AN ORDINANCE PROVIDING FOR AND DIRECTING THE SUB-
MISSION TO THE QUALIFIED ELECTORS OF THE CITY OF
JEFFERSON, COLE COUNTY, MISSOURI, AT A SPECIAL
ELECTION TO BE HELD IN SAID CITY ON Tuesday ,
THE 8th DAY OF October , 1963) OF A
PROPOSITION FOR THE ISSUANCE OF SEWER REVENUE
BONDS OF SAID CITY TO PROVIDE FUNDS FOR THE FUR-
POSE OF EX7'Ii MING AND IMPROVING THE SEW' AGE SYS-
TEM OF SAID CITY, INCLUDING THE CONSTRUCTION'OF A
SEWAGE TREATMENT PLANT.
WHERFAS, the City Council of the City of Jefferson, having made and hav-
ing caused to be made extensive studies concerning the adequacy of the existing
sewerage system of. said City, does now find and determine, upon the advice of com-
petent engineers, that the said sewerage system is in need of extension and Improve-
ment, including, but not limited to, the laying of more adequate sewer lines and
the construction of sewage treatment facilities; said sewerage system and all ex-
tensions and improvements thereto to be owned exclusively by said City; and
WHEREAS, the said Council does now find and determine, upon the advice of
competent engineers, that the estimated cost of constructing such extensions, im-
provements, and facilities, is Five Million, Six Hundred Thousand Dollars
($5,600)000); and
WHEREAS, the said sum is not available in the treasury of the City of
Jefferson; and
WHEREAS, the said City is authorized under the provisions of Section
250.010 et seq., Revised Statutes of Missouri, to borrow money for the aforesaid
purpose and to evidence such loan by the issuance of bonds payable solely from the
revenues to be derived from the operation of the sewerage system of said City, as
so extended and improved; provided, that the issuance of such revenue bonds be
authorized at an election held for that purpose; and
WHEREAS, the City Council of said City does now find and determine that
it is necessary and in the public interest and essential for the protection of the
public health that the aforesaid contemplated improvements be constructed and that
a proposal to issue revenue bonds of said City to provide necessary funds therefor
should be submitted to the qualified electors of the City of Jefferson at a special
election to be called for that purpose:
NOW, THEREFOREO BE IT ORDAINED BY THE COUNCIL OF THE CITr OF JEFFERSON,
COLE COUNTX, MISSOURI, AS FOLLOWS:
SECTION 1. That a special election shall be and the same is hereby
called and ordered to be held in the City of Jefferson, Cole County, Missouri, on
Tuesday s 'he 8th day of October , 1963, for the purpose of submitting
to the qualified electors of said City the following proposition:
PROPOSITION
Proposition to issue the sewer revenue bonds of the
City of Jefferson, Missouri, to the amount of Five
Million, Six Hundred Thousand Dollars ($5,600,000),
to provide funds for the purpose of extending and
improving the sewerage system of said City, in-
cluding the construction of a sewage treatment
plant; said bonds to be payable solely from the
rievenues. to be derived from the operation of said
system.
SECTION 2. That the said special election shall be held in all of the
wards of said City and at the polling places hereinafter designated in the form
of "NOTICE OF SPECIAL, ELECTION" as set forth in Section 3 hereof.
The polls of said election shall be opened at the hour of six o'clock
A.M. and shall continue open until the hour of seven o'clock P.M. on said day.
The said special election shall be conducted and held and the results
thereof shall be certified, canvassed, and declared in all respects in conformity
with the Constitution and Laws of the State of Missouri governing elections in the
City of Jefferson and in accordance with the ordinances of said City.
SECTION 3. That the.City Clerk be and he is hereby authorized and dir-
ected to give notice. of said special election by publication in The Post Tribune
a newspaper printed and published in the City of Jefferson and
of general circulation therein. The said notice shall be published in said news-
paper once a week for four consecutive weeks and on the same day in each week.
The first publication of said notice shall be made at least twenty-one (21) days
before the date of said election and the last publication shall be made within
two (2) weeks of the date of said election. The said notice, to be so published,
shall be in substantially the following form, to-wit:

NOTICE is hereby given that a special election will be held in
the City of Jefferson, Cole County, Missouri, on
Tuesday , the 8th day of October , 1963,
at which there will be submitted to the qualified electors of said
City the following proposition:
PROPOSITION
Proposition to issue the sewer revenue bonds of the

to provide Hinds for the 1mrpose of extending and
improving the sewerage system of said City, includ-
ing the construction of a sewage treatment plant;
said bonds to be payable solely from the revenues
to be derived from the operation of said system.
The said special election will be held at the following voting
places in said City, to-wit:

Precinct No. 1 - Capitol Upholstering Co. , 627 E. High St,
Precinct No. 2 - 301 Ash Street
Precinct No. 3 - East School, 1300 East McCarty Street
IN THE'SECOND WARD:
Precinct No'. 1 - Mrs. Petit, 130 E. McCarty
Precinct No. 2 - Cole County Court House, High Street
IN THE THIRD WARD:
Precinct No. 1 - N. 0. Nelson Mfg. Co. , 308 Mulberry
Precinct No. 2 - Telephone Bldg. , Bolivar & McCarty

The polls of said election will be opened at the hour of six
o'clock A.M. and will continue open until the hour of seven
o'clock P.M on said day.
A31 persons who are legal-voters in said City will be entitled to
vote at the said special election.

SECTION 4. That the City Clerk be and he is hereby authorized and dir-
ected to furnish the judges and clerks of said special election with poll books,
tally sheets, ballots, ballot boxes, and other supplies necessary for the conduct
of said special election, and the ballots to be so provided shall be in substan-
tially the following form:

Instructions to Voters:
To vote in favor of the proposition submitted upon this ballot,
place a cross (x) mark in the square opposite the word "YES";
and to vote against said proposition, place a cross (x) mark
in the square opposite the word 11N011 .
PROPOSITION
Shall the following be adopted:
Proposition to issue the sewer revenue bonds of

SECTION 5. That the City Council hereafter shall designate duly quali-
fied persons to serve as judges of the aforesaid special election.
SECTION 6. That the City Clerk shall be and he is directed to transmit
a certified copy of this Ordinance to the Clerk of the County Court of Cole County,
Missouri, for his information and guidance.
SECTION 7. That all ordinances or parts of ordinances in conflict with
this Ordinance shall be and the same are hereby repealed, insofar as they may so
conflict.
SECTION 8. That this Ordinance shall take effect and shall be in force
from and after its passage and approval.
