ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI REPEALING
ORDINANCE NUMBER 5001 OF SAID CITY DEFINING THE BOUNDARIES OF
THE CITY AND ENACTING A NEW ORDINANCE PERTAINING TO THE SAME
SUBJECT.
WHEREAS, the City Council of the City of Jefferson, Missouri did
adopt a resolution on January 21, 1963, proposing the annexation of the
following area to the present corporate limits of the city:
Part of the Southeast quarter of the Southwest quarter of
Section 13, Township 44 North, Range 12 West, and part
of the Northwest quarter of Section 24, Township 44 North,
Range 12 West, more particularly described as follows:
Beginning at a point on the west line of the Southeast
quarter of said Section 13, where said quarter section line
intersects the easterly right-of-way line of U. S. Highway
No. 54; thence south along said quarter section line and
along the east line of the Northwest quarter of said Section
24, to the point of intersection with the southerly right-of-
way line of Ellis Boulevard at Station 18/86, per plat of w
record in Plat Book 6, pages 50, 51, 52 and 53, Cole County
Recorder's Office; thence westerly along the southerly
right-of-way line of said Ellis Boulevard, to Station 15/46
per the said plat; thence southwesterly, 350 feet from
and parallel with the easterly right-of-way line of said
Highway No.'54, to the south line of the North half of
the Northwest quarter of said Section 24; thence west
along the said half quarter section line, 69. 06 feet, more
or less, to the most easterly corner of a tract conveyed

Book 174, page 126, Cole County Recorder's Office; thence
South 39 degrees 07 minutes west, along the easterly line
of said tract, 688.95 feet, to the most southerly corner
thereof; thence North 50 degrees 53 minutes west, along
the westerly line of said tract, 300 feet, to the south-
easterly right-of-way line of U. S. Highway No. 54;
thence northeasterly along the southeasterly right-of-way
line of said Highway, to the point of beginning.
WHEREAS, the City Council of the City of Jefferson, Missouri,
did adopt a resolution on February 4, 1963, proposing the annexation of
the following area to the present corporate limits of the city:
Part of the northeast quarter of the southwest quarter of
Section 13, Township 44, Range 12, particularly
described as follows:
Beginning at the southwest corner of the northeast
quarter of the southwest quarter of said Section 13,
Township 44, Range12, thence north 20.81 chains to

the northwest corner thereof; thence east 9. 89 chains;
thence south 15 degrees 45 minutes east 7.46 chains; thence
south 39 degrees east 10. 94 chains; thence south 46
degrees east 2.72 chains; thence north 49 degrees 30
minutes east 0. 08 chains to the westerly line of U. S.
Highway No. 54; thence south 28 degrees west 2. 65 chains to
the south line of said quarter quarter section; thence west
along the said south line to the southeast corner of a tract
of land conveyed to Joe A. Vaughan and wife by Warranty
Deed of record in Book 114, page 527, Cole County Recorder's
Office; thence north 38 degrees west 251 feet; thence north
56 degrees west 1. 5 chains; thence north 71 degrees west
1. 3 chains; thence south 60 degrees 30 minutes east 1.3
chains; thence south 45 degrees west 6. 56 chains, more or
less, to the south line of the quarter quarter section; thence
west along the quarter quarter section line 221 feet to the
point of beginning.
WHEREAS, on January 22, 1963, the City of Jefferson, Missouri,
did cause to be filed in the Circuit Court of Cole County, Missouri, in
docket number 21, 812, a suit for a judgment against all owners of land
within the area first described above declaring the proposed annexation
of the area first described above by the city to be reasonable and lawful,
and
WHEREAS, on February 5, 1963, the City of Jefferson, Missouri,
did cause to be filed in the Circuit Court of Cole County, Missouri, in
docket number 21, 824, a suit for a judgment against all owners of land
within the area secondly described above declaring the proposed annexation
of the area secondly described above by the city to be reasonable and
lawful, and
WHEREAS, on March 2, 1963, the Circuit Court of Cole County,
Missouri, upon hearing, in case number 21,812 did declare that the pro-
posed annexation by the City of Jefferson, Missouri, of the area first
described above was lawful and reasonable, and by its judgment, order
and decree in said cause did authorize said city to proceed with the
annexation of the area first described above in the manner provided by
law, and
WHEREAS, on March 2, 1963, the Circuit Court of Cole County,
Missouri, upon hearing, in case number 21 ,824, did declare that the pro-
posed annexation by the City of Jefferson, Missouri, of the area secondly
described above was lawful and reasonable, and by its judgment, order
and decree in said cause did authorize said city to proceed with the
annexation of the area secondly described above in the manner provided
by law, and
WHEREAS, thereafter by ordinance number 7345 of the City of
Jefferson, Missouri, passed by its City Council on March 6, 1963 and
approved by the Mayor of the city on Aa rch 6, 1963, it was provided
that at the general municipal election of city officers to be held on Tuesday,
April 2, 1963, there would be submitted to the qualified voters of the city
two propositions, namely;
PROPOSITION NO. 1
(U. S. Highway 54 South Area)
That the present city limits of the City of Jefferson, Cole County,
Missouri, shall be extended to include the following-described area of
land adjacent to the present incorporated area of the city;

