AUTHORIZING AND IMPLEMENTING
THE PROVISIONS OF N.J.S.A. IIA:4-1.3

WHEREAS, the New Jersey Legislature recently adopted N.J.S.A. I IA: 4 -1.3 which provides for the
appointment of entry-level municipal police officers so long as certain statutory requirements are met; and
WHEREAS, the intent of this course by die Borough is to help diversify the police department to better
reflect the make -up of the community and to enhance the department with officers possessing specialized
skills, such as being bi- lingual; and
WHEREAS, the Borough of Carteret is desirous of adopting and implementing the State authorized
appointment procedures for entry-level police officer positions to help increase the pool of applicants
eligible for hire to these positions and to help expand the diversity of its police department, which requires
the Borough's formal authorization for "alternate route" law enforcement appointments and the adoption of
a conflict of interest and nepotism policy.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as
follows:
1. That the Borough hereby authorizes the appointment of entry-level law enforcement
positions as provided for pursuant to N.J.S.A. I IA: 4 -1.3.
2. That, in the hiring of any entry-level police officers through the aforementioned alternate
route appointment process, no relatives of any member of the Governing Body, other
senior Borough Officials or Officers with managerial authority and senior officers or
civilian management personnel of the Police Department, to include any Police Director,
Police Chief, Deputy Police Chief or Captain, shall be considered for such all
appointment.
3. That no member of the Governing Body shall act on any such employment matter in
which he or she, or any of his or her relatives, has either a direct or indirect personal or
financial interest.
4. That with regard to this policy, "Relatives" shall be defined to include the following: an
individual's spouse or civil union partner, the individual's or spouse'stpartner's parent,
child, brother, sister, aunt, uncle, niece, nephew, grandparent, grandchild, son -in -law,
daughter - in-law, stepparent, stepchild, stepbrother, stepsister, half- brother or half- sister,
whether the relative is related to the individual or the individual's spouse by blood,
marriage or adoption.
5. That this policy is not for the purpose of depriving any citizen of an equal chalice of
employment with the Borough, but is solely intended to prevent the potential for
preferential treatment of the relatives of governmental personnel.
