AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, GRANTING AN EXCLUSIVE FRANCHISE FOR THE OPERATION OF A LIMOUSINE SERVICE AT THE JEFFERSON CITY MEMORIAL AIRPORT FOR A TERM OF FIVE (5) YEARS TO JAMES HAAKE UNDER SPECIFIED TERMS AND CONDITIONS. WHEREAS, the City of Jefferson, Missouri, owns, operates and controls the Memorial Airport of Jefferson City, Missouri, located in Callaway County, Missouri, north of Jefferson City, Missouri and the Missouri River, about two miles from the downtown business district of Jefferson City, Missouri, and WHEREAS, the City of Jefferson, Missouri, presently is receiving federally certificated commercial airline service operated by Ozark Airlines, Inc. , and WHEREAS, the service rendered by Ozark Airlines, Inc. , is a regular and definitely scheduled regular route service, and WHEREAS, the City of Jefferson, Missouri, finds that it is in the public interest that a scheduled surface transportation service by motor vehicle should be made available between all points within this City and the Jefferson City Memorial Airport, in order that passengers boarding or deplaning commercial airline flights at the airport may have available regular terminal transportation service to and from the airport, now therefore: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI AS FOLLOWS: Section 1. The City of Jefferson, Missouri, hereby grants and awards an exclusive franchise for a period of five (5) years, commencing on ® the 18th day of May , 19 65 , and expiring on the 18th day of May , 19 70, to James Haake to provide standby, on- airport limousine service for the transportation of passengers and their baggage from the Jefferson City municipal airport, under the following terms and conditions: (a) James Haake on the 10th day of June of each year during the term of the franchise shall pay the City of Jefferson, Missouri, through its City Collector, the sum of Ten ($10. 00) Dollars as a tax for the privilege of having and using said franchise. Upon receipt of said sum, the City Collector shall issue James Haake a license to initiate or con- tinue operations under the franchise for a further period of one year until the term of the franchise expires. (b) The public transportation service authorized to be operated under this franchise shall be designated and known as the "Airport Limousine" service. • (c) James Haake shall meet, or cause to be met, each com- mercially sched ed airP lane 1 ndii}g daily at the mori 1 Airport with a mechanically saf nd lean ap aring moto v icle, ope "ed by a skillful and safe driver, Ault-able for th nsporatio f passen , their baggage and personal effects so that any and all passengers deplaning at the Memorial Airport shall mediately)kave avatKble a(Kquate Wminal sXface trans- portation fad ties. (d) James Haake shall have and keep on file with the City Clerk of said city a Certificate of Public Liability and Property Damage Insurance in the minimum amount of $5,000. 00 for injury or death to any one person, $10,000. 00 for injuries or deaths from any one accident, and $5,000. 00 property damage from any one accident. Such insurance coverage shall be effective during the entire term of the franchise. (e) The fares to be charged, paid and collected for use of the Airport Limousine service shall be as follows: . 75� per passenger between the airport and any point in Jefferson City, Missouri located within the area of and bounded by Fulkerson Street on the west, Chestnut Street on the east, Dunklin Street on south, and the Missouri River on the north. ® . 20 (in addition to the 75� basic fare allowed above) per passenger for each one half (1/2) of a mile traveled to any point located outside of the area described above, with the additional mileage to be measured when the airport limousine leaves the area bounded as described above. (f) The City of Jefferson, Missouri, by ordinance, will prohibit the operator and driver of any taxicab from rendering so-called "standby, on-airport, without call" taxicab service for the purpose of obtaining fares and will use reasonable diligence and effort to enforce observance of and compliance with the ordinance, but taxicab companies shall be authorized to transport passengers and their baggage from points within this city to the Memorial Airport, and further to call for and pick up passengers at said Airport, and further to call for and pick up passengers at said airport upon dispatch after a specific call from a prospective passenger who has ordered or requested taxicab service. Section 2. James Haake shall have five (5) days from the date of the passage and approval of this ordinance to accept the Airport Limousine Service Franchise under all terms and conditions hereinabove listed. Section 3. This ordinance shall take effect and be in force on the 18th day of May , 19 65 , if the franchise is accepted as provided in Section two (2) above.
