Reiman at approximately 6:00 p.m. on Monday, July 22, 2021, remotely, via telephone call -in. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. The 2021 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and the doors of the Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the fall membership present, the minutes of July 8, 2021 were approved as transcribed and engrossed by the Clerk. JULY 22, 2021 COUNCIL MEETING ROLL CALL SILENT PRAYER PLEDGE OF ALLEGIANCE STATEMENT OF IVIEETING NOTICE APPROVAL OF MINUTES ORDINANCE #21 -14 was introduced and adopted on First Reading ORDINANCE #21 -14 and the Clerk authorized and directed to advertise same for Public MCIA CAPITAL Hearing, upon MMS &C, by Councilmembers Krum and Bellino. EQUIPMENT Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative JULY 22, 2021 (Continued) ORDINANCE #21 -14 "AN ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, STATE OF NEW JERSEY, APPROVING AND AUTHORIZING THE ENTERING INTO, EXECUTION AND DELIVERY OF A LEASE AND AGREEMENT WITH THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY RELATING TO THE ISSUANCE OF COUNTY - GUARANTEED CAPITAL EQUIPMENT AND IMPROVEMENT REVENUE BONDS, SERIES 2021 OF THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" Mayor Reiman said this is a capital equipment ordinance, this is how the Borough finances our police cars on an annual basis. ORDINANCE #21 -10 The Municipal Clerk stated that Ordinance 421 -10 was introduced and CANNABIS adopted on First Reading on July 8, 2021. It was duly published in the LICENSING & Home News Tribune on July 16, 2021, with notice that it will be REGULATIONS considered for final passage after Public Hearing to be held on July 22, 2021 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Bellino and Krum and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no continents or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #21 -10 "AN ORDINANCE TO AMEND AND SUPPLEMENT THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF CARTERET TO ADD A NEW CHAPTER ENTITLED CANNABIS LICENSING AND REGULATIONS" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REIMAN Advertised as Finally Adopted: JULY 27, 2021 The Municipal Clerk stated that Ordinance #21 -I1 was introduced and adopted on First Reading on July 8, 2021. It was duly published in the Star Ledger on July 13, 2021, with notice that it will be considered for final passage after Public Hearing to be held on July 22, 2021 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Krum and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. July 22, 2021 (continued) ADOPTED ORDINANCE #21 -11 CAPITAL IMPROVEMENT ORDINANCE, RE: PERFORMING ARTS CENTER PUBLIC HEARING HEARING CLOSED JULY 22, 2021 (continued) Mayor Reiman said this funds various redevelopment with regard to the Arts Center Project. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #21 -11 "BOND ORDINANCE PROVIDING FOR AID TO THE PERFORMING ARTS CENTER REDEVELOPMENT PROJECT LOCATED IN THE COOKE AVENUE MIXED USED REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $2,070,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,370,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Mayor Reiman said this is with regard to the waterfront redevelopment project. I-Ie said fiords come from development fees, impact fees and permit fees which will be used toward the pier extension, ferry terminal; the area to the north. Upon MMS &C, by Councilmembers Krum and Bellino ORDINANCE 921 -12 "BOND ORDINANCE PROVIDING FOR AID TO THE WATERFRONT REDEVELOPMENT PROJECT LOCATED WITHIN THE WATERFRONT REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $3,250,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $3,250,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the full membership present. Mayor Reiman said this appropriates NJDOT funds from the Local Freight Infrastructure Grant for the Federal Blvd. / Blair Road Project. Upon MMS &C, by Councilmembers Krum and Bellino ORDINANCE #21 -13 "BOND ORDINANCE PROVIDING FOR THE FEDERAL BLVD. AND BLAIR ROAD PROJECT IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,450,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,450,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE THE COST THEREOF" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Krum and AGENDA ITEMS unanimous affirmative vote of the full membership present, the & NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda PUBLIC HEARING items or new business, upon MMS &C, by Councilmembers Diaz and CLOSED Bellino and unanimous affirmative vote of the Rill membership present, the meeting was closed. RESOLUTIONS: RESOLUTIONS 1. #21 -130 Directing the Issuance of a Raffle License to St. Mayor Reiman asked for a motion on the Consent Agenda. CONSENT AGENDA 7 Joseph School HSA. 2. #21 -131 Authorizing Emergency Sewer Repair Contract with National Water Main Cleaning Co. 3. #21 -132 Acceptance of the FY2022 Municipal Alliance Grant Funding. 4. #21 -133 Approving Change Order #1, Re: Rehabilitation of Bergen Street Pump Station. 5. #21 -134 Authorizing Tax Grace Period Extension. 6. #21 -135 Tax Sale and Fee Resolution. 7. 421 -136 Authorizing 2021 Tax Sale without Delinquent Sewer Charges. JOSEPH SCHOOL HOME SCHOOL ASSOCIATION" RESOLUTION #21 -131 "AUTHORIZING EMERGENCY SEWER REPAIR CONTACT WITH NATIONAL WATER MAIN CLEANING COMPANY" RESOLUTION #21 -132 "GOVERNOR'S COUNCIL ON ALCOHOLISM AND DRUG ABUSE FISCAL GRANT CYCLE OCTOBER 2020 — JUNE 2025" RESOLUTION #21 -133 "APPROVING CHANGE ORDER #1 REHABILITATION OF BERGEN STREET PUMP STATION" RESOLUTION #21 -134 "RESOLUTION AUTHORIZING AN EXTENSION TO PAY TAXES TO AUGUST 31, 2021" RESOLUTION #21 -135 "AUTHORIZING AN ELECTRONIC TAX SALE" W RESOLUTION #21 -136 "AUTHORIZING TAX SALE WITHOUT DELINQUENT SEWER CHARGES" were Adopted. JULY 22, 2021 (continued) RESOLUTION #21 -136 TAX SALE ADOPTED Upon MMS &C, by Councilmembers Diaz and Krum all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reports: REPORTS 1. Board of Health — June 2021 Upon MMS &C, by Councilmembers Krum and Bellino and affirmative vote of the full membership present, all reports were ordered to be received and placed on file.
