ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR AN
ELECTION IN THE CITY OF JEFFERSON, MISSOURI FOR THE PURPOSE OF SUB-
MITTING TO THE QUALIFIED VOTERS OF THE CITY THE FOLLOWING PROPOSITION,
NAMELY: SHOULD THE ANNUAL LEVY ON ALL TAXABLE PROPERTY IN JEFFERSON
CITY, MISSOURI FOR THE MAINTENANCE AND OPERATION OF A FREE PUBLIC
LIBRARY BE INCREASED FROM ONE MILL ON THE DOLLAR OF ASSESSED VALUATION
TO TWO MILLS ON THE DOLLAR OF ASSESSED VALUATION?
WHEREAS, the qualified voters of Jefferson City, Missouri have here-
tofore voted for an annual levy of one mill on the dollar on the assessed valuation
of all property in Jefferson City, Missouri, for the maintenance and operation of
the Jefferson City Free Public Library, and
WHEREAS, pursuant to ordinance, there is presently levied in Jefferson
City, Missouri, a tax of one mill on the dollar on the assessed valuation of all
property in Jefferson City, Missouri, for the maintenance and operation of the
Jefferson City Free Public Library, and
WHEREAS, on the I- A11 day of 1964,
qualified electors of Jefferson City, Missouri, equalin more than five per cent
of the total vote cast for Governor in said city at the last gubernatorial election
in the State of Missouri, did petition the mayor and city council of Jefferson
City, Missouri, in writing, asking that an increased tax of one mill on the
dollar of assessed valuation be levied annually on all taxable property in
Jefferson City, Missouri, for the maintenance and operation of the Jefferson
City Free Public Library, and that the following proposition be submitted to y
the voters of Jefferson City, Missouri, at the next general election to be held
on April 7, 1964 in said city, namely.
"For a one mill tax increase over the present one
mill tax for the Jefferson City Free Public Library, '
or
"Against a one mill tax increase over the present
one mill tax for the Jefferson City Free Public
Library. " -
AND WHEREAS, if a majority of all votes cast on the proposition
at,'tjXe�.election is for the%tax, as submitted, the tax specified in the notice of
the election shall be levied and collected in like manner with other general
taxes of Jefferson City and be known as; and become apart of, the city library
fund and be administered as provided by law,
AND THEREFORE, the city council of Jefferson City, Missouri,
believes that an election of*the people of the city should be held to determine
if a majority of the legal voters thereof are in favor of the aforementioned
proposition, now, therefore:
• BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1 . At the general city election, to be held in the City
of Jefferson, County of Cole, Missouri, on the 7th day of April, 1964, there
shall be submitted to the qualified voters of the city the following proposition,
to-wit:
PROPOSITION
"For a one mill tax increase over the present
one mill tax for the Jefferson City Free Public
Library",
or
"Against a one mill tax increase over the present
one mill tax for the Jefferson City Free Public
Library. "
Section 2. The city clerk shall, and she is hereby directed, to give
notice 'of said election by publication in the Jefferson City Post Tribune, a daily
newspaper printed, published and of general circulation in Jefferson City,
Missouri. The notice of said election shall be published in that newspaper
once a week for four consecutive weeks and on the same day in each week. The
first publication shall be made at least twenty-one days before the date of the
election and the last publication shall be made within ten days of the date of
the election. The city clerk shall make and file in her office a return of service
of the notice in the manner provided by law for publication of legal notices by
newspapers. The notice to be published shall be in the following form:
NOTICE OF ELECTION
CITY OF JEFFERSON, MISSOURI
A tax of one mill on the dollar of assessed valuation is now
levied annually on all taxable property in Jefferson City,
Missouri, for the maintenance and operation of the Jefferson
City Free Public Library.
Notice is hereby iven that at the
y general city election
to be held in the City of Jefferson, Cole County, Missouri,
on Tuesday, April 7, 1964, there shall be submitted to
the qualified voters of said city the following proposition:
PROPOSITION
"For a one mill tax increase over the present
one mill tax for the Jefferson City Free Public
Library"
"Against a one mill tax increase over the
present one mill tax for the Jefferson City Free
Public Library. "
The election will be held at the same voting places in each
ward of the city as for the election of city officials.
The polls at said election shall be open at the hour of
6:00 A. M. , and continue to be open until the hour of
7:00 P. M. on the date of the election.

All persons who are legal voters in Jefferson City; Missouri,
shall be entitled to vote at said election.

Section 3. The city clerk is hereby directed to furnish the judges and
clerks of said election with all ballots, poll books and other necessary election
items, and the expense of the election shall be paid out of the city treasury
in the same manner with like effect and by the same officers as in case of other
city elections. The ballot to be provided shall be printed in the following form:

one mill tax for the Jefferson City, Missouri,
free public library.
INSTRUCTIONS TO VOTERS
"To vote in favor of the proposition place an X
in the square (E-::I) immediately preceding the
words "For a one mill tax increase, etc. "

Section 4. That the said election shall be held in all the wards and
precincts of said city and at the same polling places designated for the election
of city officials. Polls of said election shall be open at the hour of six A. M. ,
and continue open until the hour of seven P. M. , on said date. Said election
shall beheld and conducted and the results thereof shall be certified, canvassed,
and declared in all respects in conformity with the Constitution and Laws of the
State of Missouri governing elections in said City of Jefferson and in accordance
with the ordinances of said city.
Section 5. This ordinance shall take effect and be in force from and
after its passage and approval.
