a police officer who has authorized or
directed the movement of the vehicle.
AdIlk Section 1.280. Towing vehicles. When the operator of one
vehicle is towing another, the two vehicles shall not be separated by
more than fifteen feet and coupled by a line on which there shall be
displayed a white cloth or paper so that the same will be clearly
visible to other users of the roadway. During the time that lights
are required by Section 1. 350, the required lights shall be displayed
by both vehicles.
Section 1. 29 0. Materials escaping on roadway. No person
shall throw or deposit, or permit to escape on or upon, any roadway,
any tacks, nails, wire, scrap metal, glass or crockery, or other
substances injurious to the tires of vehicles, or any materials or
substances of any kind carried in or upon the vehicle. The operator
of a vehicle, who has purposely or accidentally permitted any
material or substance of any kind carried in or upon the vehicle to
escape upon the roadway, shall immediately stop and clear the
roadway of same before proceeding further.
Section 1.300. "Emergency vehicle"; regulations. 1. An
"emergency vehicle" is a vehicle of any of the following types:
A. Any vehicle publicly owned and operated as an
ambulance, or a vehicle publicly owned and operated by the state

highway patrol, police or fire department, sheriff, deputy sheriff, con-
stable, police officer or coroner.
B. Any privately owned vehicle operated as an
ambulance when responding to emergency calls.
C. Any privately owned wrecker or tow truck, or a
vehicle owned and operated by a public utility or public service corpor-
ation, while performing emergency service.
2. The driver of an "emergency vehicle" shall not sound
the siren thereon or have the front red light on except when said
vehicle is responding to an emergency call or when in pursuit of an
actual or suspected law violator, or when responding to, but not re-
turning from, a fire.
3. The driver of an "emergency vehicle", which when in
motion sounding an audible signal by bell, siren or exhaust whistle and
displaying at least one lighted red light visible under normal atmos-
pheric conditions from a distance of five hundred feet to the front of
the vehicle, may:
A. Park or stand the vehicle anywhere as necessary.
B. Proceed past any red or stop signal, stop sign,
or any other traffic control device, but only after slowing down as may
be necessary for safe operation.
C. Exceed the stated speed limit so long as he
does not endanger life or property.
D. Disregard regulations governing the direction
of movement or turning of vehicles in specified directions.
4. Upon the immediate approach of an "emergency
vehicle" giving audible signal by bell, siren, or exhaust whistle and
while displaying at least one lighted red light visible under normal
atmospheric conditions from a distance of five hundred feet in front
of the vehicle, the operator of every other vehicle shall yield the
right of way and shall immediately drive to a position parallel to
and as far as possible to the right on the roadway and thereupon
stop and remain motionless until the "emergency vehicle" has passed,
except when otherwise authorized and directed by a police officer.
5. No person, other than the operator of an emergency
vehicle, while operating a vehicle shall make an audible signal by

use of a bell, siren or exhaust whistle or display a lighted red light
visible to the front of the vehicle.
Section 1.310. Police officers to be obeyed. 1. Police
® officers are hereby authorized to direct traffic by voice, hand or
signal in conformance with these rules of the road, provided that, in
the event of a fire or other emergency, or to expedite traffic or to
safeguard pedestrians, police officers may direct traffic as con-
ditions may require, notwithstanding the provisions of these rules.
2. Neither the operator of any vehicle nor any pedes-
trian shall fail or refuse to comply with any lawful order or direction
of any police officer who is directing traffic.
Section 1.320. School Zones; location. The following
named roadways, within the limits specified, are hereby established
as, and declared to be, school zones:
1. East School and Immaculate Conception School:
Benton Street between High Street and McCarty Street;
Clark Avenue between Elm Street and McCarty Street;
High Street between Dawson Street and Gordon Street;
McCarty Street between Locust Street and Gordon_

Section 1 ,340. Penalty. Any person who violates any of the pro-
visions of Sections 1 .010 through 1 .330 shall, upon conviction thereof,
be punished by a fine of not less than one dollar nor more than one hundred
dollars , or by imprisonment in jail not exceeding ninety days, or by both
such fine and imprisonment.