of the Northwest quarter of Section 24, Township 44 North,
Range 12 West, more particularly described as follows:
Beginning at a point on the west line of the Southeast
quarter of said Section 13, where said quarter section line

(Sunset (Oidtman) Lake and adjacent area)
That the present city limits of the City of Jefferson, Cole County,
Missouri, shall be extended to include the following-described area of
land adjacent to the present incorporated area of the city:
Part of the northeast quarter of the southwest quarter of
Section 13, Township 44, Range 12, particularly described
as follows:
Beginning at the southwest corner of the northeast quarter
of the southwest quarter of said Section 13, Township 44,
Range 12, the north 20. 81 chains to the northwest
corner thereof; thence east 9. 89 chains; thence south 15
degrees 45 minutes east 7.46 chains; thence south 39
degrees east 10. 94 chains; thence south 46 degrees east
2. 72 chains; thence north 49 degrees 30 minutes east
0. 08 chains to the westerly line of U. S. Highway No. 54;
thence south 28 degrees west 2. 65 chains to the south line
of said quarter quarter section; thence west along the said
south line to the southeast corner of a tract of land con-

WHEREAS, at said general municipal election for city officers held
in the City of Jefferson, Missouri, on Tuesday, April 2, 1963, proposition
number one and proposition number two were submitted to the legal
qualified voters of the city, and
WHEREAS, due and legal notice was given, as required by law, for
the holding of an election on Tuesday, April 2, 1963 for the purpose of
submitting proposition number one and proposition number two, stating that
all legal and qualified voters of the City of Jefferson, Missouri would be
entitled and have an opportunity to vote on said propositions, and
WHEREAS, under the provisions of Section 77. 020 R.S. Mo. , the
Mayor and the City Council of the City of Jefferson, Missouri, with the
consent of a majority of the legal voters of such city voting at an election
thereof, have power to extend the limits of the city over territory adjacent
thereto, and
WHEREAS, a Special Committee of the City Council, after canvassing
the votes cast at the election held on Tuesday, April 2, 1963, did report
on April 15, 1963 to the City Council and the Mayor of the City of Jefferson,
Missouri: (1) that of the votes cast by the qualified voters of the City on
proposition number one, 4348 votes were cast for and 1661 votes were cast
against proposition number one, and (2) that of the votes cast by the
qualified voters of the city on proposition number two, 3942 votes were
cast for and 1684 votes were cast against proposition number two, and
WHEREAS, proposition number one and proposition number two
received more than a majority of the votes cast on the propositions at said
election,
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Ordinance Number 5001 of the City of Jefferson,
Missouri, defining and declaring the boundaries of said city be, and the
same is hereby, repealed.
Section 2. That the limits and boundary of the City of Jefferson,
Cole County, Missouri are extended, defined and declared to be as follows
in the County of Cole, State of Missouri, to wit:
"Beginning on the north and south quarter section line of
Section 16, Township 44, Range 11 in the center of the
Missouri River, 3300 feet north of the center of Section 16;
thence south along said quarter section line 3630 feet,
more or less, to a point that is 300 feet south of the
southerly right of way line of Highway No. 50 Business
Route (formerly, U. S. Highways Nos. 50 and 63); thence
in a northwesterly direction 300 feet from and parallel to
the southerly right of way line of said highway to the east
line of the Northwest quarter of the Southwest quarter of
Section 16, Township 44, Range 11; thence south to the
southeast corner of the Northwest quarter of the Northwest
quarter of Section 21, Township 44, Range 11, thence
east to the northeast corner of the southeast quarter of
the northwest quarter of Section 21, Township 44, Range 11;
thence south to the southeast corner of the southeast
quarter of the northwest quarter, Section 21, Township 44,

