ORDINANCE NO. 7 y INTRODU_ D BY COUNCILMAN / �-- � AN ORDINANCE APPROVING A PROJECT FOR INDUSTRIAL DEVELOPMENT AND CALLING A SPECIAL ELECTION IN THE CITY OF JEFFERSON, MISSOURI, FOR THE PURPOSE . OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY THE PROPOSITION TO ISSUE THE INDUSTRIAL REVENUE BONDS OF THE CITY OF JEFFERSON, MISSOURI, TO THE AMOUNT OF $8,500,000 FOR THE PURPOSE OF PURCHASING AND CONSTRUCT- ING AN INDUSTRIAL PLANT TO BE LEASED TO INTERCO INCORPORATED, A DELAWARE CORPORATION, FOR MANUFACTURING AND INDUSTRIAL DEVELOPMENT PURPOSES, IN- CLUDING REAL ESTATE, BUILDINGS, FIXTURES AND MACHINERY, SAID BONDS TO BE PAYABLE SOLELY FROM THE REVENUES DERIVED FROM A PROJECT FOR INDUSTRIAL DEVELOPMENT, AND NOT TO BE A GENERAL OBLIGATION OF SAID CITY, DESIGNATING THE TIME FOR HOLDING SAID ELECTION, FIXING THE POLLING PLACES OF SAID ELECTION, PRESCRIBING THE FORM OF BALLOT TO BE USED THEREAT, AND AUTHOR- IZING THE CITY CLERK TO GIVE NOTICE OF SAID ELECTION. I BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, li MISSOURI AS FOLLOWS: ! Section 1 . That the City Council of the City of Jefferson, Missouri, hereby approves the project for industrial development relat- ing to the purchase and construction of a plant to be leased to Interco Incorporated, a Delaware corporation, for manufacturing and industrial development purposes, including real estate, buildings, fixtures and machinery, at the total estimated cost of $8,500,000, which project was I� duly approved by the Division of Commerce and Industrial Development of the Department of Business and Administration of the State of Missouri j on May 23, 1966, and is more fully described in the application filed by said City with said Division of Commerce and Industrial Development j to secure such approval. i f� Section 2. That a special election be, and the same is, here- b ordered to be held in the City of Jefferson, Missouri, Tuesday, June 1 , 1966, for the purpose of submitting to the qualified voters of said City the following proposition: Proposition to issue the industrial revenue bonds of the City of Jefferson, Missouri, to the amount of $8,500,000 for the purpose of purchasing and constructing an industrial plant to be leased to Interco Incorporated, a Delaware corporation, for manufacturing and industrial development purposes, including real estate, buildings, fixtures and j machinery, said bonds to be payable solely from 1 the revenues derived from a project for industrial r development and not to be a general obligation of j said City. Section 3. That the City Clerk of the City of Jefferson, j Missouri, be, an she is, hereby authorized and directed to give notice of said election by causing to be published in the Daily Capital News i r ,j 4 I �� i I I I and Post Tribune, daily newspapers printed and published in the City of Jefferson, Missouri, and of general circulation in said City, a notice of the time, places of holding and purposes of said election; said notice to be published once a week for not less than three consecutive weeks, the .first publication of said notice to be made at least 21 days before and the last publication to be made within two weeks of the date' of said election. Said election shall be held and conducted and the results thereof shall be canvassed in all respects in conformity with the Con- stitution and laws of the State of Missouri and in accordance with all ordinances adopted by the City Council of the City of Jefferson, Missouri . Section 4. That the ballot to be used at said election shall be in substantially the following form: OFFICIAL BALLOT FOR SPECIAL BOND ELECTION IN THE CITY OF JEFFERSON, MISSOURI ON TUESDAY, JUNE 14, 1966 Instructions to voters : To vote in favor of the proposition submitted on this ballot, place a cross (X) mark in the square opposite the word "YES"; To vote aZainst the proposition submitted on this ballot, place a cross (X mark in the square ` opposite the word "NO". �) Shall the following be adopted: Proposition to issue the industrial revenue bonds of the City of Jefferson, Missouri, to the amount of $8,500,000 for the purpose of purchas- ing and constructing an industrial plant to be leased to Interco Incorporated, a Delaware cor- poration, for manufacturing and industrial develop- ` ment purposes, including real estate, buildings, fixtures and machinery, said bonds to be payable solely from the revenues derived from a project for industrial development and not to be a general obli- gation of said City. Section 5. That said special election shall be held in all of the wards of said City and in the polling places hereinafter designated in the form of Notice of Special Election as hereinafter set out. That the polls at said election shall be opened at the hour of six o 'clock A.M. and shall be closed at the hour of seven o'clock P.M. on said date. ! Section 6. That the notice of said election hereinbefore , referred to shall be in substantially the following form: f ' -2- I I� i NOTICE OF BOND ELECTION Public notice is hereby given that a special election will be held in the City of Jefferson, Missouri, on Tuesday, June 14, 1966, for the purpose of submitting to the qualified voters of said City the fol- lowing proposition: Proposition to issue the industrial revenue bonds of the City of Jefferson, Missouri, in the amount of $8,500,000 for the purpose of purchasing and constructing an industrial plant to be leased to Interco Incorporated, a Delaware corporation, for manufacturing and industrial development purposes, including real estate, buildings, fixtures and machinery, said bonds to be payable solely from the revenues derived from a project for industrial development, and not to be a general obligation of said City . Said election will be held at the following polling places in said City : FIRST WARD: Precinct No. 1 - Capital City Upholstering Company. Precinct No. 2 - 915 East High Street. Precinct No. 3 - East School. SECOND WARD: Precinct No. 1 - 204 East High Street. Precinct No. 2 - Court House Basement. THIRD WARD: Precinct No. 1 - N. 0. Nelson Manufacturing Company - 308 Mulberry. Precinct No. 2 - Capital City Telephone Garage Building - McCarty and Bolivar. Precinct No. 3 - St. Joseph 's Old Folks Home. Precinct No. 4 - West School. 1� Precinct No. 5 - St. Joseph's School - West Main Street FOURTH WARD: Precinct No. 1 - Carpenter 's Building - Broadway & Dunklin Precinct No. 2 .- South School - 301 Linden Street. i Precinct No. 3 - Southwest School - St. Mary 's Blvd. l 41 !� -3- i f FIFTH WARD: Precinct No. 1 - Annex Central School - 315 East Dunklin. Precinct No. 2 - Don Awe Dancing School - Elm & Clark. Precinct No. 3 - Thorpe Gordon School - 1201 Jackson. Precinct No. 4 - Moreau Heights School. { The polls at said election will be opened at the hour of six o'clock A.M. and will continue open until the hour of seven o'clock P.M. on said date. All persons who are legal voters in said City will be entitled to vote at said election. That the City Clerk be, and she is, hereby author- ized and directed to prepare and cause to be printed, ballots as herein provided and to prepare or procure the necessary poll books and tally sheets to be used at said election, together with all other necessary election supplies and to cause the same to be delivered to the judges of said election. Section 8. That the City Council hereafter shall designate duly qualified persons to serve as judges and clerks at said election. Section 9. That the City Clerk be, and she is, hereby directed to submit a certified copy of this ordinance to the Clerk of the County Court of Cole County, Missouri, for his information and guidance. Section 10. That all ordinances or parts of ordinances in conflict herewith shall be and the same are hereby repealed, in so far as they may so conflict. Section 11. That this ordinance shall take effect and be in force from and after its passage and approval .