MOTOR VEHICLE EQUIPMENT
Section 1.350. Lights required. 1. For the purpose of re-
vealing its position and direction while being operated on a roadway,
when lights are required:
A. Every vehicle, other than a motor drawn vehicle
or a motorcycle, shall be equipped with at least two headlamps, with
at least one headlamp mounted at the same level on each side of the
front of the vehicle, displaying white light illuminating the roadway
ahead.
B. Every motorcycle shall be equipped with at least
one and not more than two headlamps mounted on the front of the
vehicle and displaying white light illuminating the roadway ahead.
C. Every vehicle shall be equipped with at least
one lamp mounted at the rear and displaying a red light plainly visible
at least five hundred feet to the rear of the vehicle.
2. All motor vehicles and trailers, required to carry a
state license plate on the rear, shall have a rear lamp so constructed,
mounted and adjusted to project sufficient white light to illuminate and
make clearly legible the license plate from a distance of fifty feet to
the rear when lights are required.
3. Any motor vehicle may be equipped with not to exceed
one spot lamp but every lighted spot lamp shall be so aimed and used
as not to be dazzling or glaring to any person.
4. The phrase "when lights are required" shall mean at
any time from a half-hour after sunset to a half-hour before sunrise
and at any other time when there is not sufficient light to render
clearly discernible persons and vehicles on the roadway.
5. No person operating a motor vehicle, a motorcycle
or pulling a motor drawn vehicle shall fail to comply with the appli-
cable provisions of this section.
Section 1.360. Other equipment of motor vehicles.
1. Signaling devices: Every motor vehicle shall be
• equipped with a horn, directed forward, a whistle in good working
order, capable of emitting a sound adequate in quantity and volume
to give warning of the approach of such vehicle to other users of the
roadway and to pedestrians. Such signaling device shall be used to

warn only and shall not be used to make any unnecessary noise, and
no other sound-producing signaling device shall be used at any time.
2. Muffler cutouts: Muffler cutouts shall not be used
and no motor vehicle shall be operated in such manner or condition
that excessive and unnecessary noises shall be made by its machinery
motor, or other parts, or by any improperly loaded cargo. The motors
of all motor vehicles shall be fitted with properly attached mufflers of
such capacity, condition and construction as to quiet the maximum
possible exhaust noise as completely as is done in modern gas engine
passenger motor vehicles. Any cutout or opening in the exhaust pipe
between the motor and the muffler on any motor vehicle shall be com-
pletely closed and disconnected from its operating lever, and shall be
so arranged that it cannot automatically open, or be opened or operated
while such vehicle is in motion.
3. Brakes: All motor vehicles, except motorcycles,
shall be equipped at. all times with two sets of adequate brakes, in
good working order, and motorcycles shall be equipped with one set
of adequate brakes in good working order.
4, Mirrors: All motor vehicles which are co sonstructed
or loaded that the operator cannot see the roadway behind the vehicle
by looking back or around the side of the vehicle shall be equipped
with a mirror so mounted and adjusted as to reveal the roadway behind
and be visible from the seat of the operator.
S. Projections on vehicles: All vehicles carrying poles
or other objects, which project more than five feet from the rear of the
vehicle, shall during the period when lights are required, as defined
and provided in Section 1 .350, carry a red light at or near the rear end
of the pole or object so projecting. At other times a red flag or cloth,
not less than sixteen inches square, shall be displayed at the end of
the pole or object projecting.
6. No person shall operate a motor vehicle which is not
equipped as hereinabove provided, and no person, while operating a
motor vehicle, shall fail to comply with all applicable provisions of
this section.
Section 1.370. Penalty. Any person who violates any of
the provisions of Sections 1. 350 through 1. 360 shall, upon conviction
thereof, be punished by a fine of not less than one dollar nor more •
than one hundred dollars, or by imprisonment in jail not exceeding
ninety days, or by both such fine and imprisonment.

