A CAPITAL PROJECT AUTHORIZING RESOLUTION OF
THE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA; AUTHORIZING THE VILLAGE
MANAGER TO PURCHASE A NEW VEHICLE FOR THE
RECREATION DEPARTMENT; PROVIDING FOR AN
EFFECTIVE DATE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. That the Village Manager is hereby authorized to purchase a new recreation
department vehicle in the amount of $ 72,912 as described in the accompanying memorandum.
Section 2. That the Village Manager is hereby authorized to sell the replaced Village
vehicle as described in said memorandum.
Section 3. That this resolution shall take effect immediately upon adoption

RE: New Recreation Department Vehicle
RECOMMENDATION
It is recommended that the Village .Council approve this Resolution supporting the
purchase of a new passenger bus for the Parks & Recreation Department. The new
Vehicle can transport between twenty-four and twenty eight passengers depending the
number wheelchair occupancy.
BACKGROUND
The Village of Key Biscayne purchased the original bus in 1994. This Vehicle served the
Village for almost a decade. The bus was removed from service when it was deemed
unsafe to transport residents.
The research conducted to replace the vehicle with a bus that would improve the
Village's ability to serve public resulted in the selection of the Universal 550 Series bus.
The new bus is equipped with a lift and two wheel chairs locations and increased seating
capacity. (Please refer to the attached vehicle specifications for more information)
The new bus is being purchase from Atlantic Bus Sales off the Florida Department of
Transportation Contract # FVPP-02-CA-3. The vehicle meets all federal and state
requirements. Atlantic Bus Sales has been a Florida Department of Transportation
vendor since 1994. Atlantic Bus Sales has provided buses for the Mass Transit Authority
in Sarasota, Broward, Monroe, Palm Beach and Dade County. Atlantic Bus Sales has
municipal clients such as Coral Springs, Pompano Beach, Ft. Lauderdale as well as
serving both the Ft. Lauderdale and Miami International Airport.
The estimated arrival date of this vehicle is ten (10) weeks after the resolution is passed.
The Vehicle is being purchased from the fiscal year 2003 capital outlay funds of
$100,000 earmarked for the "Village Bus Replacement".
