THE MAYOR AND CLERK OF THE CITY, FOR AND IN THE NAME OF THE

RELATING TO THE CONSTRUCTION OF THE CONCRETE FOOTING AND
FOUNDATION OF THE CITY BUS GRAGE BUILDING.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The Mayor an d Clerk of the City are hereby
authorized and directed, for and in the name of the City, to
execute a contract with Roy A. '►. .CcH� �ec€

concrete footings and foundation of the city- bus garage
building.
Section 2. Said contract shall read in words and figures
as follows:

C O N T R A C T

THIS CONTRACT, made and entered into this Ayxft day of
1966, by and between the City of Jefferson,
Missouri, a third class city existing under the laws of the State
of Missouri, located in Cole County, Missouri, hereinafter termed
the "Owner" , and the Roy A. Scheperle Construction Company, 1615
West Dunklin, Jefferson City, Cole County, Missouri, hereinafter
termed the "Contractor" :
WITNESSETH:
1. Contractor hereby agrees to construct all concrete foot-
ings, foundations, piers and slabs, meeting the specifications
entitled: "Specifications for Concrete Work for Bus Garage
Building" attached hereto, marked as Appendix "A" , and expressly
incorporated by reference herein as fully as if set out at length
verbatim herein, and then provide all labor required to construct
same at such location as shall be selected by the Owner.
2. Owner shall pay Contractor the sum of $3,779.00 for all
materials and labor required to construct the concrete work here-
inabove mentioned. Said amount shall be paid to Contractor upon
completion of the work and acceptance of same by the City' s
Building Commissioner.
qP 3. Contractor shall complete the construction of the concrete
work within sixty (60) calendar days from November 9, 1966.
4. Contractor shall furnish a Performance Bond in the amount
of five (5/) per cent of the contract price mentioned above to
guarantee the performance by Contractor of this Contract.

APPENDIX "A"
SPECIFICATIONS FOR CONCRETE WORK
FOR BUS GARAGE BUILDING
Chestnut and Miller Streets
Jefferson City, Missouri
NOTICE TO BIDDERS
A Bid Bond payable to the Owner, in an amount not less than Five Mo)
Percent of the largest total bid, shall be submitted and included with
sealed bid. This Bid Bond shall be a guarantee, that, if awarded the Con-
tract, the bidder will promptly enter into a Contract and execute such
bonds as may be required.
WAGE RATES
In accordance with the "Prevailing Wage Act" made a law August 20,
1957, by .the Department of Labor & Industrial Relations, Jefferson City,
Missouri, the following wage rates are minimum required to be paid on this
project: (See attached sheet)
CONCRETE WORK
1. EXTENT OF WORK: Shall include the furnishing and placing in a thorough,
neat, substantial and workmanlike manner, all form work, reinforcing, and
concrete required to complete the work as shown on drawings or herein speci-
fied.
a. Placing and furnishing all expansion strips, bolts and anchors
bedded in the concrete work.
b. Instructing the subcontractors for the plumbing, heating and
electrical trades to install their work at the proper time so
not to delay the pouring of -the concrete.
c. Placing of all minor items not shown or called for on drawings,
but necessary to carry out the intent of the work.
d. The cement finishing of all concrete floors, steps, treads, and
exposed walls called for under this section.
e. Making the proper recesses required in concrete floors to bring
all. finished floors to elevations shown on drawings.
f. Furnishing, maintaining and removing from premises after work has
been completed, or when directed, mixing and hoisting apparatus,
runways, bins and equipment used for placing of work under this
heading.
2. SUPERVISION: A competent foreman experienced in this class of work
shall be employed by the contractor to supervise the placing of all form