PEDESTRIAN REGULATIONS
Section 1. 380. Pedestrians crossing roadways. 1. At any
place other than an intersection of roadways, a pedestrian shall only
cross a roadway within a marked crosswalk.
2. When crossing a roadway within a marked or unmark-
ed crosswalk, a pedestrian shall move, whenever practicable, upon
the pedestrian's right half of the crosswalk.
3. A pedestrian shall not cross an intersection diagonally
except as permitted under the provisions of Section 4 herein.
4. At the intersections formed by High Street with
Broadway, Jefferson, Madison and Monroe Streets, when electrical
traffic control signals are operating but not on flasher signal, as de-
fined in Section 1. 200, a pedestrian may cross the roadway either
within a marked or unmarked crosswalk or diagonally when a red light
signal and a "WALK" light signal are displayed concurrently by the
electrical traffic control signals.
S. At all intersections, other than those named in Section
4 hereinabove, when electrical traffic control signals are operating
but not on flasher signal, as defined in Section 1. 200, a pedestrian
shall cross the roadway within a marked or unmarked crosswalk only
when facing a green light or a colored arrow, pointing to the right of
the pedestrian, displayed by the traffic signal to be approached when
crossing the roadway.
6. At all intersections where electrical traffic control
signals are operating on flasher signal, as defined in Section 1. 200,
a pedestrian shall cross the roadway only within a marked or un-
marked crosswalk, using due care when the operators of vehicles,
approaching on the roadway to be crossed, are facing a yellow light.
Section 1.390. Blind pedestrians. 1. No person, unless
totally or partially blind, while on any public street or highway, shall
carry in a raised or extended position a cane or walking stick which
is white in color or-white tipped with red.
2. Whenever a pedestrian, guided by a guide dog or
. carrying in a raised or extended position a cane or walking stick
which is white in color or white tipped with red, is crossing or
attempting to cross a roadway, the driver of every vehicle approaching
that part of the intersection such pedestrian is attempting to enter or
cross, shall bring his vehicle to a full stop before arriving at such
place of crossing, and before proceeding shall take such precautions
as may be necessary to avoid injuring such pedestrian.

3. Nothing contained in Sections 1 and 2 hereof shall be
construed to deprive any totally or partially blind person, not carrying
such a cane or walking stick or not being guided by a dog, of the rights
and privileges conferred by these rules upon pedestrians crossing
roadways.
Section 1.400. Penalty. Any person who violates any of the
provisions of Sections 1.380 through 1 .390 shall, upon conviction
thereof, be punished by a fine of not less than one dollar nor more than
one hundred dollars, or by imprisonment in jail not exceeding ninety
days, or by both such fine and imprisonment.
PARKING REGULATIONS
Section 1 .410. Parking regulations to be observed. Every
person parking a vehicle upon the roadways of this city shall observe
and comply with the following regulations.
Section 1 .420. Definitions. The following words and
phrases, when used in Sections 1 .410 through 1.720, inclusive,
shall have the following meanings respectively ascribed to them:
(1) Crosswalk.-(a) That part of a roadway at an inter-
section included within the connections of the lateral lines of the
sidewalks on opposite sides of the roadway measured from the curbs,
or in the absence of curbs from the edges of the improved portion
of the roadway.
(b) Any portion of a roadway at an
intersection or elsewhere distinctly indicated for pedestrian cross-
ing by lines or other markings on the surface.
(2) Delivery truck. - A vehicle used, when actually
engaged, in picking up or delivering goods, wares or merchandise
while parked on a roadway.
(3) Intersection. - The area embraced within the •
prolongation or connection of the lateral curb lines, or, if none,
then the lateral boundary lines of the roadways of two different
roadways which join one another at or approximately at right
angles, or the area within which vehicles traveling upon different

highways joining at any other angle may come in conflict.
(4) Operatcr. - Every person who operates and is in
physical control of a vehicle.
(5) Owner. - The person or persons in whose name or
names the title of a vehicle is registered with the Department of
Motor Vehicles of Missouri or the state in which the vehicle is
registered.
(6) Park or parking. - The standing of a vehicle,
whether occupied or not, otherwise then temporarily in obedience to
any traffic control device or signal, or any involuntary stopping of
the vehicle for a cause beyond the control of the operator thereof.
(7) Parking meter. - Any mechanical device, placed
or erected for the regulation of parking, that indicates the legal
parking time permitted and when operated shows the balance of
legal parking time remaining, and at the expiration of the author-
ized legal parking time indicates that the parking of a vehicle is
unlawful.
(8) Parking meter space. - Any space within a parking
meter zone, adjacent to a parking meter, and duly designated for
the parking of a vehicle within a specified area by lines painted
or otherwise durably marked on the surface of the roadway adjacent
to a parking meter.
(9) Parking meter zone. - Any roadway, or portion
thereof, next to which parking meters have been installed adjacent
thereto and are subject to operation.
(10) Person. - Every natural person, firm, copartner-
ship, association or corporation,
(11) Police officer. - Every officer of the city police
department or any person authorized.by the city marshall, the
mayor and the city council, or an officer of the city police depart-
ment to assist in the direction., regulation and control of traffic or
to make arrests for violations of traffic regulations.
(12) Roadway. - Any public alley, avenue, drive, .
highway, road or street upon which vehicles are operated or parked.
(13) Service truck. - A vehicle used to carry tools,
equipment, or both to service or repair personal or real property,
which is being serviced or repaired through use of such tools,

