HomeMy Public PortalAboutr 21-143A�ezotufian of the '�3nrxlg4 o No. #21 -143 Date of Adoption August 12, 2021 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH MOTT MACDONALD — STORM WATER RE,MEDIATION STUDY WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to the Storm Water Remediation Study for various locations in the Borough; and WHEREAS, the Borough's Consulting Engineers, Mott MacDonald, possess the requisite skill and expertise to provide said services; and WHEREAS, Mott MacDonald has submitted a proposal to provide said engineering services at a total cost not to exceed $10,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief^Pinancial Officer has certified that funds are or will be available for said purpose. Account # NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from Mott MacDonald for engineering services related to the Storm Water Remediation Study for various locations in the Borough in a total cost not to exceed $10,000.00 billable in accordance with Mott MacDonald's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(l)(a) in accordance with the Borough's pair and Open Process as authorized by law. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Department, Mott MacDonald and Borough Director of Engineering. The intent of the study will be the evaluation of possible solutions to address significant on- street flooding occurring in the area. BACKGROUND The Borough's residents in this area have expressed their concerns about the routine flooding that occurs at the intersection of Leber Avenue and Coolidge Avenue. During high- intensity precipitation events, the entire intersection experiences severe flooding that encroaches significantly onto residential properties. From our observances of recent storm events, the approximate area of flooding is highlighted in the map below: 11 To help mitigate the problem, the Borough's DPW staff have cleaned the MOTT inlets /catch basins and pipelines in this area however the last cleaning was MACDONALD performed during 2020. We have been advised that after cleaning, the storm system performance improves and flooding is less severe. However, noting the limits of the drainage area which extends south to Laurel Street, it appears that the volume of water draining to Leber Avenue and Coolidge Avenue may exceed the capacity of the receiving system resulting in the flooding being experienced. PROJECT UNDERSTANDING Mott MacDonald understands that the Borough would like to evaluate various options to reduce the extents of on- street flooding within Leber Avenue and Coolidge Avenue. Noting that full scale replacement of the drainage system is not an option due to the extremely high cost associated, Mott MacDonald proposes that more cost effective means of addressing the issue must be identified and evaluated for the Borough's consideration. Accordingly, Mott MacDonald has evaluated and discussed various options with the Borough and while the options considered have their individual permitting and construction cost limitations, construction of an in- street storage and pumping system is considered the most viable. PROJECT SCOPE Due to permitting issues, limitations of Green Acres, construction costs and available area, the construction of an in- street storage and pumping system is considered the most viable option to address the Borough's flooding concerns in these areas. Under this option, an isolated collection system would be constructed to divert on street localized flooding exceeding tolerable levels to an underground storage system. It is currently assumed that a storage system providing approximately greater than 250,000 gallons would be constructed. The system would provide storage for excess flood water and upon storm subsidence, the system would be emptied by pump to the existing storm water system post event. This system would allow for streamlined implementation since we do not anticipate that a permit will be necessary to construct this option. Challenges to this option however include the construction of a large underground storage system which will require clear open space within roadways, generally devoid of utilities that would preclude installation. Preliminary, it has been noted that the west bound lane of Carteret Avenue is clear and may provide the open area required, it is noted that this is a concrete roadbed as well as a generally highly traveled collector. Added challenges with this system include the maintenance requirements associated with a new pumping system as well as periodic clearing of debris that will inevitable be carried into the storage area. In order to evaluate the optimal size of the system with respect to storage and pumping, Mott MacDonald will review record drawings, evaluate existing conditions, and take critical measurements and observations as necessary to understand the extent of flooding issues. If the opportunity arises, we will also gather information July 22, 20211 Page 2 of 4 Mregarding the nature of the flooding by inspecting the surrounding area during a storm event to identify any anomalies or currently identified issues. MOTT M Once initial investigations are complete and record data gathered, it is expected MACDONALD that in order to provide the basic analysis necessary, a limited drainage area study will need to be performed. Mott MacDonald will evaluate the area tributary to the drainage basin and consider storm intensities for rain events exceeding the 2 -year, 25 -year, and 100 -year frequency. We will evaluate the existing storm sewer system capacity to determine the volume of water being conveyed by gravity and the volume which can be tolerated on streets. Once the drainage area has been analyzed, storm flows tributary to the area will be quantified and the capacity of the system determined Mott MacDonald will then prepare preliminary conceptual designs ( -10% complete) as well as an opinion of probable construction costs for evaluation and consideration by the Borough. ASSUMPTIONS AND CLARIFICATIONS Mott MacDonald has prepared this proposal under the following assumptions and clarifications in regard to deliverables for the Borough: • Mott MacDonald will not provide hydraulic computer analysis of the flooding areas of concern. • Mott MacDonald will not provide proposed force main profile plans. • Mott MacDonald will provide permit identification needed to proceed with possible infrastructure improvements but will not provide permit applications. • Mott MacDonald will not provide additional survey services, but will review available survey data and CCTV records provided by the Borough. • Mott MacDonald will use available topographic map data from the Borough's sanitary sewer files. Available aerial mapping will be utilized through the Borough's sanitary sewer files. Mott MacDonald will review the latest FEMA flood mapping available in the areas of concern. ENGINEERING FEE PROPOSAL Mott MacDonald is prepared to complete preliminary drainage basin analysis, preliminary design, preliminary cost options and initial permit identification upon the Borough's authorization. Our proposed budget to complete this work on a reimbursable, "not -to- exceed" basis, is $10,000. Our schedule to complete this work will be four weeks following access to available survey data and CCTV records. Our costs specifically exclude all survey which will be obtained directly by the Borough. Any additional survey required for Mott MacDonald to complete our analysis is assumed procured directly by the Borough. We trust that this proposal is responsive to the project needs and we look forward to continuing our long standing, professional relationship with the Borough of Carteret.
