"I[r 8(- i INTRODUCED BY COUNCILMAN / _�,��,- � I AN ORDINANCE APPROVING A PROJECT FOR INDUSTRIAL DEVELOPMENT AND CALLING A SPECIAL ELECTION IN THE CITY OF JEFFERSON, MISSOURI, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY TWO PROPOSITIONS, TO WIT: (1) PROPOSITION TO ISSUE THE GENERAL OBLIGATION INDUSTRIAL BONDS OF THE CITY OF JEFFERSON, MISSOURI, TO THE AMOUNT OF $3,500,000 FOR THE PURPOSE OF PURCHASING AND CONSTRUCTING A PLANT TO BE LEASED TO I CHESEBROUGH-POND'S, INC. , A NEW YORK CORPORATION, FOR MANUFACTURING AND INDUSTRIAL DEVELOPMENT PURPOSES, INCLUDING REAL ESTATE, BUILDINGS, FIXTURES AND MACHINERY, AND (2) PROPOSITION TO ISSUE THE INDUSTRIAL I� REVENUE BONDS OF THE CITY OF JEFFERSON, MISSOURI, TO THE AMOUNT OF $2,000 ,000 FOR THE PURPOSE OF PURCHASING AND CONSTRUCTING AN INDUSTRIAL PLANT TO BE LEASED TO CHESEBROUGH-POND'S, INC. , A NEW YORK CORPORATION, FOR MANUFACTURING AND INDUSTRIAL DEVELOPMENT PURPOSES, SAID BONDS TO BE PAYABLE SOLELY FROM THE REVENUES DERIVED FROM SAID PROJECT FOR INDUSTRIAL DEVELOPMENT AND NOT TO BE A GENERAL OBLIGATION OF SAID CITY; DESIGNATING THE TIME FOR HOLDING SAID ELECTION, FIXING THE POLLING PLACES OF SAID ELECTION, PRESCRIBING THE FORM OF BALLOT TO BE USED THEREAT, AND AUTHORIZING THE CITY CLERK TO GIVE NOTICE OF SAID ELECTION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: i Section 1. That the City Council of the City of Jefferson, I fMissouri, hereby approves the project for industrial development relating to the purchase and construction of a plant to be leased to Chesebrough-Pond's , Inc . , a New York corporation, for manufacturing and industrial development purposes at the total estimated cost of $5,500,000, $3,500,000 to be financed out of the proceeds of the industrial general obligation bonds of said City and $2,000,000 of such cost to be financed out of the proceeds of industrial revenue bonds of 1 said City, and the lease of the same to Chesebrough-Pond' s, Inc. , which ► project was duly approved by the Division of Commerce and Industrial Development of the Department of Business and Administration of the • State of Missouri on September 1i _, 1965, and is more fully described , in the application filed by said City with said Division of Commerce and Industrial Development to secure such approval. Section 2. That a special election be, and the same is, hereby ordered to be held in the City of Jefferson, Missouri, on Tuesday, October 5, 1965, for the purpose of submitting to the qualified voters of said City the following propositions: PROPOSITION NO. 1 Proposition to issue the general obligation Industrial bonds of the City of Jefferson, Missouri, to the amount of $3,500,000 for the purpose of purchasing and constructing a plant to be leased to Chesebrough-Pond's, Inc. , a New York corporation, for manufacturing and industrial development purposes , including real estate, buildings , fixtures and machinery. j i �i . M �I II PROPOSITION NO. 2 Proposition to issue the industrial revenue bonds of the City of Jefferson, Missouri, to the amount of $2,000,000 for the purpose of purchasing and constructing an industrial plant to be leased to Chesebrough-Pond's. Inc. , a New York corporation, for manufacturing and industrial development purposes, said bonds to be payable solely from the revenues derived from said project for industrial development and not to be a general obligation of said City. Section 3. That the City Clerk of the City of Jefferson, Missouri, be, and she is, hereby authorized and directed to give 1 4c�6pJR&tion by causing to be published in the `S , a daily newspaper printed and published in the City of Jefferson, Missouri, and of general circulation in said City, a notice of the time, places of holding and purposes of said ® election, said notice to be published once a week for not less than three consecutive weeks, the first publication of said notice to be made at least 21 days before and the last publication to be made within two weeks of the date of said election. Said election shall be held and conducted and the results thereof shall be canvassed in all respects in conformity with the Constitution and laws of the State of ! Missouri and in accordance with all ordinances adopted by the City Council of the City of Jefferson, Missouri. i !� Section 4 . That the polls at said election shall be opened at the hour of six o' clock A. M. and shall be closed at the hour of seven o'clock P. M. on said date . Section 6. That the City Clerk be, and she is , hereby authorized and directed to prepare and cause to be printed, ballots as herein provided and to prepare or procure the necessary poll books and tally sheets to be used at said election, together with all other necessary election supplies and to cause the same to be delivered to the judges of said election. Section 8. That the City Council hereafter shall designate duly qualified persons to serve as judges and clerks at said election. Section 9. That the City Clerk be, and she is, hereby directed to submit a certified copy of this ordinance to the Clerk of the County Court of Cole County, Missouri, for his information and guidance. Section 10. That all ordinances or parts of ordinances in conflict herewith shall be and the same are hereby repealed, in so far ' as they may so conflict. Section 11. That this ordinance shall take effect and be in force from and after its passage and approval.