equipment or both while said vehicle is parked.
(14) Vehicle. - Every device, in, upon or by which any
person or property is or may be transported or drawn upon a roadway,
except devices moved by human power or used exclusively upon
stationary rails or tracks.
Section 1.430. Parallel parking, exceptions. 1 . Subject
to the provisions of subsection 2 hereof, on any roadway where the
parking of a vehicle is authorized, the operator thereof shall park
the vehicle with its right side parallel to, and within one foot of,
the curb, curbline or edge of the surface of the roadway.
2. Within the limits defined on the following named
roadways, or the descrAbed part thereof, the operator of a vehicle
shall park the same in such manner that:
(A) The right side of the vehicle shall form a
thirty (30) degree angle with the curb with the front wheels of the
vehicle at the curb or curbline:
(5) On the west half of Bolivar Street between
State Street and Main Street.
(10) On the east half of Jefferson Street be-
tween Ashley Street and Dunklin Street.
(15) On the east half of Jefferson Street be-
tween State Street and Capitol Avenue.
(20) On Lafayette Street between State
Street and Capitol Avenue.
(25) On the south half of Main Street be-
tween Clay Street and Bolivar Street.
(30) On the east half of Monroe Street be-
tween State Street and Capitol Avenue.
(35) On the west half of Washington Street
between High Street and McCarty Street.
(40) On the east half of Washington Street
between Ashley Street and Dunklin
Street.
(B) The right side of the vehicle shall form a

thirty (30) degree angle with the curb with the rear wheels of the
vehicle at the curbr or curbline:
(5) On the east half of Bolivar Street between
Main Street and Water Street.
(10) On the west half of Broadway Street be-
tween Main Street and High Street.
(15) On the west half of Monroe Street be-
tween State Street and Capitol Avenue.
(C) The left side of the vehicle shall form a
thirty (30) degree angle with the curb with the front wheels of the
vehicle at the curb or curbline:
(5) On the east half of Adams Street between
High Street and McCarty Street.
(10) On the east half of Washington Street
between Wall Street and McCarty Street.
(D) The front end of the vehicle shall be perpen-
dicular to, and form a ninety (90) degree angle with, the curb or
curbline:
(5) On the west half of Jefferson Street be-
tween State Street and Capitol Avenue.
(E) The left side of the vehicle shall be parallel
to, and within one foot of, the curb or curbline:
(5) On the east half of Washington Street
between High Street and Wall Street.
3. The operator of any vehicle, exceeding twenty (20)
feet in length, shall not park the same on any roadway where angle
parking is authorized in Subsection 2 of this section.
Section 1.440. Parking meters.
1. Parking meter zones; location. The following
named roadways, within the limits described, are designated and
declared to be parking meter zones:
(A) Parking Meter Zone "A"

(a) The north side of High Street between
Washington Street and Adams Street.
(b) The south side of High Street between a
point located 200 feet east of Washington
Street and Adams Street.
(c) The north side of Capitol Avenue between
a point located 220 feet west of the west
curb of Jefferson Street and Adams Street.
(d) The south side of Capitol Avenue between
a point located 220 feet west of the west
curb of Jefferson Street and Adams Street.
(e) The west side of Jefferson Street between
Capitol Avenue and McCarty Street.
(f) The east side of Jefferson Street between
Capitol Avenue and McCarty Street.
(g) The west side of Madison Street between
Capitol Avenue and McCarty Street.
(h) The east side of Madison Street between
the public alley known as Commercial
Avenue and McCarty Street.
(i) The west side of Monroe Street between
Capitol Avenue and McCarty Street.
(j) The east side of Monroe Street between
Capitol Avenue and McCarty Street.
(k) The west side of Adams Street between
Capitol Avenue and High Street.
(1) The east side of Adams Street between
Capitol Avenue and McCarty Street.
(m) The southerly twenty (20) feet of Inlot No.
484 in the city, extending a distance of
104 feet east of the east curb line of
Monroe Street.
(B) Parking Meter Zone "B"
(a) The south side of High Street between

Adams Street and Lafayette Street.
(b) The north side of High Street between
Adams Street and Lafayette Street.
® (c) The south side of McCarty Street between
Jefferson Street and Monroe Street.
(d) The north side of McCarty Street between
Jefferson Street and Monroe Street.

