INTRODUCED BY COUNCILMAN: RINER ORDINANCE NO. 7 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REGULATING THE PARKING OF MOTOR VEHICLES ON THE ROADWAYS OF THIS CITY, PROVIDENG A PRESUMPTION THAT ANY VEHICLE PARKED IN VIOLATION OF THE ORDINANCE WAS PARKED BY THE OWNER THEREOF, AND PROVIDING A PENALTY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS : Section 1 . Parking vehicles prohibited. The operator of a vehicle shall not park the same for a period of time in excess of two hours at any point on the west half of Jackson Street that is north and within 220 feet of the north curb of Capitol Avenue. Section 2. Presumption to apply. In any prosecution for a violation of any provision of Section 1, proof that the vehicle described in the complaint was parked in violation of any provision of Section 1, together with proof that the defendant named in the complaint was at the time of such parking the owner of the vehicle, shall constitute - in evidence a prima facie presumption that the owner of the vehicle was the person who parked the vehicle at the point where, and for the time during which, such violation occurred. Section 3 . Penalty. A person violating any of .the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined not more than $100 .00 or be imprisoned in jail for not more than 90 days, or be punished both by such fine and imprisonment.
