Savannah Beach, Tybee Island, Ga.
December 1, 1939.
The regular meeting of. Council was held to -day at -l-t00 p.m., in
the Council Chamber of the new Town Hall, and was attended by
Mayor Righton, who presided, and Councilmen Lovell, Logan, Slotin,
Young, May, Haar, Town Attorney Dutton.
Councilman Sotin moved that a letter be written to Col. Barton,
Commanding officer, at Fort Screven, requesting that he write to
4 Washington for authority to participate in the. proposed extension
of the sea -wall, as regards the four beach lots owned by the U.S.
government, Councilman:Logan seconded and the motion passed.
The Mayor informed Council that he had received aletter from
O.E:Brightrelative to Mrs. H.L.Thomas renewing her suit against
the. Town in connection with the death of her husband, Mr. Bright
informing him that additional fees would be necessary if his
firm handled the case further. The Mayor instructed the Clerk
to notify Mr,. Bright that the Town would pay no further fee. i
Councilman Slotin moved that the action of the Mayor be approved,
Councilman-Logan secOnded and the motion passed:
Councilman Haar moved that M.L.Arnau be allowed 20% discount on
his.193£9 taxes, provided.that they are paid wtthih thirty days,
Councilman Logan secondad and the motion passed.
Councilman Haar moved that the new Town Hall located at 4th street
and Butler Avenue be designated as the official headquarters of
the Tin, govenment 'and that all meetings of Council be held there,
Councilman Young seconded and the motion passed.
Councilman Slotinstated that the Tybrisa. Company and several ASS
members of the Haar family are indebted to the Town for tees I- te,
amounting to about $1300.00, and that the Tybee Amusement owes Od
on anote, that was due May 1,1939, $552.67, Councilman:4logan moved
tha i,f _•'they pair: a11.taxes due by them, being allowed the 20%
discount, by January 1,1940, that the note for x$552.67 be canceled,
Councilman Young seconded and the motion passed. Councilman Haar
was out of the room when the above rnotiOn was acted upon.
Mayor Righton aPpointed a committee consisting of Councilmen
Slotin, Young and Lovell to check the assessemnnts of all prop-
erty on the island with e, view to equalizing the assessments for
1940.
A request had been made'by the Trinity Chapel to assist in
beautifying the grouns around the church, the Mayan stated that
he would have the work doen if there were no objections.
Councilman Slotin stated that a book should be purchased for
the keeping of the record of all licenses collected, Councilman
Haar moved that the Finance Committee be authorized to purchase
the'necessary book for the purpose, Councilman Lovell seconded
and the motion passed.
The -Mayor informed Council that he had instructed the Clerk to
notify those property owners on the Inlet having fences on the
street that if they were not down by January lst, 19,_they
would be takne down by the Town at the expense of the owner.

Councilman Haar moved that the hour_fo.r the.meetingsof Council
be changed to 3:00 p.m., Councilman Lovell seconded and the
motion passed.
Councilman Young moved that-following resolution, quit
claiming. the Strand to the property owners,lbe adopted, Councilman
Lovell seconded and the motion passed;
RESOLUTION
WHEREAS, the 'erosion of the beach along the eastern front of Tybee
Leland has caused remendous damage to that portion of the beach
known as the Strand u!_>on the official map of. the Town of Savannah
Beach, Tybee Island, and additional damage in certain instances
to the property abu Ming thereon in private ownership so the
Strand, as it now: exists, contains only a very sman part of that
originally delineated on the said map; and,
WHEREAS, the Mayor and Councilmen of the Town of Savannah Beach,
Tybee Island, in cooperation wih the owners of the property;
abutting on said Strand are now endeavoring to sponsor a pro
lect with the Works Progress Administration of the United Staten
Government for the ereetion of a permanent bulkhead constructed':'
of concrete and bteel to be erected along And upon what remains,
of said Strand andnin and upon the property privately owned where
water erosion has destroyed the original Strand, the costs thereo'f
to be paid at street intersections by the municipality and the:
balance thereof to be paid by the owners of the property abutting
on said Strand or said bulkhead or sea -wall; and,
WHEREAS, the work to be - performed is a public necessity which
swill behefit all of the citizens and owners of property loc^ted,
on Tybee Island and protect the island from further ravages fi°om
beach erosion, whether by water or wind; and,
WHEREAS, the cost as gforesaid.is being brarne at the rate of N
Two Dollarsand Fifty Cents ($2.50) per lineal foot as a contri -,
bution by -the said property owners;
- NOW,THERFORE,BE.IT..RESOLVEB by the Mayor and Councilmen of the
Town of SaVatina: Beach, Tvree Island, in CoSncil,assembled, that
in the event the said project as aforesaid be undertaken by the
property owners in conjunction with Mayor and Councilmen and
carried to completion on their part, the the Le- gislature of the
State of Georgia and the Represnetatives from Chatham-County
and the Senator from the First Senatorial District of Georgia
be and each of them is hereby requested to introduce and have
passed by the Legialature a bill to authorize the Mayor and
Councilmen of•the Town of Savannah Beach,Tybee Island, to
transfer and quit claim to each property owner, from the
norther corner of Second Street to the norther corner of
Fourteenth Street who has contributed an aliquot part of
the cost of the erection of said sea -wall all of the right,
title and interest of the said municipality an and to that
portion of the Strand respectively which remains abutting
on the property owned by him; or thatbsuch other steps be taken
by said Representatives and Senator as may be necessary through
legislative enactment to vest a fee simple title of said Strand.

Counncilman Haar moved that the Building code be amended to re-
quire that electrical work be done be certified electricians,•
Councilman Young seconded and the motion passed;