State Street and Capitol Avenue.
(f) The west side of Madison Street between
State Street and Capitol Avenue.
(g) The east side of Madison Street between
McCarty Street and Miller Street.
(h) The west side of Madison Street between
McCarty Street and Miller Street.
W The east side of Monroe Street between
McCarty Street and Miller Street.
(j) The west side of Monroe Street between
McCarty Street and Miller Street.
2. Parking spaces. The street commissioner is hereby
authorized and directed to mark off individual parking spaces in the
parking zones described in Subsection 1 of this section and in such
other zones as may be hereafter established, the parking spaces to
be designated by lines painted or durably marked on surface of the
roadway.
3. Installation of parking meters. Parking meters shall
be installed in the parking meter zones upon the curb, parking or
sidewalk, adjacent to the parking spaces provided for above, and the
street commissioner shall be responsible for the regulation, main-
tenance and operation of the meters. Each meter shall be so located
as to show the time of legal parking upon the deposit of the appro-
priate coin or coins, lawful money of the United States of America.
Each meter shall be so constructed that upon the expiration of the
lawful time limit, it will indicate by a visible signal that the lawful
parking period has expired and in such cases the right of the vehicle
to occupy such space shall cease.

4. Parking meters to be observed. Except in a period
of emergency determined by an officer of the police or fire department,
or in compliance with the directions of a police officer or traffic
control signal or sign, when any vehicle shall be parked in any
parking space along side or next to a parking meter, the operator
of said vehicle, upon entering the parking meter space, shall immed-
iately deposit or cause to be deposited in said meter such proper
coin of the United States as is required by such parking meter and
as is designated by directions on the parking meter. Upon the
deposit of such coin the parking space may be lawfully occupied
by such vehicle during the period of time which has been prescribed
for that part of the roadway in which said parking space is located,
provided that any person placing a vehicle in a parking meter space
adjacent to a parking meter which indicates that unused time has
been left in the meter by the previous occupant of the space, shall
not be required to deposit a coin so long as his occupancy of said
space does not exceed the indicated unused parking time.
5. Operation of parking meters. Parking meters
shall be operated in the parking meter zones every day between the
hours of 9:00 A.M. and 6:00 P.M. excepting Sundays and Holidays,
and on Fridays from 9:00 A.M. until 9:00 P.M. The word 'Holidays'
shall include only the following days: January 1st, February 12th
and 22nd, April 13, May 30th, July 4th, the first Monday in Septem-
ber, October 12th, November 11th, Thanksgiving Day, December
25th, any state primary election day or state general election day.
6. Parking time period; cost. Parking meter spaces
within the parking meter zones hereinabove established may be
used for the parking of a vehicle for the time period hereinafter
established upon the deposit of the sum of money hereinafter pre-
scribed:
(A) Parking meter spaces within parking meter
zone A may be used for thirty (30) minute
parking upon deposit of five (. 05�) cents, or
sixty (60) minute parking, upon deposit of
ten (. 10�) cents.
(B) Parking meter spaces within parking meter
zone B may be used for sixty (60) minute
parking upon deposit of five (.05�) cents,
or two hour parking upon deposit of ten .
(. 100 cents.
7. Parking meter violations. It shall be unlawful
and a violation of this ordinance for any person:

(A) To fail to deposit the correct coin in a
meter upon parking a vehicle in the parking
space adjacent thereto where there is no
unused time remaining on the meter.
(B) To cause, allow, permit or suffer any vehicle
registered in the name of or operated by
such person, to be parked overtime or beyond
the period of legal parking time that is
established for any parking meter.
(C) To park a vehicle within any parking meter
space for a period of time in excess of that
allowed by the parking meter, and parking
for successive period of time within the
same parking meter-space is prohibited.
(D) To park a vehicle in such a way that the
vehicle is not entirely within the limits of
a parking meter space.
(E) To deface, injure, tamper with, open or
break, destroy or impair the usefulness of
any parking meter.
(F) To deposit or cause to be deposited in any
parking meter any slugs, devices or metal
substances, or any other substitute for
lawful money.
B. Restricted parking areas. All bus zones, taxicab
stands, loading zones, non-metered reserved or restricted parking
zones, or no parking zone, located within the area of any parking
meter zone designated in Subsection 1 of this section shall con-
tinue in effect until repealed by ordinance.
Section 1.450. Reserved Parking. The operator of a
vehicle shall not park the same within the described limits of the
designated portions of the following named roadways unless ex-
pressly authorized hereinafter:
(10) - Airport t Limousine. On the west half of
Madison Street
between two points located 10 feet and 30
feet south of the south curb of Capitol .
Avenue, provided that the operator of the
Airport Limousine under a franchise

