AN ORDINANCE PROVIDING FOR AND DIRECTING THE SUBMISSION
TO THE QUALIFIED ELECTORS OF Thy CITY OF JFYMSON.F COLE
COUNTY, MISSOURI, AT AN ELECTION TO BE, HELD IN SAID CITY
ON TUESDAY, TIDE 5TH DAY OF .APRIL, 1966 OF A PROFOSITTON
FOR THE INCURRING OF INIIEBTEDNESS AND THE ISSUANCE OF
BONDS OF SAID CITY TO PROVIDE FUNw FOR CERTAIN PUBLIC
IMPROVEMENTS.
WHEREAS, in the opinion of the City Council of the City of Jefferson,

Cole County, Missouri, it has become and is necessary to provide certain public

improvements in said City, to-wit: the purchase of ground and the erection thereon
i
of three (3) new fire stations, including the purchase of apparatus useful in the
extinguishing of fires, at an estimated...cost of Seven Hundred Thousand Dollars
($700,000); and '
WHEREAS, the aforesaid sum exceeds the current income and revenues of j
said City and funds therefor are. not now available in the City Treasury; and
VMEREAS, the said City is authorized, under the Constitution and Laws of

the State of Missouri, to incur indebtedness for the aforesaid purposes upon the
assent of two-thirds of the qualified electors of said City voting on the psopost-
tion at-'an election to be held for that purpose, and provided that the amount of
such indebtedness, when added to all outstanding indebtedness of said City, shall
not exceed any limit prescribed by the Constitution and Laws of the State of Missouri;

WHEREAS, the value of taxable, tangible property within said City, as
ascertained by the assessment for state and county purposes :wade as of January 1,
1965, and being the last completed assessment prior to the date of the election i
hereinafter provided for, was Forty-three Million, Seven Hundred Five Thousand,
Three Hundred Seventy-one Dollars ($43,705,371); and

WHEREAS, the said City now has outstanding bonded indebtedness aggregat-
ing Two Million, Seven Hundred Ninety-eight Thousand Dollars ($2,798,000), including
bonds now in process of being issued, but excluding industrial bonds and revenue
bonds; and

WHEREAS, the amount of bonded indebtedness now proposed to be incurred,
when added to the aforesaid outstm dingy; indebtedness, will not exceed any constitu-
tional or statutory limit of indebtedness:
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON,
COLE COUNTY, MISSOURIy AS FOLLOWS: 4
SECTION 1. That a special election shall be and the same is hereby called
and ordered: to be held in the City of Jefferson, Cole County, Missouri, on Tuesday,
the 5th day of April, 1966, for the purpose of submitting to the qualified electors
of said City the following proposition: j
PROPOSITION

Proposition to issue the general obligation bonds of
-the City of Jefferson, Cole County, Missouri, to the
amount of Seven Hundred Thousand Dollars •($700,000)
to provide funds for the purchase of ground and the
erection thereon of three (3) new fire stations, in-
eluding the purchase of apparatus useful in the ex-
tinguishing of fires. f
SECTION 2. That the said special election shall be held in all of the I
wards'of said City and at the polling places hereinafter designated in the form of
"NOTICE OF SPECIAL ELECTION" as set forth in Section 3 hereof.

The polls of said election shall be opened at the hour of six o'clock A.M.
and shall continue open until the hour of seven o'clock P.M. on said day.
The said special election shall be conducted and held and the results

thereof shall be certified, canvassed, and declared in all respects in conformity

with the Constitution and Laws of the State of Missouri governing elections in the
City of Jefferson and in ace ordance with the ordinances of said City..
SECTION 3. That the City Clerk be and she is hereby authorized and dir-
ected to give notice of said special.. election by publication in Jefferson City
Post-Tribune , a newspaper printed and published in the City of Jefferson
and of general circulation therein. The said notice shall be published in said news-

paper once a week for four (4) consecutive weeks and on the same day in each week.

The first publication of said notice shall be made at least twenty-one (21) days

before the date of said election and the last publication shall be made within two (2)

weeks of the date of said election. The said notice, to be so published, shall be in
substantially the following force, to-wit:

CITY OF JEFFERSON, MISSOURI
NOTICE is hereby given that a special election will be held in
the City of Jefferson, Cole County, Missouri, on
TUESDAY, THE 5TH DAY OF APRIL, 1966
at which there will be submitted to the qualified electors of
said City the following proposition:

for the holding of the general municipal election in said City on

IN THE SECOND WARD:

Precinct No. 1 N. O. Nelson Mfg. Company - 308 Mulberry
Precinct No. 2 - Capital City Telephone Garage Bldg. McCarty & Bolivar
Precinct No. 3 - St. Joseph's Old Folks Home
Precinct No. 4 - West School
Precinct No. 5 - St. Joseph's School - West Main Street

The polls of said election will be opened at the hour of six
o'clock A.M. and will continue open until the hour of seven

All persons who are legal voters in said City will be erititled
to vote at the said special election.

SEC21ON 4. That the City Clerk be and she is hereby authorized and dir-
ected to furnish the fudges and clerks of said special election with poll books,
tally sheets, ballots, ballot boxes, and other supplies necessary fob the conduct
of said special election, and the ballots to be so provided shall be in substan-

SECTION That the said special election shall be held and conducted by the
same judges and clerks of election as shall hereafter be designated by the City Coun-

SECTION 6. That the City Clerk shall be and she is directed to transmit I
a certified copy of this Ordinance to the Clerk of the County Court of Cole County,
Missouri, for his information and guidance.
SECTION 7. That all ordinances or parts of ordinances in conflict with
this Ordinance shall be and the same are hereby repealed, insofar as they may so

SECTION 8. That this Ordinance shall take effect an shall be in force i
from and after its passage and approval.
