AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI ESTABLISHING
CERTAIN WADING ZONES ON THE ROADWAYS OF THE CRY, REGULATING
THE PARKING OF MOTOR VEHICLES THEREIN PROVIDING A PRESUMPTION
THAT ANY VEHICLE PARKED IN VIOLATION bF THE ORDINANCE WAS
PARKED BY THE OWNER THEREOF, AND PROVIDING A PENALTY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Loading Zones. The operator of a vehicle
shall not park the same at any time between the hours of
® 8:00 A.M. and 5:00 P.M. on any day of the week, except
Sunday, within any of the areas hereinafter described on the
following-named roadmays, except for the purpose of,
and while actually engated in, the loading or unloading of
property at the business establishment identified in
conjunction with each of the areas described:
(1) Hammond Building On the south half of
Capitol Avenue between two
points located 187 feet and
207 feet east of the east
curb of Monroe Street.
(2) Central Distributing
Company On the south half of
Capitol Avenue between
two points located 175 feet
and 195 feet west of the
west curb of Adams Street.
(3) Petry Electric
Company On the south half of
Capitol Avenue between two
points located 130 feet and
150 feet west of the west
curb of Adams Street.
(4) Campbell's Auto
Supply On the south half of
Capitol Avenue between two
points located 80 feet and
100 feet west of the west
curb of Adams Street.
(5) Woodman Engineering On the east half of Madison
Street between two points
located 75 feet and 95 feet
north of the north curb of
Capitol Avenue.
(6) Busch Florist*;. On the north half of Dunklin
Street between two points

Section 2. Presumption to A.pnly. In any prosecution
for a violation of any of the provisions of Section 1 of this
ordinance, proof that the vehicle described in the complaint
was parked in violation, together with proof that the defendant
named in the complaint was at the time of such parking the
owner of the vehicle, shall constitute in evidence a prima facie
presumption that the owner of the vehicle was the person who
parked the vehicle at the point where, and for the time during
which, such violation occurred.
Section 3. Towing of Vehicle. Any police office of
this city may cause any vehicle parked in violation of any of
the provisions of Section 1 of thi6 ordinance to be towed from
the place khere it is parked, and the expense of towing and
® storing the vehicle shall be paid by the owner thereof or some
person in behalf of the owner. All towing and storage expense,
if any, semaining unpaid, at the tape of conviction for
violation of any of the provisions , of Section 1 of this
ordinance, shall be added to the amount of the fine assessed
in the municipal court and collected at the time such fine is
paid.
Section 4. Penalty. Any person violating any of the
provisions of Section 1 of this. ordinance shall be deemed
guilty of a misdemeanor, and upon conviction thereof, shall
® be fined not more than $100.00, . or.be imprisoned in jail for
not more than 90 days, or by both such fine and imprisonment.
Section 5. Effective Date. . This ordinance shall take
effect and be in force from and after its passage and approval.
