ORDINANCE NO. L 7L,
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING A
LOADING ZONE IN THE CITY, REGULATING THE PARKING OF MOTOR VEHICLES
THEREIN, PROVIDING A PRESUMPTION THAT ANY VEHICLE PARKED IN
VIOLATION OF THE ORDINANCE WAS PARKED BY THE OWNER THEREOF,
AND PROVIDING A PENALTY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Loading Zone. The operator of a vehicle shall not park
the same at any time between the hours of 8:00 a.m. and 5:00 p.m. on any
day of the week, except Sunday, on the west half of Jefferson between two
points located 52 feet and 77 feet north of the north curb of Dunklin Street
except when loading or unloading property at Leonard's Printing Shop.
Section 2. Presumption to Apply. In any prosecution for the violation
of any of Section 1 of this ordinance, proof that the vehicle described in the
complaint was parked in violation, together with proof that the defendant
named in the complaint was at the time of such parking the owner of the
vehicle, shall constitute in evidence a prima facie presumption that the owner
of the vehicle was the person who parked the vehicle at the point where, and
for the time during which, such violation occurred.
Section 3. Penalty. Any person violating any of the provisions of
Section 1 of this ordinance shall be deemed guilty of a misdemeanor, and
upon conviction thereof, shall be fined not more than $100. 00, or be
imprisoned in Jail for not more than 90 days, or by both such fine and
imprisonment.
Section 4. Effective date. This ordinance shall take effect and be in
force from and after its passage and approval.