granted by the city may park said vehicle
within said area.
(20) - County Jail. On the east half of Monroe
Street south of and within 40
feet of the south line of Commercial Avenue,
provided that the Cole County Sheriff, and
his deputies, may park a vehicle within said
area while engaged in the performance of
their duties.
(30) - County Bookmobile. On the west half of
Adams Street between
two points located 135 feet and 165 feet south
of the south curb of Capitol Avenue; provided
that the Cole County Bookmobile may be parked
within said area.
(40) - Highway Patrol. On the east half of
Broadway Street north of
and within 140 feet of the north curb of High
Street, provided that State Highway Patrolmen
may park vehicles within said area while en-
gaged in the performance of their duties.
(50) - Police Department. On the east half of
Monroe Street south
of and within 96 feet of the south curb of
McCarty Street; provided that Police Depart-
ment personnel and law enforcement officials
may park vehicles within said area while in
the performance of their duties.
(60) - State Prison. On the north half of State
Street west of and within
137 feet of the east curb of Lafayette Street,
provided that Missouri Department of Cor-
rections personnel and law enforcement
officials may park vehicles within said area
while engaged in the performance of their
duties.
Section 1.460. Loading Zones. 1 . The operator of a
vehicle shall not park the same for a period of time in excess of
that, or for any purpose other than, authorized hereinafter within
the described limits on the designated portion of the following names
roadways

(10) - Central Hotel . On the north half of High
Street between two points
located 46 feet and 86 feet west of the west
curb of Jefferson Street, provided that patrons
of the Central Hotel, when arriving at or
departing from the hotel, may park vehicles
within said area for a period of time not to
exceed ten (10) minutes.
(20) - Governor Hotel. On the west half of
Madison Street between
two points located 30 and 82 feet south of
the south curb of Capitol Avenue, provided
that patrons of the Governor hotel, when
arriving at or departing from the Hotel, may
park vehicles within said area for a period
of time not to exceed fifteen (15) minutes.
(30) - Missouri Hotel. On the south half of
High Street between
two points located 61 feet and 130 feet east
of the east curb of Adams Street, provided
that patrons of the Missouri Hotel, when
arriving at or departing from the hotel, may
park vehicles within said area for a period
of time not to exceed fifteen (15) minutes.
(40) - Missouri Pacific Depot. On the north
half of State
Street, between two points located 25 feet
west of the west curb of Monroe Street and
22 feet east of the east curb of Monroe
Street, provided that the operator of any
vehicle discharging or picking up any
passengers, baggage, or express at the
Missouri Pacific Railroad Depot may park
a vehicle within said area for a period of
time not to exceed thirty (3 0) minutes.
(50) - Paul Griffin Body Shop. On the north
half of Commer-
cial Avenue, between two points located
• 180 feet and 234 feet west of the west curb
of Adams Street; provided that the operator
of a vehicle, serviced or to be serviced at
the Paul Griffin Body Shop, may park a
vehicle within said area for a period of

time not to exceed thirty (30) minutes.
(60) - Post Office. On the south half of High
Street between two points
located 50 feet and 175 feet east of the east
curb of Washington Street or on the east
half of Washington Street between two points
located 20 feet and 96 feet south of the
south curb of High Street; provided that any
person depositing or picking up mail at the
United States Post Office may park a vehicle
within either of said areas for a period of
time not to exceed ten (10) minutes.
(70) - U. S. Mail Drop Boxes . On the north
half of High
Street between two points located 50 feet
and 173 feet east of the east curb of Wash-
ington Street, or on the south half of High
Street between the west curb of Washington
Street and a point 25 feet west of the west
curb of Washington Street, provided that
any person depositing mail in the U. S.
Post Office Drop Boxes may park a vehicle
within either of said areas for a period of
time not to exceed two (2) minutes.
2. The operator of a vehicle shall not park the same,
between the hours on any day specified herein, except for the pur-
pose of, and while actually engaged in, loading or unloading
passengers or property, within the described limits on the desig-
nated portions of the following named roadways:

