AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REGULATING THE PARKING OF MOTOR VEHICLES ON THE ROADWAYS OF THE CITY, PRESCRIBING A PRESUMPTION AND PROVIDING A PENALTY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Two Hour Parking. The operator of a vehicle shall not park the same for a period of time in excess of two hours between the hours of 7:00 a.m. and 7:00 p.m, on any day, except Sunday or a legal holiday, at any point: . (a) On the east half of Clay Street between its intersection with Main Street and its inter- section with the public alley lying south of and extending parallel with Main Street. (b) On the west half of Clay Street between two points lying 30 feet and 116 feet south of the south curb of Main Street. Section 2. Presumption to Apply. In any prosecution for a violation of any provision of Section 1 of this ordinance, proof that the vehicle described in the complaint was parked in violation of any provision of Section 1 of this ordinance, together with proof that the defendant named in the complaint was at the time of the parking the owner of the veticle, shall then constitute in evidence a prima facie presumption that the owner of the vehicle was the person who parked the vehicle at the place where, and for the time during which, such violation occurred. Section 3. Any person violating the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be fined not more than $100.00 or be imprisoned. not longer than 90 days, or be punished by both such fine and imprisonment.