Range 11; thence west to the southwest corner of the
southwest quarter of the northwest quarter of Section 21,
Township 44, Range 11; thence south 660 feet, more or
less, along the west line of Section 21 to the south line
of Outlot 112 and the north line of fractional Section 20,
Township 44, Range 11; thence west along the north line
of fractional Section 20 to the east line of the northwest
quarter of the southwest quarter of fractional Section 20,
Township 44, Range 11; thence south to the northeast
corner of the northwest quarter of the northwest quarter
of Section 29, Township 44, Range 11; thence south along
the east line of the northwest quarter of the northwest
quarter of said section, 660 feet; thence west parallel to
the north line of said Section 29 to the west line thereof;
thence north to the corner of fractional Sections 19 and 20,
and Sections 29 and 30; thence north along the section
line between fractional Sections 19 and 20 to the north
line thereof, and the south line of Outlot 109; thence
west along the north line of fractional Section 19 and Out-
lot lines to a point that is 1557. 6 feet east of the Range
Line dividing Ranges 11 and 12; thence south 4 degrees and
24 minutes east 1007 feet to the southeast corner of Hough
Park; thence south 85 degrees and 21 minutes west, 1580. 0
feet to the southwest corner of Hough Park on the Range
Line; thence north along the range line 1250 feet, more or
less, to the southeast corner of the northeast quarter of
Section 24, Township 44, Range 12; thence west to the
southwest corner of the northeast quarter of Section 24,
Township 44, Range 12; thence north along the easterly line
of the northwest quarter of said Section 24 to the point of
intersection with the southerly right of way line of Ellis
Boulevard at Station 18 '86, per plat of record in Plat Book 6,
Pages 50, 51, 52 and 53, Cole County Recorder's Office;
thence westerly along the southerly right of way line of said
Ellis Boulevard, to Station 15/46, per said Plat; thence
southwesterly, 350 feet from and parallel with the easterly
right of way line cf U. S. Highway No. 54, to the south line
of the north half of the northwest quarter of said Section 24;
thence west along the said half quarter section line, 69. 06
feet; thence south 39 degrees 07 minutes west, 688.95 feet;
thence north 50 degrees 53 minutes west, 300 feet to the
southeasterly right of way line of U. S. Highway No. 54;
thence northeasterly along the southeasterly right of way
line of said highway to the point of intersection with the
west line of the southeast quarter of Section 13, Township
44, Range 12; thence north to the center of Section 13,
Township 44, Range 12; thence west to a point on the
northerly line of the southwest quarter of Section 13, Town-
ship 44, Range 12, said point being 652. 74 feet easterly
of the northwest corner of the northeast quarter of the south-
west quarter of Section 13, Township 44, Range 12; thence
south 15 degrees 45 minutes east, 492.36 feet; thence south
46 degrees east, 179.52 feet; thence south 39 degrees east,
722. 04 feet; thence north 49 degrees 30 minutes east, 5. 28
feet to the westerly line of County Road C (formerly, U. S.
Highway No. 54); thence south 28 degrees west, 174. 9 feet
to the south line of said quarter quarter section; thence
west along the said south line, 260.72 feet, more or less;
thence north 38 degrees west, 251 feet; thence north 56

feet to the northwest corner thereof; thence west to the south-
west corner of the northwest quarter of Section 13, Township

corner of the southeast quarter of Section 11, Township 44,
Range 12; thence west to the southeast corner of the south-
west quarter of the northwest quarter of Section 11, Township

southeast quarter of the southwest quarter of Section 2, Town-
ship 44, Range 12; thence north to the northeast corner of
the northwest quarter of the northwest quarter of Section 2,
Township 44, Range 12 on the Township Line dividing Town-
ships 44 and 45; thence west to the southwest corner of the
southeast quarter of the southeast quarter of Section 34,
Township 45, Range 12; thence north along said fourth quarter
section line, 990 feet; thence east parallel to the Township
Line to the east line of the southwest quarter of the southwest
quarter of Section 35, Township 45, Range 12; thence north to
the northwest corner of the northeast quarter of the southwest
quarter of Section 35, Township 45, Range 12; thence east
along said quarter section line and the extension thereof to
the center of the Missouri River; thence southeasterly along
and with the center of the Missouri River to the point of
beginning. "
Section 3. This ordinance shall take effect and be in force from
and after its passage and approval.