Section 1 .500. Bus zones , reserved parking, The oper-
ator of a vehicle, other than a bus operated by Jefferson City
Lines, Inc. , shall not park the same within any bus loading or
unloading zone at any time on any day when that bus company is
operating busses on the roadways of this city, provided that the
bus zone has been established by ordinance or identified by the
bus company by sign or painted curb as a bus zone.
Section 1 .510. Taxicab stands. 1 . The defined areas on
the named roadways are established as "taxicab stands":
(A) Central Hotel. The north half of High Street
between two points located 83 feet and 102
feet west of the west curb of Jefferson Street.
(B) Governor Hotel. The south half of Capitol
Avenue between two points located 38 feet and
78 feet west of the west curb of Madison Street.
(C) Missouri Hotel. The south half of High Street
between two points located 21 feet and 61. feet
east of the east curb of Adams Street.
(D) City Cab Company. The west half of Madison

2. The operator of a vehicle, other than a taxicab, shall
not park the same within any taxicab stand.
3. The operator of a taxicab, other than a taxicab of
the.City Cab Company, shall not park the same in the taxicab stand
described in paragraph "(D) of--subsection 1 .
4. The operator of a taxicab shall occupy the same at
all times while it is parked within any taxicab stand.
5. Only one taxicab of any taxicab company shall be
parked at the same time within any taxicab stand.
6. The operator of a taxicab shall not park the same at
any time within any parking meter space on any roadway.

3. The operator of a vehicle shall not park the same on
any roadway where "No Parking" signs or placards have been placed
on the roadway, or on or above the surface of the area adjacent and
abutting upon the roadway, by any police officer or employee of the
street department, or by any person who has received permission
from a police officer of the city to place such sign or placard.
Section 1. 540. Parking of trucks, etc. , prohibited. 1. The
operator of any truck, tractor, trailer, tractor-trailer or bus shall not
park the same on Cliff Drive between Bolivar Street and Clay Street.
2. The operator of any truck, having a capacity of one
and one-half (1-1/2) tons or greater, tractor, trailer, tractor-trailer
or bus shall not park the same at any place on the east half of Clark
Avenue between Dunklin Street and Elm Street.
Section 1. 550. Delivery trucks and service trucks.
1. Every delivery truck or service truck, to park as
hereinafter provided, shall be required on or before the first day of

of July of each year to register said vehicle with the police department
of the city, and the owner thereof shall pay an annual registration fee
of Ten ($10. 00) Dollars.
2. At the time of registration, a description of the
vehicle (including make, model, year and state license number), the
name of the person or business for which the vehicle will be used,
and a view of the vehicle with the name of the person or business
permanently painted on the outside of the vehicle, shall be given to
the police department of the city.
3. Any vehicle so registered and marked shall be auth-
orized to be parked within any parking meter space, without the
deposit of money in the parking meter, for a period of time not to
exceed sixty (60) minutes.
4. In the event a parking meter space is not available
at or near the place where delivery is to be made or service or repairs
are to be provided, any vehicle so registered and marked shall be
permitted to park, for a period of time not to exceed fifteen (15)
minutes, as close as practicable to the left side of a vehicle parked
at the curb, provided, however, that such method of parking, com-
monly termed "double parking" shall not be permitted or authorized
within the following periods: 7:30 A. M. to 8:30 A. M.; 11:45 A. M.
to 1:15 P. M. , and 4:30 P.. M. to 5:30 P. M.
Section 1. 560. Double parking prohibited. Subject to
the provisions of Section 1. 550 the operator of a vehicle shall not
park the same alongside another vehicle, which is parked at or
immediately adjacent to the curb, curbline or edge of the roadway,
on that portion of the roadway normally used by vehicles in motion
thereon.
Section 1. 570. Parking near school crosswalks prohibited.
The operator of a vehicle shall not park the same within a distance
of twenty-five (25) feet of any marked school crosswalk established
by ordinance.
Section 1. 580. Commercial Avenue parking. 1. The
operator of a vehicle shall not park the same at any place, ex-
cluding an area lying between two points located 180 feet and 234
feet west of the west curb of Adams Street, on the north half of
Commercial Avenue between Adams Street and Jefferson Street, pro-
vided that this section shall not apply to law enforcement officials
while engaged in delivering or receiving prisoners at the County
Jail.