work, reinforcement and concrete included under this heading. It shall be
his duty to see that all work and material placed by other trades are kept
in place during this portion of the work'.
30 MATERIALS :
a. Portland Cement: Cement shall comply with the ASTM-C-150 standard
specifications for Portland Cement and shall be Type 1 or 1A. The
Contractor shall use only one brand of cement to eliminate color
variation.
b. Fine Aggregate: Fine aggregate shall consist of washed sand having
clean, hard, durable, uncoated grains, free from foreign substance,
and shall range in size from fine to coarse within the following
percentages by weight:
Passing No. 4 Sieve - - - 95 - 100 per cent
Passing No'. 16 Sieve - - - 45 - 70 per cent
Passing No. 50 Sieve - - - 15 - 30 per cent
Passing No. 100 Sieve - - - 3 - 8 per cent
Volume removed by sedimentation shall not be more than 3/. Not
more than 35% shall pass a standard sieve and be retained on the
next smaller standard sieve.
c. Coarse Aggregate: Coarse aggregate shall consist of washed gravel
or other approved inert materials with similar characteristics or
combination thereof, having clean, hard, durable, uncoated particles,
free from deleterious matter. After acceptance of a grading, a
variation in the amount passing any sieve size of more than 10/ of
the total will not be permitted. The grading shall be within the
following percentages, be weight:
Passing a ' 1 inch Sieve - - - 95 - 100 per cent
Passing a 3/4 inch Sieve - - - 35 - 70 per cent
Passing a 3/8 inch Sieve - - - 10 - 30 per cent
Passing a No. 4 Sieve - - - 0 - 5 per cent
d. MIXING WATER: Water used in mixing concrete, shall be clean and
free from d,__�t.__i � amounts of acid, alkalis, or organic mate-

e. Metal Reinforcing: Reinforcing bars shall conform to the require-
ments of standard specifications for minimum requirements for the
deformation of deformed steel bars for concrete reinforcements
(ASTM - A-305) and of standard specifications for billet-steel bars
for concrete reinforcement (ASTM - A-15) , or standard specifications
for rail steel bars for concrete reinforcement (ASTM - A-16) or
standard specifications for axlesteel bars for concrete reinforce-
ment (ASTM - A-160) .
f. Storace of Materials: Cement and aggregate shall be stored in
such a manner as to prevent deteriorations or intrusion of foreign
matter. Any material which has deteriorated or which has been
damaged shall not be used for concrete.

4. CONCRETE QUALITY & ALLOWANCE STRESSES :
a. All concrete used in floor slabs, walls, foundations and footings
Agh shall have not more than 62 gallons of water to one 94 pound sack
of cement. Six bags cement per cubic yard required.
b. Concrete used for foundation and footings shall have a slump
between 2" and 4" .
c. Above mixtures shall be adjusted to produce concrete which attains
a 30001M per sq. in. , compressive strength in 28 days . if higher
strengths are required in special areas, they shall be as shown. on
drawings.
d. If other than ready-mix concrete is used, the contractor shall use
at least a two (2) bag mechanical mixer together with automatic
weighing equipment.
e. During the progress of the work, compression test specimens shall
be made and cured in accordance with standard method of making and
curing concrete compression and flexure test for specimens in the
field ASTM C-31. Four (4) specimens shall be made for each test
and not less than one test for each 50 cu. yd. of concrete shall
be required. These specimens shall be in the presence of the
�'- tpecimens shall be cured under laboratory conditions.
Specimens shall be tested in accordance with standard method of
Ak test for compressive strength of molded concrete sylinders (ASTM
C-39) . Two (2) specimens shall be tested at seven (7) days and
two specimens shall be tested for twenty-eight (28) days .
If the average strength of the laboratory control cylinders for
any portion of the structure falls below the compressive strength
called for on these specifications, the Engineer shall have the
right to order a change in the proportions or the water content for
the remaining portion of the structure, and may require tests in
accordance with standard methods of securing, preparing and testing
specimens of hardened concrete for compressive and flexural strengths
(ASTM C-42) or order load tests to be made on the portions of the
building so affected. Minimum of 6 bags per cu. yd. required. Low
test concrete to be removed and replaced at Engineer' s direction
by this Contractor.
5 . MIXING AND PLACING CONCRETE: Before placing concrete, all equipment
for mixing and transporting the concrete shall be cleaned, all debris and
ice shall- be removed from the places to be occupied by the concrete. Forms
shall be thoroughly wetted (except in freezing weather) or oiled,' and masonry
filler units that will. be in contact with concrete shall be well drenched
( pt in freezing weather) , and the reinforcement shall be thoroughly clean-
e ice or other coatings. Water shall be removed from place of deposit
before concrete is placed.
Concrete shall be conveyed from the mixer to the place of final deposit by
methods which will prevent the separation or loss of materials .
Concrete shall be deposited as nearly as practicable in its final position
to avoid segregation due to rehandling or flowing.

