AN ORDINANCE REGULATING THE PARKING OF MOTOR VEHICLES ON THE ROADWAYS OF THIS CITY, PRESCRIBING A PRESUMPTION THAT ANY VEHICLE, PARKED IN VIOLATION OF THE ORDINANCE, WAS PARKED BY THE OWNER THEREOF, AND PROVIDING A PENALTY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI Section 1. Parking vehicles prohibited. The operator of a vehicle shall not park the same at any place within the described limits on the following-named roadways, or the part thereof hereinafter specifically designated: (A) On the alley lying between Miller Street and look the Rex M. Whitton Expressway and extending from Jefferson Street in a westerly direction to its termination east of Washington Street. (B) On the west half of Benton Street between High Street and McCarty Street. (C) On Commercial Avenue between Jackson Street and Marshall Street. (D) On the east half of Clark Avenue between Dunklin Street and Elm Street. Section 2. Presumption to apply. In any prosecution for a violation of any provision of Section 1, proof that 1p the vehicle described in the complaint was parked in violation of any provision of Section 11 together with proof that the defendant named in the complaint was at the time of such parking the owner of the vehicle, shall constitute in evidence a prima facie presumption that the owner of the vehicle was the person who parked the vehicle at the point where, and for the time during which, such violation occurred Section 3. Penalty. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined not more than $100.00 or be imprisoned in jail for not more than 90 days, or be punished both by such fine and imprisonment. 9 , • Section 4.
