HomeMy Public PortalAbout08-12-21 AgendaThe Agenda Meeting of the Mayor and Council of the Borough of Carteret, preceding the Regular Meeting August 26, 2021, was held August 12, 2021, at approximately 6:00 p.m. remotely, via telephone call -in. The following were noted present: Councihnember Vincent Bellino " Ajmar Jobal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent were Councilmembers Jorge Diaz and Dennis DiMascio. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. The 2021 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and the doors of the Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the Four (4) Councilmembers present, the minutes of July 22, 2021 was approved as transcribed and engrossed by the Clerk. Mayor Reiman asked for a Motion to Amend the Agenda to include Ordinance #21 -16 which he said was a last minute addition from Finance. Upon MMS &C, by Councilmembers Bellino and Krum and Unanimous Affirmative vote of the four (4) Councilmembers present, the Agenda was Amended to include Ordinance #21 -16, a fidly funded Capital Improvement Ordinance. 11 AUGUST 12, 2021 AGENDA MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF bIINUT'ES AGENDA AMENDED ADD #21 -16 FULLY FUNDED CAPITAL IMPROVEMENT ORDINANCE AUUUM IZ, ZUZI (continued) ORDINANCE #21 -15 ORDINANCE #21 -15 was introduced and adopted on First Reading CIVIL SERVICE and the Clerk authorized and directed to advertise same for Public POLICE HIRING Hearing, upon MMS &C, by Councilmembers Krum and Bellino. REGULA'I'IONS Upon individual roll call vote, Councilmembers Bellino, Johal, Krum and Naples voted in the affirmative. Councilmembers Diaz, DiMascio were noted absent. ORDINANCE #21 -15 "AUTHORIZING AND IMPLEMENTING THE PROVISIONS OF N.J.S.A. I IA:4 -1.3" Mayor Reiman said this is with regard to Civil Service regulations. ORDINANCE #21 -16 was introduced and adopted on First Reading ORDINANCE #21 -16 and the Clerk authorized and directed to advertise same for Public FULLY FUNDED Hearing, upon MMS &C, by Councilmembers Krum and Bellino. RE: CAPITAL Upon individual roll call vote, Councilmembers Bellino, Johal, Krum IMPROVEMENTS and Naples voted in the affirmative. Councilmembers Diaz, DiMascio were noted absent. ORDINANCE #21 -16 "FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $2,500,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE COST THEREFOR" PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS Council. Upon MMS &C, by Councilmembers Bellino and Krum and & NEW BUSINESS unanimous affirmative vote of the four (4) Councilmembers present, the meeting was opened for public input on all Resolutions /Agenda items and new business. 2 There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was closed. Mayor Reiman asked for a motion on the Consent Agenda. Upon individual Roll Call Vote, Councilmembers ADOPTED Bellino, Johal, Krum and Naples voted in the affirmative. Councilmembers Diaz and DiMascio were noted absent. Upon MMS &C, by Councilmembers Bellino and Krum all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Johal, Krum and Naples voted in the affirmative. Councilmembers Diaz and DiMascio were noted absent. Mayor Reiman asked Municipal Clerk Pogorzelski if she had anything MAYOR REIlYIAN to add, she said no. He asked Borough Attorney Bergen if he had anything to add from the Law Department, he said he had nothing.