2. The operator of a vehicle shall not park the same
at any place on the south half of Commercial Avenue between Adams
Street and Jefferson Street, provided that the operators of service
cars, delivery cars or vehicles engaged in delivering or picking up
goods, wares or merchandise may park as nearly as possible to the
south edge of said roadway for a period of not to exceed one hour.
Section 1. 590. Wall Street Parking. 1. The operator
of a motor vehicle shall not park the same at any place on the south
half of Wall Street between Adams Street and Jefferson Street.
2. The operator of a vehicle shall not park the same
at any place on the north half of Wall Street between Adams Street
and Jefferson Street, provided that the operators of service cars,
delivery cars or vehicles engaged in delivering or picking up goods,
wares or merchandise may park as nearly as possible to the north
edge of said roadway for a period of not to exceed one hour.
Section 1. 600. Blocking driveways prohibited, The operator
of a vehicle shall not park the same on any roadway in such manner
or at such place that prevents another vehicle from entering or leaving
a private driveway.
Section 1. 610. Obstructing alley prohibited. The operator
of a vehicle shall not park the same on any public a.11e'y'fn such
mariner or at such'p�ace that prevents the passage of another vehicle
through the alley.
Section 1. 620. Parking near fire hydrant prohibited. The
operator of a vehicle shall not park the same on any roadway within
fifteen (15) feet of a fire hydrant unless the vehicle is parked within
a parking meter space.
Section 1. 630. Parking near intersections prohibited. The
operator of a vehicle shall not park the same on any roadway within
twenty (20) feet of any marked or unmarked crosswalk unless the
vehicle is parked within a parking meter space.
Section 1. 640. Parking within intersection prohibited. The
operator of a vehicle shall not park the same within any intersection
of any roadways in this city.
Section 1. 650. Parking on sidewalk prohibited. The
operator of a vehicle shall not park the same in such manner that
any portion of the vehicle touches the surface of, or protrudes over,
any public sidewalk.

Section 1. 660. Parking between curbline and sidewalk-pro-
hibited. The operator of a vehicle shall not park the same so that
all, or any portion, of the vehicle is placed between the curbline
of any roadway and any public sidewalk.
Section 1. 670. Parking on Industrial. Drive. The operator
of a vehicle shall not park the same on Industrial Drive, in such
manner as to obstruct the use of more than one lane of traffic while
the vehicle is being loaded or unloaded, without first notifying the
police department and securing permission to park the vehicle.
Section 1. 680. Parking in excess of 48 hours prohibited.
Where the parking of a vehicle is authorized on a roadway, the oper-
ator shall not permit the same to be parked at the same place on the
roadway for a period of time in(excess of 48 consecutive hours.
Section 1. 690. Parking non licensed vehicle prohibited.
1. The operator of a vehicle, owned by a resident of
the city, shall not park the same on any roadway unless a currently
effective city license is displayed on the lower right hand corner of
the windshield of the vehicle.
2. The operator of a vehicle shall not paxk the same
on any roadway unless a currently effective registration (License)
plate, issued by the United States of America, a state of the United.
States of America; or a foreign country; is attached thereto and dis-
played thereon.
Section 1. 700. Presumption to apply. In any prosecution
for a violation of the provisions of Sections 1. 410 through 1. 690,
proof that the vehicle described in the complaint was parked in
violation of any of the above mentioned sections, together with
proof that the defendant named in the complaint was at the time of
such parking the owner of the vehicle, shall constitute in evidence
a prima facie presumption that the owner of the vehicle was the
person who parked the vehicle at the point where, and for the time
during which, such violation occurred.
Section 1. 710. Improperly parked vehicle, towing. Any
police officer of the city may cause any vehicle parked in violation
of any of the provisions of Sections 1. 410 through 1. 690 to be towed
from the point where it is parked, and the expense of towing and
storing the vehicle shall be paid by the owner thereof or some per-
son in behalf of the owner. All towing and storage expense, if any,
remaining unpaid, at the time of conviction for violation of any of

the-provisions of Section 1. 410 through 1. 690, shall be added to the
amount of the fine assessed in the municipal court and collected at
the time such fine is paid.
Section 1. 720. penalty. Any person violating any of the provi-
_sions of Sections 1.410 through 1. 710 shall be deemed guilty of a
misdemeanor, and upon conviction thereof shall be fined not more
than $100. 00, or by imprisonment in jail for not more than ninety
(90) days, or by both such fine and imprisonment.
