,AN ORDINANCE ESTABLISHING A CURFEW FOR MINORS UNDER THE AGE OF
SEVENTEEN YEARS; PROVIDING FOR CERTAIN PLACES; PROVIDING FOR
CERTAIN HOURS; PROVIDING FOR CERTAIN EXCEPTIONS; PROVIDING FOR
RESPONSIBILITY OF PARENTS OR GUARDIANS; PROVIDING PENALTIES FOR
THE VIOLATION OF THIS ORDINANCE;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS
SECTION 1. CURFEW - MINORS UNDER AGE OF SEVENTEEN
It shall be unlawful for any minor under the age of seventeen
years to be in or upon any public street, highway, alley, road,
park, playground, public grounds, public place or public building,
place of amusement and entertainment, vacant lot or any other
unsupervised place in the city between the hours of 11:00 p.m. and
5:00 a.m. of the following day, except on Fridays and Saturdays
when the hour shall be 12:00 midnight to 5:00 a.m. of the following
day, from October first, to May first, and between 1:00 a.m. and
5:00 a.m. of the following day, from May first to October first,
unless such minor is attending to urgent business and can give a
satisfactory reason for being in or upon the places hereinbefore
mentioned, or is accompanied by a parent, guardian, adult relative
or adult friend approved by a parent or guardian.
When upon such lawful errands, it shall be deemed a violation of
this section for any such minor to loiter or linger or ride
aimlessly upon the street, highway, alley, road or public places
in the city, but such minor must transact such business as speedily,
as possible.
Any minor who shall violate the provisions of this section shall,
for the first offense, be warned of the violation and provided wit
a copy of this and the following section by the Chief of Police or
any police officer authorized by the Chief of Police to serve such
notice and sent home. The parent or guardian shall also be
warned and furnished a copy of such sections. But on the second
offense, referral may be made in accordance with and pursuant to
the juvenile laws of the state.
SECTION 2. SAME RESPONSIBILITY OF PARENTS OR GUARDIANS
It shall be unlawful for the parent or guardian of a minor under
the age of seventeen years to permit such minor to be in or upon
any public street, highway, alley, road, park, playground, public
grounds, public place or public building, place of amusement and
entertainment, vacant lot or any other unsupervised place in the
city between the hours of 11:00 p.m. and 5:00 a.m. except on
Fridays and Saturdays when the hour shall be 12:00 midnight to
5:00 a.m. from October first to May first, and between the hours
of 1:00 a.m. and 5:00 a.m. from May first to October first;
provided, that this section shall not apply when the minor is
accompanied by his parent, guardian, or adult relative or adult
friend approved by a parent or guardian, or when such minor is
attending to urgent business and can give a satisfactory account
as to why he is in or upon the places hereinbefore mentioned in
the city.

Failure of the parents to comply with the provisions of this section
shall be subject to a fine of not less than $10 and not more than
$100. Each violation of this section shall constitute a separate
offense.

BE IT ORDAINED BY THE CITY COUNCIL OF TIME CITY OF JEFFERSON,
KISSOURI, AS FOLL( 1:� :
Section 1 . The position of special deputy city clerk
is hereby created and established.
Section 2. -`S/X _ special deputy city clerks shall be
appointed by the Iayor.
Section 3. The special deputy city clerks shall take
the same oath of office prescribed by ordinance for the
city clerk, and such oath shall be administered by the Police
Affilik Judge of the city.

qW Section 4. Each of the special deputy city clerks shall
be a resident of the city, of the age of twenty-one years
or more, and entitled to vote at the October 8, 1963,
special municipal election to be held in the city.
Section 5. Each of the AA special deputy city clerks
shall serve without salary or compensation.
Section 6 . The special deputy city clerks shall parform
the following duties :
(A) To receive applications for absentee ballots
to be voted in the special municipal election
in the City of Jefferson, I,;issouri, on
October 8, 1963 .
(13) To deliver said applications to the City Clerk
of the City of Jefferson, I,issouri, so that the
names of the applicants may be posted as is
prescribed by law.
(C ) To receive the official absentee ballots and
envelopes and all instructions required by law
from the City Clerk and to deliver the same in
person to the applicant therefor for execution
by the applicant in the manner provided by law.
(D) Upon proper execution of the absentee ballot as
required by law, to render such assistance as
may be requrested by the absentee voter in mailinct
said absentee ballot to the City Clerk.
Section 7 . This ordinance shall take effect and he
in force from and after its passage and approval .