Provision shall be made for maintaining concrete in a moist condition for
at least five (5) days after the placement of the concrete. In order that
curing water may reach both surfaces of walls, the forms shall be loosened
and water shall be poured over the tops of the walls and allowed to run
n between the concrete and forms .
Adequate equipment shall be provided for heating the concrete materials and
protecting the concrete during freezing weather or near freezing weather.
No frozen naterials or materials containing ice shall be used.
All concrete materials and all reinforcement, forms, fillers and ground with
which the concrete is to come in contact shall be free from frost. When-
ever the temperature of the surrounding air is below 49° F. , all concrete
placed in forms shall have a temperature of between 70° F. , and 80° F. , and
adequate means shall be provided for maintaining a temperature of not less
than 70° F. , for three (3) days or 50° F. , for five (5) days .
The housing, covering or other protection used in connection with curing
shall remain in place and intact at least 24 hours after the artificial
heating is discontinued. No dependence shall be placed on salt or other
chemicals for the prevention of freezing.
6. FORMS AND DETAILS OF CONSTRUCTION:
a. Design of Forms: Forms shall conform to the shape, lines and
dimensions of the members as called for on the plans and shall
be substantial and sufficiently tight to prevent leakage of
mortar. They shall be properly braced or tied together so as to
maintain position and shape.
b. Removal o-L: Forms: Forms shall be removed in such a manner as to
insure the complete safety of the structure.
c. Cleaning and Bending Reinforcement: Metal reinforcement at the
time concrete is placed, shall be free from rust scale or other
coatings that will destroy or reduce the bond. All bars shall be
bent cold.
d. Placing Metal reinforcement shall be accurately
placed in accordance with the plans and shall be adequately
secured in position by concrete or metal chairs and spacers.
e. Splices and Offsets in Reinforcement: In slabs, beams, girders,
splices of reinforcement at points of maximum stress shall generally
be avoided. Splices shall provide sufficient lap to transfer the
stress between bars by bond and shear.
f. Concrete Protection for Reinforcement: The metal reinforcement
all be protected by the thickness of concrete indicated .on the
plans.
g. Construction Joints : Joints not indicated on the plans shall be
so made and. located as to least impair the strength of the structure.
Where a joint is to be made, the surface of the concrete shall be
thoroughly cleaned and all laitance removed. In addition, vertical
joints shall be thoroughly wetted and slushed with a coat of neat
cement grout immediately before the placing of new concrete.
h. Patching: Any concrete which is not formed as shown on plans or
for any reason is out of alignment or level or shows a defective
surface shall be considered as not conforming with the intent of

these specifications and shall be removed from the job by the
Contractor at his expense, unless the Engineer grants permission
to patch the defective area, which shall be done as prescribed by
the Engineer. Permission to patch any such area shall not be
considered a waiver of the Engineer 's right to require complete
removal of the defective work if the patching does not, in his
opinion, satisfactorily restore the quality and appearance of the
surface. Immediately after removing forms, all concrete surfaces
shall be inspected and any poor joints, voids, stone pockets, or
other areas permitted by the Engineer to be patched and all the
holes shall at once be patched before the concrete is thoroughly
dry.
i. Finishes: All poured in place concrete, which will be visible
after completion, shall be placed in plywood forms or form liners
to produce a uniform texture. If finish is not uniform, the ex-
posed concrete shall be stoned, using cement, water and grinding
stone. Floor shall be floated and steel trowel finished without
the use of topping.
j . Form Marking: Form marking and Form Liners shall be provided to
the extent as shown on the drawings . (For expansion joints, see
Plans) .

1. That the general prevailing hourly rata of wages for building construction IP l '
work in said county for each of the crafts or types of workman, listed on the 1
wage rate schedules, are the prevailing hourly wage rates for said county for
the project or construction contract named. Fringe benefits are in addition
to the basic wage; and if they are included, the basic wage will be so marked.,

2. Fringe piyments include medical and hospital care, compensation for
Injuries or illness resulting from occupational activity, unemployment
benefits, life insurance, disability and sickness insurance, accident
insurance (all designated as health and welfare), pensions, vacation and
holiday pay, apprenticeship or other similar programs and other bona fide
' benefits.
3. The general prevailing hourly rates for legal holidays and overtime
work are as sheen on-the wage rate schedules for the crafts listed thereon.
4. That certified copies of this determination shall be filed immediately f
iwith the Secretary of State of Missouri and in the files of this Department,
and that copies of this determination shall be supplied to all interested
persons requesting same.

"LOCALITY" IS THE COUNTY OR COUNTIES WHERE IIIE PROJECT IS TO BE CONSTRUCTED.
THE LAW PROVIDES THAT NOT LESS THAN THE PREVAILING HOURLY WAGES DETERMINED
BY THE COMMISSION SHALL BE PAID BY A CONTRACTOR OR SUBCONTRACTOR. A HIGHER
