ORDINANCE NO. X22
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING
A LOADING ZONE ON A ROADWAY IN THIS CITY, REGULATING THE
PARKING OF MOTOR VEHICLES THEREIN, PROVIDING A PRESUMPTION THAT
ANY VEHICLE PARKED IN VIOLATION OF THE ORDINANCE WAS PARKED
BY THE OWNER THEREOF, AND PROVIDING A PENALTY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Loading Zone. The operator of a vehicle shall
not park the same for a period of time in excess of that, or
for any purpose other than, authorized hereinafter within
the described limits on the designated portion of the
following-named roadway:
(1) Capitol Avenue On the north half
Rest Home. of Capitol Avenue
between two points
located /yl feet and l61 feet east of the east
curb of Marshall Street; provided that patrons of
the Capitol Avenue Rest Home, when arriving at or
departing from the rest home, may park vehicles
within said area for a period of time not to exceed
fifteen (15) minutes.
Section 2. Presumption to apply. In any prosecution
for a violation of any provision of Section 1, proof that
the vehicle described in the complaint was parked in
AM violation of any provision of Section 1, together with proof
that the defendant named in the complaint was at the time
of such parking the owner of the vehicle, shall constitute
in evidence a prima facie presumption that the owner of the
vehicle was the person who parked the vehicle at the point
where, and for the time during which, such violation occurred.
Section 3. Penalty. Any person violating any of the
provisions of this ordinance shall be deemed guilty of a mis-
demeanor, and upon conviction thereof shall be fined not more
than $100.00 or be imprisoned in jail for not more than 90
days, or be punished both by such fine and imprisonment.
Section 4. This ordinance shall take effect and be in
force f om d after its passage and ap oval.
