ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, AUTHORIZING AND DIRECTING
THE MAYOR AND CLERK OF THE CITY TO EXECUTE A WRITTEN CONTRACT
WITH GRONER AND PICKER, CONSULTING ENGINEERS AND LAND SURVEYORS,
INC. RELATING TO SERVICE TO BE PROVIDED THE CITY IN CONNECTION
WITH THE CITY"S COMMUNITY SHELTER PLAN.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The Mayor and Clerk of the City are hereby
authorized and directed, for and in behalf of the City, to
execute a written contract with Groner and Picker, Consulting
Engineers and Land Surveyors, Inc. relating to services to be
provided by the latter for the city in connection with the
city's community shelter plan.
Section 2. Said written contract shall read in words and
figures as follows:

AGREEMENT
This Agreement, made and entered into this day of
1966' by and between the City of Jefferson, Missouri, a municipal corporation of the
hird class, located in Cole County, Missouri, hereinafter termed the City, and
Groner and Picker, Consulting Engineers and Land Surveyors, Inc. , a Corporation,
209 West Miller Street, Jefferson City, Cole County, Missouri; hereinafter termed
the "Planner":
WITNESSETH
WHEREAS, the City proposes to develop a Community Shelter Plan,
hereinafter termed (CSP) for Jefferson City, Cole County, Missouri, as a part of
the Office of Civil Defense National CSP Program, and
WHEREAS, the City does not have in its employ a person with the proper
qualifications to perform all planning services required of a local CSP Program by
the Office of Civil Defense in its national CSP Program, and
WHEREAS, "Planner" is properly qualified, as registered professional
ngineers in the State of Missouri, to perform all services required by the City in
the preparation of a plan for the CSP Program, according to the qualification
standards of the Office of Civil Defense of the federal government, and
WHEREAS, City and Planner have agreed upon the terms of the City's
employment of Planner in connection with the Jefferson City - Cole County,
Missouri, CSP Program; now therefore
IT IS AGREED BY AND BETWEEN THE PARTIES AS FOLLOWS:
1. City does hereby employ "Planner", and "Planner" does hereby accept
employment from City to perform all services hereinafter specified
in the development of the Jefferson City - Cole County, Missouri local
CSP Program.
2. Planner shall perform all work for the City in the preparation of the
aforementioned CSP Program as is mentioned and included in Steps
Ia, Ib, Ic and Id, and Steps II, III, IV, V and VI, on pages 40 through
42, in Part D, Chapter 3, Appendix I, of the Federal Civil Defense
Guide, December, 1965, and all provisions in the aforementioned Steps
are hereby expressly included in this agreement by reference as fully
as if set out at length verbatim herein.
3. All work performed by Planner under this agreement shall be submitted
to Mr. William Morie, the City's Project Coordinator for the aforementioned
CSP Program.
4. All work to be performed by the Planner under this agreement shall be
completed by such time as may be agreed to by the City and the U. S.
Corps of Engineers, as the agent of the Office of Civil Defense, in a
contract to be executed relating to the participation of the federal
government in the development of City's local CSP Program.

5. As consideration for the above described services of the Planner, City
shall pay Planner the sum of Eleven Thousand Seven Hundred ($11, 700. 00)
which Planner agrees to accept in full payment for all services, overhead
® and expenses, performed and incurred by Planner in performing all
work for City under this agreement.
Planner acknowledges that City will receive monies periodically from the
federal government in payment of the total cost of Planner's services and
expenses, and City shall have ten (10) days upon receipt of such monies
from the Federal Government to pay Planner for services rendered and
expenses incurred under this agreement.
6. From the total consideration of Eleven Thousand Seven Hundred
($11, 700. 00) Dollars, to be paid Planner, the Planner shall pay
William F. Morie, as Project Coordinator for the Jefferson City - Cole
County, Missouri CSP Program, such sum as shall reasonably
reirnburse him for all time devoted to, and expenses incurred in, the
supervision of said CSP Project.
IN WITNESS WHEREOF, the City of Jefferson, Missouri and Groner and
Picker Consulting Engineers and Land Surveyors, Inc. , have hereto executed this
agreement this day of 1966.
